Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall 7.30pm on Tuesday 12th February 2019.

Present: Netty Knill-Jones, Clare Lauwerys, Jinny Gale, Phil Gladwin, Wendy Ritherdon, Robert Kean, Liz Davidson, Dave Taylor, Robert Davidson, Andrew Ellis, Zone Warden and 3 members of the public

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: The Great British Spring Clean will be held from 22nd March to 23rd April this year and volunteers are invited to join in in any way they can, form a group, or go out alone or contact the Zone Warden for joining other groups and all necessary equipment can be provided.

Litter Warriors for litter picking throughout the year are always required and again equipment will be provided. Volunteers can contact the clerk for their name to be passed on and added to the list.

Prosecutions have taken place recently for both fly tipping and dog fouling.

Refuse receptacles can be obtained at Abberton and Langenhoe Village Hall the first Wednesday of the month from 10 to 11am.

Borough Councillor Report: Colchester Borough Council meet next week to decide council tax for beginning in May and a rise of 3% is expected.

The Draft CBC Local Plan Part 1 has been suspended until extra evidence is produced hopefully by the autumn which must happen before Part 2 can be accepted.

ECC Libraries consultation is still on-going and a decision will be made in June.

  1. Playgrounds and Playing Fields are in good order and thanks were expressed to Jack for mending the zip wire at Peldon.
  2. Peldon Noticeboard – the new locking noticeboard has now been fitted and the keys are kept safely at the village hall for access by acceptable users.
  3. Peldon and Wigboroughs Magazine – the increase of £30 a year for our donation to the magazine was proposed by Phil, seconded by Clare and agreed by all.
  4. Devolution – the ECC proposals were discussed at length and it was decided that more details on how it will all be implemented are required before we can come to any sort of decision on the matter.
    • The coned area with broken grate/ manhole cover along Maldon Road in Great Wigborough has been reported and followed up numerous times and we are told a new cover had to be ordered hence the wait.
  1. County Broadband Fibre was discussed at length and signing up/registering by 5th March 2019 is required from a good percentage of households in our villages for the scheme to take place here and so ways of reaching residents and explaining all about this will take place soon. No money or bank details are taken from anyone until your connection has been completed. The parish council is very supportive of this scheme as it is considered to be the only way of achieving this fibre broadband which will take us forward in this forever changing technological world.
  2. Footpaths Diversion Proposals – have been considered by those that would be affected and deemed to be acceptable.
  3. Silent Soldiers will be stored securely until decisions are made for their future.
  4. New Dog Bin for Copt Hall has been ordered thanks to Borough Councillor Locality Budget funding and will be fitted in good time, use of it will be hugely encouraged as dog walkers are often offenders of putting dog poo bags in hedges etc.
  5. Actions and Reminder List – updated and to note Gt Wig’s post box in School Lane is now in use and residents are encouraged to use it as much as possible to retain its existence and a paving slab has been kindly fitted by a resident to ensure easy posting
