Draft minutes for the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 8th March 2016.
Present: Liz Davidson, Nicky Ellis, Netty Knill-Jones, Phil Gladwin, Lynne Simmons, Jinny Gale, Bob Holmes, Beverley McClean CBC Planning Policy Officer, Andrew Ellis and 4 members of the public
Apologies for absence: John Walker, Kevin Bentley, Robert Davidson, Zone Warden
Minutes of the last meeting were agreed by all and signed by the chairman
Zone Wardens Report – None given but always offers assistance if required
Local Plan: Beverley McClean gave us an update on the new CBC Local Plan that is being compiled at present. Sites are being gathered for assessment; also settlement boundaries are also being looked into for possible changes. Our letter to CBC re: future development and flooding at Salcott was duly noted.
Borough Councillor: Missing signage has been reported again, speed assessment cables have been installed in St Ives Road and Lower Road, Peldon and an enforcement issue has been looked into. Pot holes in Copt Lane were reported for repair. Grant forms have been sent off for funding the Salcott play area fencing and for chairs for the new Peldon Village Hall.

- Playgrounds and Playing Fields – Phil proposed, Nicky seconded and all agreed to accept Terry’s quote of £4,010.22 for ordering and installing the necessary materials to replace the fencing of the Salcott play area for which we have secured funding from S106 monies and the Borough Councillor Locality Budget and he was therefore given the go-ahead to carry the work out as soon as is convenient. Moss Hay is benefitting from Community Group work and other local volunteers. Top soil will be bought for approx. £45 to make good the area where the rubber chippings were stored and then it will be grass seeded.
- Peldon Parish Councillor Vacancy – was advertised and distributed everywhere and we will proceed accordingly with an aim to co-opt a new Peldon parish councillor at our May meeting.
- Neighbourhood Watch – there has been a limited follow-up interest and final enquiries will be made to establish whether a scheme is viable.
- Standing Orders and Transparency Code Working Party – has made a good start on adapting the current NALC Model Code of Standing Orders with our previously constructed document to be appropriate for this parish council with the currently required legislation. A draft will hopefully be ready by next month.
- Website – many groups in the community that have used our website for informing the public of their events etc. now have their own websites, therefore the focus of ours has changed. It was agreed that our website should carry on much as before for the parish council but be adapted to accommodate all the documentation we are obliged to publish. A decision to have a page on Facebook will be considered at a later date.
- Actions and Reminders List – updated, also the Environment Agency has contacted us to inform that the Virley Brook Survey and Flood Modelling Study that is going to be carried out will now be expanded to take in lower sections of the Virley Hall Brook to get a more thorough assessment of a wider area.
