Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall on Tuesday 13th February 2024 at 7.30pm

Present: Netty Knill Jones, Catherine Sprott, Phil Gladwin, Jinny Gale (chair), Clare Lauwerys, Robert Davidson

Apologies for absence: Roger Pittock, Liz Davidson, Kevin Bentley, Andrew Ellis

The minutes of the January 2024 meeting were confirmed and agreed by all and signed by the chairman.

City Councillor Report: CCC budget meeting is at the end of the month and an increase of 3% to the council tax is expected. Colchester Trees for Years programme has returned and all residents can have up to 4 per household and pick them up from Tiptree Leisure World on 17th Feb, Colchester Sports Park on 26th Feb, Colchester Leisure World on 29th Feb and Marks Tey Village Hall on 1st March. The new CCC Local Plan is being collated which, when completed, will last up to 2041, consultations and a call for development sites will follow in due course.

Borough Councillor Report: Suggestions and requests are welcome from all the villages for their wants and needs for possible inclusion in the new Conservative Policy for Colchester. The Queen’s Jubilee will be celebrated in the town centre with bunting, flags etc. The pilot scheme for E-Scooters is still ongoing. The consultation for proposed changes to parliamentary boundaries is on-going and people can see the proposed changes and respond here: https://www.bcereviews.org.uk/

A meeting of Winstred Hundred Parish Council will be held at Peldon and Wigboroughs Community Hall on Tuesday 13th July 2021 at 7.30pm to which the Councillors are summoned to attend.   All Covid-19 related rules and regulations will be adhered to.

The main hall can provide a spacious venue with good ventilation for the present situation with doors and windows left open when required. Masks to be worn unless exempt.

County Councillor Report was previously circulated including plans to make Colchester Town Centre streets safer, greener and healthier. Speeding is a huge problem all over the county with the network being back to approximately 82% of the volume it was prior to Covid-19. The police are carrying out speed checks throughout the county, and one took place at Great Wigborough Continue reading

PC Minutes 12th May 2020

WINSTRED HUNDRED PARISH COUNCIL

Draft minutes for Winstred Hundred Parish Council meeting scheduled to be held at Abbotts Hall Farm, Great Wigborough on Tuesday 12th May 2020.

This meeting did not take place owing to Covid-19, a Coronavirus, following government guidelines/ruling.

All enquiries and matters requiring attention are being dealt with as and when they happen via email discussion amongst the parish councillors and actioned wherever possible safely within the current restrictions.

Matters dealt with during the month are as follows:

  1. Playgrounds are still shut and fields are being checked.
  2. Grass on both fields has been cut by contractors.
  3. Grass and hedge cuts have taken place in Salcott by volunteers (insurance covered).
  4. Branches blocking Salcott creek, EA informed and came to do the job.
  5. ECC Footpath Officer is coming to look at Salcott footpaths and access.
  6. Noise nuisance and possible unauthorised car repairs at Peldon has been reported.
  7. PC books and finances for the year ending 2019/20 (AGAR) are with the internal auditor. A financial report will follow when the internal auditor has approved and signed them off.

Planning Applications:

200666 Proposal: Change of use from agricultural land to an outdoor forest school nursery at Essex Wildlife Trust, Abbotts Hall, Great Wigborough – the parish council has no objections
200890 Notification of prior approval for a change of use from light industrial (class B1(c)) and land within its curtilage to dwelling house at Ransomes Cottage, Wigborough Road, Peldon – the parish council has no objections

Planning decision:

192367: Proposal Construction of private lake at Hillside Cottage, Colchester Road, Great Wigborough – Approve conditional
200617 Proposal: Continued use of steel containers for storage purposes at New Hall Farm, Copt Hall Lane, Little Wigborough – Approve conditional

Finances: Cheques to be signed at a later date

The next meeting is scheduled to be held on 9th June 2020 at Peldon and Wigboroughs Community Hall subject to government ruling/guidance.

Zone Warden Report: Nothing reported and no outstanding issues

County Councillor Report: A public meeting, with the attendance of ECC Officers and the Police, to discuss speeding is being arranged and will hopefully take place in July at the Peldon and Wigboroughs Community Hall. As Essex Highways Cabinet Member, a pavement scheme has been launched to spend extra money on repairing footways. The parish council will forward a list for repairs. Continue reading
