Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough at 7.30pm on Tuesday 8th January 2019.

Present: Liz Davidson, Wendy Ritherdon, Robert Kean, Phil Gladwin, John Walker, Clare Lauwerys, Netty Knill-Jones, Kevin Bentley

Apologies for absence: Jinny Gale, Dave Taylor, Robert Davidson, Jackie Maclean, Zone Warden

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: Fly-tipping in School Lane has been reported, the dog bin at Copt Hall Lane is to be looked into.

County and Borough Councillor Reports: CBC Local Plan is still not completed; garden communities require further consultation and other sections improved.

Essex Highways are coping well having accomplished many outstanding jobs owing to the mild weather, potholes repairs are on-going but many have been repaired. The gritters are ready for action and have been out only 3 times so far this winter. Each County Councillor is responsible for their part of the county and are held accountable for all highways works and improvements in communications on their patch in a bid to make matters work more smoothly and successfully.

The Street, Salcott potholes will be reported for attention as will the coned-off area along Maldon Road in Great Wigborough.

  1. Playgrounds and Playing Fields are in good order and the zip wire at Peldon will be mended in due course. Our new maintenance man for Salcott playground and field will start from now and the 2 bins on the field will be taken into account. The Community Group have not carried out any work for us recently.
  2. Precept 2019/2020 – after much discussion and consideration with our financial accounts and future budget to hand and taking into consideration CBC grants, John proposed, Robert seconded and all agreed to increase our total amount of precept by £300 for this next year so that we can operate at the same standard as previously with regard to maintenance work and with inflation in mind and take on any other necessary unforeseen work or projects.
  3. Clerk’s Salary – following notification of National Salary Awards from April 2019 Clare proposed, Liz seconded and all agreed to increase the clerk’s salary from then by 39.5p per hour (SPC 23) giving a new monthly rate of £455.14.
