Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall at 7.30pm on Tuesday 10th December 2019.

Present: Netty Knill-Jones, Phil Gladwin, John Walker, Jinny Gale, Robert Kean (chair), Clare Lauwerys, Liz Davidson, Wendy Ritherdon, Robert Davidson

Minutes of the last meeting were agreed all and signed by the chairman

Zone Warden Report: No report sent and no issues at present. The Zone Wardens are being rearranged and probably with the new title of Neighbourhood Wardens.

Borough Councillor Report: Certain car parks in town are operating free parking after 3 pm in the run-up to Christmas.  CBC are giving away free trees in support of the nation-wide campaign for planting more trees everywhere.  Refuse collections will be different from normal over the Christmas and New Year period. Funding is available for creative events and for those that help the disadvantaged. More details of all these matters are on the Colchester Borough Council website.  The Silent Soldiers owned by the Parish Council will be put away in storage again for safekeeping.

  1. Playgrounds and Playing Fields are in good order but with a couple of outstanding matters at Moss Hay to be dealt with when materials and quotes have been obtained. The Community Group Workers have carried out some clearance work for us recently and will tackle a footpath and ditch clearance in the near future. Grass cutting at Moss Hay will be put out to tender.
  2. Salcott Noticeboard is in a poor state and a new one will be bought in due course.
  3. Parish Online Database will be looked into for its uses and cost.
  4. CBC Draft Local Plan site allocations were submitted 2 years ago and the completed draft will go before the inspectors in 2020 but if Section One on garden villages is rejected then all of it will have to be revised.

Dog fouling has become a problem on Moss Hay once again. This is very unpleasant and a serious health hazard for everyone but children in particular can suffer blindness as a result. Please pick up after your dog and put the bag in the correct bin (Red Dog Bin) and not in any other bin which has been happening. Spot fines can and will be issued to offenders.

Also, it has been noted that household rubbish has also been put in the waste bins on Moss Hay, the curbside collection is for that purpose.
