Zone Warden Report: Costs to provide and empty a dog bin were given.  A countrywide Litter Pick Weekend will be 3rd-5th March 2017 and it is hoped that as many as possible will volunteer for this worthwhile event.  Prosecutions for fly tipping and litter being thrown from a moving car are ongoing.  Some asbestos fly tipped in Great Wigborough was reported.

County Councillor Report: Included that the analysis from the second speed survey carried out on Mersea Road, Peldon was due shortly. There are several alternatives for road improvements around the A120 that are being considered.

Borough Councillor Reports: The grant received by the parish council from Colchester Borough Council has been reduced for this next financial year.  New rules for refuse collection will allow for 3 black sacks purchased by the householder to be collected fortnightly. Continue reading

Zone Wardens Report: Litter picking equipment has been distributed to those who carry out this very valuable job in our villages and teams can be organised for a thorough blitz of particularly bad areas.

Borough Councillor: The Locality Budget and S106 monies will be looked into for funding the Salcott playground equipment area.

1.    Precept/Grant 2016/2017 – following a thorough appraisal of our previous and forecasted expenses Bob proposed, Phil seconded and all agreed to increase our grant/precept for the following year by £100, taking into account the increase in housing. A company was set up by local government bodies to appoint new auditors on our behalf for 2017 onwards unless we choose to opt out which we have agreed not to do.

2.    Playgrounds and Playing Fields  – The Community Group have carried out some sterling work for us in Peldon, for which the organisers will be thanked,  surplus mud etc will be disposed of and any associated costs will be met by the parish council. It is unfortunate that work at Moss Hay has damaged the entrance but this was unavoidable and it will recover in time and be reinstated accordingly if necessary.  The vandalized Dog Fouling sign will be reinstated yet again.  The bench with a rotten leg will be addressed. Future work for the Community Group will be tree guard removal on Pete Tye Common and grass cutting outside Peldon Church possibly on a regular basis.

3.    Bradwell – Local Community Liaison Council (LCLC) Meetings – Bob will attend these meetings on behalf of the parish council to enable us to keep up to date with proceedings and inform the residents when appropriate.

4.    Emails to the PC on a variety of random subjects – distribution to all councillors and answer as deemed appropriate.  

5.    Planning Comments Process – all councillors will endeavour to follow the agreed process as written in the final draft.

6.    Neighbourhood Watch – following further interest in setting up a scheme the information received by us at the presentation has been forwarded to these residents and if an interest is still there the parish council will arrange a meeting to assist in setting up a scheme but then take no further involvement.

7.    NALC Model Code – Media Policy – subject to checking other codes and policies that we have or should adhere to for any contradictions the parish council will adopt this Media Policy at the next meeting.

8.    Actions and Reminders List – updated and noting that owing to the Parish Council’s tireless efforts the Environment Agency has agreed to carry out a Flood Modelling Study for Virley Brook. Also, there are posters on the noticeboards about drop-in sessions held by Natural England to inform of their project to improve public access along the Essex coast.

Zone Warden Report: The Police and Zone Wardens have carried out speed checks in local villages, several were exceeding the limit and 46 mph in a 30 limit was the highest recorded speed. Culprits of littering will be prosecuted and somebody who threw a cigarette end out of a car window was fined £740 in court. Dog fouling culprits have and will continue to be prosecuted.  Zone Wardens now wear high vis jackets for their own safety and are now more easily identifiable.  A local source for selling the CBC food waste bins is being looked into. Zone Wardens will assist groups with equipment etc if they wish to carry out organised litter picking events in their area.

Borough Councillor: There is S106 money available for recreational capital projects from new build at Salcott and ideas will be considered.

Public-Have Your Say: Concern was raised about loose dogs.  Concern was also raised about accidents and speeding along the main road through our villages, taking out telegraph poles at frequent intervals, people being hurt badly and even killed, see item 5.

