Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall meeting room on Tuesday 9th July 2024 at 7.30pm

Present: Roger Pittock, Clare Lauwerys, Jinny Gale (chair), Netty Knill Jones, Liz Davidson, Rober Davidson, City Cllr Andrew Ellis

Apologies for absence: Catherine Sprott, Phil Gladwin, City Cllr Martin Parsons, County and City Cllr Kevin Bentley

The minutes of June 2024 meeting were agreed by all and signed by the chairman

City Councillor Report: Enforcement matters are being addressed. Locality and S106 funds are available for suitable projects. Matters from the public comments below will be looked into.

Public-Have Your Say: A Salcott resident has complained about the buses that travel past Salcott crossroads and into Colchester being cancelled and with no warning as this resident does not have internet access. A parish councillor has offered to help with notification from the internet when possible.

There had also been a complaint about very smelly and smoky bonfires. Therefore, we request that residents who have bonfires show consideration to their neighbours.

The minutes of the November 2023 meeting were agreed by all and signed by the chairman

City Councillor Report: The last free collection of garden waste is next week and then will be collected in January under the new paying scheme with resident purchased bins, see Colchester City Council website for more details.

All Colchester council staff are to receive a salary rise adding further financial pressure.

A meeting of Winstred Hundred Parish Council will be held at St Stephens Church, Great Wigborough on Tuesday 12th July 2022 at 7.30pm to which the Councillors are summoned to attend.

Everyone attending this meeting is required to wear a mask.  Whilst we appreciate that this is not a legal requirement at this time, as we have vulnerable people amongst us, it is a common courtesy for their safety.

1.  Playgrounds and Playing Fields

  • Reports on both playgrounds and fields
  • Update on adult gym equipment for both sites and to agree ground matting.
  • Decision required: Are we happy to proceed with ordering matting for the gym equipment at a cost of £840 for both sites?
  • Decision required: Anything that needs attention?

2.  Planning Applications

  • To discuss how we should comment on planning applications
  • Decision required: Do we need to make changes to our policy on this?

3.  Email and Complaints Policies

  • To discuss if our policies are current or need adjustments

4.  Cllr Lee Scott – Visit

  • In August the ECC Highways Leader will have a guided tour of our villages and the highways problems that are considered of importance to us
  • To discuss who will be included in the drive-round.

5.  Feasibility Report – Peldon to Salcott – Traffic Managements Improvements

6.  Moss Hay signage

  • Following comments noted that Moss Hay entrances are not clearly visible discuss possible signage.
  • Decision required: Is signage a good idea and if so what and how?

7.  Nuclear Power meeting

  • With meeting at West Mersea attended brief feedback will be given
  • Decision required: Should the parish council have an official representative at future meetings?

Draft minutes of the meeting of Winstred Hundred Parish Council held via Zoom on Tuesday 17th November 2020 (postponed from 10th Nov owing to poor internet connection) at 7.30 pm.

Present: Clare Lauwerys (chair), Jinny Gale, Wendy Ritherdon, Netty Knill-Jones, Catherine Sprott, Liz Davidson, Phil Gladwin, Robert Kean, Robert Davidson, Jon Crisp from Arcady Architects Ltd.

Minutes of the last meeting were agreed by all and will be signed by the chairman in due course.

Borough Councillor Report: CBC Draft Budget will be presented before the committee on 18th November and services are set to rise to help offset the huge losses the council has incurred owing to the pandemic.

County Councillor Report: Following this current lockdown Essex will probably be put into Tier 2 which will be adjusted slightly.
