WINSTRED HUNDRED PARISH COUNCIL

Peldon   Great Wigborough   Little Wigborough   Salcott   Virley

Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall 7.30pm on Tuesday 11th April 2017

Present: Nicky Ellis, Bob Holmes, Jinny Gale, Phil Gladwin, Lynne Simmons, Netty Knill-Jones, John Walker, Kevin Bentley, 2 Zone Wardens, 5 members of the public

Apologies for absence: Robert Kean, Liz Davidson, Andrew Ellis, Robert Davidson

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: Unfortunately there are still many vehicles speeding through Peldon. There have been successful prosecutions of fly tipping culprits and litter louts.  For up to 3 bags of rubbish dumped an instant fixed penalty of £100 can be issues and dog fouling will also shortly incur a fixed penalty of £100..

County and Borough Councillor Report: The options consultations for improvements to the A120 and A12 have now ended and all the data is being thoroughly assessed and answers will be arrived at during the summer for funding the work during 2020-2025.

The newly installed VAS at Peldon is to be checked by engineers to see if it is working correctly. Over signage on a Wigborough corner junction will be looked into. The Salcott crossroads broken manhole cover is being pursued. The next round of Locality Budget is up for grabs and the missing Salcott sign is a possibility for its use.

Public-Have Your Say: The planning application for a children’s nursery in Lower Road, Peldon was discussed at length and the parish council’s reply to CBC Planning was questioned for the lack of comments with regard to parking and highways concerns which we will add if the application is not called in for CBC Planning Committee to consider. The parish council is aware that ECC Highways always gives careful consideration to applications that are appropriate for their approval hence its omission in this instance.     Oil is sometimes left on the road after the refuse lorries have been which will be reported for investigation.

Declarations of Interest: Bob for Essex Wildlife Trust

  1. Changes to the Waste Collection Service – CBC Zone Warden explained all the forthcoming changes beginning in June:
    • Black bags/sacks will have to be paid for by the householder
    • Only 3 black bags per household will be collected fortnightly
    • Food waste will be collected weekly
    • Collection of all other refuse will not be changed ie. alternate weeks for various
    • Clear sacks are free and the next delivery of them to households will be in May
    • Garden waste bags are also free
    • An extra green box per household is available so glass and tins can be separated
    • A visit from a Zone Warden to households to discuss recycling is thought to be useful if they think that just the collection of 3 black bags per fortnight will prove difficult to achieve.
    • Collection and purchase of recycling bags and green boxes can be obtained from Abberton and Langenhoe Village Hall the first Tuesday of each month or Layer de la Haye Village Hall the last Tuesday of each month between 9 and 11am
    • All recycling and refuse details are on the CBC website www.colchester.gov.uk and click on Recycling and Rubbish.
  1. Playgrounds and Playing Fields are in good order
  2. Virley Brook Flood Modelling Study – the Parish Council would like to remind all residents that it is an offence to dump garden waste or any other rubbish in the Salcott creek and if it causes flooding they could be held responsible.
  3. Parish Council Communications discussion – Our website was originally designed when few other groups had their own websites. It was felt that it is time to re-consider its original purpose and perhaps update its appearance.  The role of Facebook as a communications vehicle to be considered as well.  It was emphasized that reciprocal linking arrangements with other websites should be maximised.  Councillors once again expressed their appreciation of the excellent support service supplied by David Kingaby.  All councillors to look at other Parish Council websites to guide future discussion.  The e-mail service was seen as a continuing asset.  Following on from the planning discussion in Public Have Your Say it was agreed that notifications of planning applications would in future be announced via the e-mail service and on the Winstred Eye Facebook page.
  4. CBC Planning Skills Training and Clerk’s Information Session – Planning Training was not reported on owing to absence. Clerk’s Session was about election procedures which we follow correctly now.
  5. To note updates to PC’s Register of Members Interests – Phil Gladwin and Lynne Simmons have updated their register and there is a link on our website to the CBC website where these can all be viewed.
  6. Actions and Reminder List – updated including a summary of the year’s finances from Bob for which thanks were expressed.

Planning Decisions:

163198 Proposal: Single storey rear extension and alterations to ground floor. Provision of new window to west elevation of lounge at Plovers, Mersea Road, Peldon – Approve Conditional

PC Minutes 14th March 2017

WINSTRED HUNDRED PARISH COUNCIL

Peldon   Great Wigborough   Little Wigborough   Salcott   Virley

Draft minutes of the meeting of Winstred Hundred Parish Council held in Peldon Church 7.30pm on Tuesday 14th March 2017.