1.   Playgrounds and Playing Fields: Work on Moss Hay is still on-going subject to availability of volunteers and workers time. Quotes for resurfacing and funding the footpath are still being investigated. Phil proposed, Nicky seconded and all agreed to ask Richard Playale to cut all the surrounding hedges that he can.  A broken bin top at Salcott will be looked into for replacing and the possibility for using the S106 money for rolling Salcott meadow will be explored.  It was decided not to obtain old equipment from Abberton and Langenhoe as it would be too costly in several ways. 

2.   Emergency Plan: Evidence would suggest that major incidents would now be dealt with by the main organizations, therefore it was decided that the PC’s  role in any crisis would be much more about local communication and helping one another therefore a simple up to date list of contacts and local information points will be compiled.   

3.   Standing Orders and Code of Conduct: The NALC (National Association of Local Councils) latest version of Standing Orders is appropriate for us. We signed the CBC Code of Conduct which will be tweaked to encompass our needs and then all our policies will be grouped together on the website. 

4.   Grass cutting statement: A statement on frequency and cost of grass cutting on our fields for the future has been devised and agreed and will be placed on the website and noticeboards.

5.   Speeding and Accidents: Noting recent accidents including a fatality concern has been expressed yet again about speeding vehicles along the main road.  A campaign beginning with a petition for a speed limit of 40mph has been set up. Anyone wishing to sign please contact David Crook on 01206 735645 or email [email protected] .We will also approach Colchester Association of Local Councils for  the parish council representative on the Local Highways Panel for assistance in any way possible for this proposed speed limit.

6.   Essex Rural Strategy Consultation Event: A report was circulated prior to the meeting which including mention of updating the strategy with what has already been achieved, future aims and new issues to be considered particularly ‘community safety’.  The consultation will close at the end of September and the revised strategy should be published in early 2016.

7.   Finances for Year 2014/15: To confirm that the financial report for 2014/15 has been externally audited and displayed on the noticeboards and website. The Parish Council continues to hold approximately one year’s funds in hand for possible emergencies.

8.   Abberton Reservoir Rights of Way: A report from the last meeting was given indicating decisions made including the purchase of a motorized wheelchair which can be used in the central section of footpaths.  Having discussed the proposals on various aspects of the different sections of the footpath that are in our remit the parish council gave Phil a mandate to vote as instructed following the discussion. Maps will be produced to show the footpaths and who (cycles, walkers, horse riders) can use them. Also an update of all the developments will be published in the magazine shortly.

Zone Wardens Report – None received

Borough Councillors: Attempts will be made to repair and replace missing road and village signage with the help of CBC personnel as we are unable to get any action from ECC.  Abberton and Langenhoe are replacing their play equipment and surfacing so the old is available and will be viewed by us for possible interest.  A Casualty Reduction Team Officer is willing to attend a future meeting of ours which will be arranged.  A CBC Planning Officer will also visit in due course to listen to the parish council’s views on the Local Plan and proposed sites.

Public-Have Your Say: The installation of speed survey strips was discussed at length and a request had been made for all three roads in Peldon, Lower, Church and St Ives to receive this speed assessment measure and enquiries will be made to this end.  A request for litter picking bag hoops was repeated and will be chased up.  ECC Highways will be contacted for an overgrown verge in Peldon.

Playgrounds and Playing Fields: Work at Moss Hay is on-going, the growth along the footpath has been cut back and quotes to resurface the footpath are being sought for which grants will be investigated for funding. The new zip wire will be tightened. Extra playground maintenance courses were considered not to be necessary.

2. Emergency Plan: Progress has been made and hopefully this will be completed for our next meeting.

3. Standing Orders and Code of Conduct: Up to date versions will be looked at from appropriate bodies with a view to adding our specific requirements.

4. Small Project Ideas: Peldon Borough Councillor fund could possibly be used to help fund Moss Hay footpath.  Ideas for Salcott and the Wigs will be gathered.

5. Grass cutting: The cutting of the small area of grass in front of Peldon Church has become an issue therefore a rota of volunteers will be sought and our insurance looked into.  The loose rubber on Moss Hay has been a problem for cutting the grass but Liz has managed a brilliant job for which we thanked her. The grass at Salcott meadow will be cut for the two events we have had requests for.

6. Operation of Speed Watch: No one further has come forward showing an interest in training to carry out this operation. We will answer an email we received about this.

