Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall at 7.30pm on Tuesday 10th September 2019.

Present: Dave Taylor, Phil Gladwin, Clare Lauwerys, Robert Kean, Jinny Gale, Wendy Ritherdon, John Walker, Netty Knill-Jones and one member of the public

Apologies for absence: Liz Davidson, Robert Davidson, Jackie McClean, Andrew Ellis, Kevin Bentley

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: None received but to note fly-tipping at Pete Tye Common contains asbestos therefore will be being dealt with by a specialist company. Other unpleasant litter in Peldon has been reported accordingly. The overflowing dog bin at Salcott has been emptied and brambles cut back.

County and Borough Councillor Reports: None received

Public-Have Your Say: Branches overhanging the highway causing a problem for a farmer with large machinery at Salcott was advised to contact ECC Highways for direction. Problems with a fence for similar reasons has also been reported for advice.

1. Playgrounds and Playing Fields are in good order with some outstanding work to take place. Thanks, were expressed to Dave for painting Salcott equipment, pigeon wires have been fitted over the equipment and we are hopeful that no vandalism will take place from now on. Additional perimeter plastic fencing to deter cats entering the playground at Salcott is being looked into and quotes will be requested for repairing some of the wooden multi-frame legs and the replacing some of the perimeter fence at Peldon. Thanks, were expressed to Wendy for replacing the rope and reinstalling the life rings at Salcott.
Community Working Group has continued to carry out various good work at Peldon including ditch and footpath clearance, hedge cutting, etc.

2.  Moss Hay – having sought legal advice the parish council is satisfied with the current registration of the footpath. Letters will be sent to property owners to request removal of any debris on Moss Hay, our insurance policy being of concern, the parish council will carry out this work if the letters are not adhered to.

3.  Items for Update:

  • National Trust – an update for possible solutions will be requested following out meeting re dog problems at Copt Hall.
  • Speed Meeting – an update has been requested following the public meeting
  • Unpleasant litter at Peldon – has been reported to the appropriate bodies
  • Salcott – various matters have been resolved, see above plus rubble dropped on the highway was cleared up by the company and reported missing signage for the crossroads has been reinstated.