Present: Robert Kean, Liz Davidson, Jinny Gale, Phil Gladwin, Lynne Simmons, Nicky Ellis, Netty Knill-Jones, Robert Davidson, Kevin Bentley and 3 members of the public.

Apologies for absence: Bob Holmes, John Walker, Andrew Ellis, Zone Warden

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: Thanks were expressed to our Zone Wardens for the successful litter pick in Peldon and also for the removal of some bags that had been dumped on the roadside.  Dog fouling is an ongoing concern and the parish councillors have the authority to take photographic evidence to pass on for submitting for prosecutions.

Borough Councillor Report: Locality Budget funds have been allocated for chairs for the new hall at Peldon. The parish council will take care of the money until required and will purchase the chairs for vat return which is in order. Some bags of tree tubes left on Pete Tye Common following removal by the Community Services will be taken away for us. Everyone will have had or soon to have their council tax bill along with instructions about refuse collections including that garden bags will be free but black bags will have to be bought and only3 per household will be collected fortnightly.  This change is intended to encourage more recycling as we are badly falling behind on this in the Colchester area.

County Councillor Report: The parish council is pleased to see the new VAS sign installed in Mersea Road, Peldon and thanks were given to Kevin for all his hard work in achieving this which has taken much time and effort. The broken drain cover at the Salcott crossroads has been reported for attention. The A12 improvements consultation is still open for opinions, A120 is now closed. The Public Road Safety team will be asked to look into and consider a speed limit for the length of the road from Great Wigborough to Peldon for which we will probably receive an answer by May.

Public-Have Your Say: The parish council was asked to support an appeal for a development in Lodge Lane, Peldon that was refused.  The parish council supported this application in the first instance so is happy to send a letter to the Appeal Inspectorate accordingly.  Thanks were given to litter pickers in Peldon and for the improvements of Footpath 13 (Church Road to St Ives Road).  Dog fouling is a problem in Lodge Lane particularly with bags being hung on hedges, posts etc. The parish council would like to request that these bags are either put in the appropriate bins or taken home.

Declarations of Interest: Liz Davidson for planning application no.170502.

  1. Playgrounds and Playing Fields are both in good order, a tree on Salcott meadow in need of attention will be seen to in due course.

  2. Virley Brook Flood Modelling Study Meeting:
After measuring the catchment of Virley Brook (which flows out of the sluice into Salcott Creek) very accurately the Environment Agency has produced a computerized model of how the fresh and sea water interact in the Salcott and Virley area.  This followed concerns from the Parish Council about flooding in the village of Salcott and the possible increase in water discharged from Tiptree Sewage Works if more houses were built in Tiptree.

We were invited along to a meeting to discuss the findings of this modelling.

In this sort of model extreme weather events and extreme tides and future sea level rises are used to produce ‘worst case scenarios’ or things which could typically happen once in 200 years.

Their findings show that a measurement of doorstep and airbrick height of the most at risk houses needs to take place, depending on the results of this a cost/benefit analysis of altering flood protection will take place.  The Environment Agency have a strict formula for deciding where investment is warranted, we will be informed of their decision once it has been reached.

The Environment Agency will also put the data into the Local Plan for Colchester that is being written at present. The Parish Council will talk to Tiptree Parish Council to make them aware of our concerns.

If anyone wants more information about what we know so far they can email the Clerk (susiepullen@btinternet.com) the Chairman (phil.gladwin@btinternet.com)

  3.  Peldon and Wigboroughs Community Centre: One representative from each of the Wigboroughs and Peldon will be on the new management committee and these 2 could be residents and not necessarily parish councillors. They are to be appointed by the Parish Council.  If by some extraordinary circumstances in years to come the new hall becomes unused and therefore not needed some money may revert to the Wigboroughs.  It will become the responsibility of the Parish Council to ensure that this is used for the benefit of the residents of the Wigboroughs. Likewise, if the money from the plot sale going to the Great Wigborough Church is not used or needed, this will be received by the Parish Council and used for the benefit of the Wigboroughs residents.   All the Parish Councillors were in agreement with this.

  4. Actions and Reminder List – updated
    • Essex Coastal Forum Meeting at County Hall 6th March 2017 was attended by a parish councillor and some interesting points were learnt.

Planning applications:

170502: Proposal: Day nursery care ages 0-5, located on designated rural employment area. Existing agricultural buildings demolished for proposed development to comply with Ofsted Specification at land adjacent Games Farmhouse, Lower Road, Peldon – the Parish Council discussed this application and will submit its supporting reply to CBC Planning.