7. Neighbourhood Watch Schemes: Having received a small interest enquires will be made as to the possibility of a scheme in this neighbourhood.

8. Salcott Flooding: Having now heard back from Environmental Agency with several emails including photos of ditches etc and their view on matters at their suggestion a meeting, to include Andrew will be arranged, at their offices to discuss matters further and inform them of what we consider to be their misinformation, a summary of the situation so far will be sent to Priti Patel.

9. Abberton Reservoir Rights of Way: There had not been a meeting of this committee since last month but a site meeting at Lodge Lane, Peldon is to be arranged.   

10. Actions and Reminders List – updated and taking note that we have not received a full answer to our letter to the Police Crime Commissioner for Essex about local crimes as yet and that the matter of crime will be brought up by our representative attending the Essex Rural Strategy Consultation Event later this month. Also we will make enquiries about the suitability of a clothes bank requested by Air Ambulance to help with funding the operation which is hugely expensive.

Zone Wardens Report: none given

Borough Councillors: The Local Plan Panel meeting was discussed it was explained that the call for sites is now closed and 224 have been put forward across the borough of Colchester. Some of these are in our villages. CBC will now sift through all of these sites and assess their suitability for development against a strict set of criteria. The likelihood is that many will fall by the wayside during this initial assessment stage. Those that are found to be potentially suitable will then be included in the next round of public consultation in January 2016, at which point members of the public will have an opportunity to give their opinions as to whether they agree or disagree with CBC’s initial findings.

The possibility of a Solar Park on land in the Maldon District near to Salcott and Great Wigborough had been noted but no application has been submitted as yet. We will contact Maldon District Council to request that we are on the consultation list.

The Borough Councillors have the small funding pot reinstated this year for all their parish councils to request for suitable projects. Resurfacing Moss Hay footpath is one such possible project for Peldon and ideas for Salcott, Virley and Wigs will be discussed.

County Councillor: Budget amendments have taken place to address the shortfall but certain services such as adult social care and children’s services will not be affected. The Essex Superfast Broadband scheme is ahead of schedule and it is planned for 98% of the county to be connected by 2019.

Outstanding road signs are still being constantly chased up for reinstatement.

The Abberton Reservoir Fund is all but allocated or spent but progress reports will be requested on any outstanding amounts allocated but not yet spent. We will write to the water company to express our congratulations on the very successful and brilliant project.

The Local Highways Panel has given the go-ahead for the modifications to the brick built bus shelter in Peldon which will be carried out in due course.

Public-Have Your Say: Item 4 was brought forward for a lengthy discussion. It was said that there were continuing offenders of speeding through Peldon and it was noted that this also occurs through Great Wigborough. The parish council would appreciate motorists taking note of the speed limit when driving through our villages.

1.   Playgrounds and Playing Fields: Signage for the new equipment has been installed and other matters are being addressed. Phil proposed John seconded and all agreed to ask Terry to trim back hedges both at the top part of Moss Hay footpath and roadside at Salcott meadow. Quotes will be sought for resurfacing Moss Hay footpath.

2.   Emergency Plan: Postponed to next month.

3.   Standing Orders: Postponed to next month.

4.   Operation of Speed Watch: The parish council would like to request for more people to carry out training to operate the speed watch gun, if anyone is interested please contact the clerk on 01206 735367 or [email protected], there will also be an article on the website and the parish council emailing service. A Police representative will be invited to the next or a future meeting to advise and discuss the operational technics and the main purpose of the scheme.  

5.   Neighbourhood Watch Schemes: The parish council also requests for any interested parties for this to be operational in one or all of our villages (contact clerk details as above) and following sufficient interest a meeting with a knowledgeable representative will be organized. 

6.   Donations to Churches: Phil proposed, John seconded and all agreed to donate £200 as usual to each of the 4 churches in our villages for the churchyards upkeep.

7.   Abberton Reservoir Rights of Way – Negotiations are still taking place for some of the permissive bridleways but all walks are now officially open. Hazel screening has been installed at passing places in School Lane to deter bird watchers filling up the lay-bys.
