Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough at 7.30pm on Tuesday 12th April 2016.

Present: Nicky Ellis, John Walker, Lynne Simmons, Jinny Gale, Liz Davidson, Bob Holmes, Kevin Bentley, Zone Warden and 4 members of the public

Apologies for absence: Netty Knill-Jones, Phil Gladwin, Andrew Ellis, Robert Davidson

Minutes of the last meeting – to be confirmed as a true record of the meeting with the correction that Beverley McClean’s presentation took place before the meeting was declared open.

Zone Wardens Report: They will be carrying out speed checks in various places, Clean for the Queen Campaign was successful with many groups of volunteers taking part, fly tipping and a littered ditch will be followed up.

Borough and County Councillor: The speed survey results were explained further. Repairs of The Street at Salcott are being carried out and the fact that Mill Lane is not will be investigated as will drainage on a section of The Street that caused flooding during and after this last downpour. Information on when road repairs are being carried out or rescheduled should be made more easily available. CBC Local Plan referred sites will be issued in June. A low-lying property in Church Road, Peldon is concerned re road surfacing and surplus water flow which will be looked into.

Declarations of Interest Liz Davidson for planning application no.160605

  1. Speed Survey Results – will be put on the website and email service and they conclude that there is an opportunity for a deterrent measure to be situated on Lower Road in the westbound direction going out of the village towards Wigborough. We will carry out a survey/questionnaire drop to all residents of Peldon for their views on the matter and the Peldon councillors will meet with highways engineers to ascertain the places where a VAS could be placed.
  2. Playgrounds and Playing Fields – Lynne proposed, Nicky seconded and all agreed for the retrospect purchase of top soil at a cost of £79.38 for Moss Hay, grass seeding will follow.  Thanks were expressed to James Simmons for his efforts on cutting Salcott meadow in poor circumstances for an event held there last weekend.  Replacement of Salcott playground fencing will be carried out in due course.
  3. Peldon Parish Councillor Vacancy – interviews have been postponed owing to illness of two of the candidates but the matter will be addressed as soon as possible to fill the vacancy with a provisional date for interviews being set for 24th A discussion followed as to who will take over the chairmanship and vice at the next meeting for the following two years.
  4. Standing Orders and Transparency Code Working Party – the working party has met several times and made good progress on the Standing Orders and the finalised document will hopefully be ready to adopt at the May meeting. Other required documents will follow thereafter.
  5. Churchyards Donations – Lynne proposed, Bob seconded and all agreed to donate £200 each to assist in churchyard upkeep for the 4 churches in our villages.
  6. Rural Planning Review- Call for Evidence – it was agreed that the parish council would not reply to this but that local farmers may want to.
  7. Local Plan – the timetable was noted including preferred sites being issued in June and anything controversial in our villages will be open for debate at a public meeting.
  8. Actions and Reminders List – updated including a list of ‘Emergency and Useful Contact Numbers’.
