The minutes of the October 2023 meeting were agreed by all and signed by the chairman

County Councillor Report: Work has been taking place on Devolution Level 2 which takes care of all adult skills training including a new aviation college, green technology and catering. A Transportation Plan for all of Essex is being delivered and ECC will be in charge of the bus companies. There is an increase in need of children’s services with individual children for immediate safe placement increasing each year.

Public-Have Your Say:  Request for a hedge trim in Peldon that will be addressed soon.

  1. Playgrounds and Playing Fields are both in good order and all minor faults from the Annual Report have been addressed at both sites and thanks were expressed to Rob, also to Jack Newman for adjusting the zip wire at Peldon for us again. Funding will be requested from grants or budgets for two picnic tables for Salcott meadow. The front hedge at Salcott meadow will be addressed in due course.
  2. Affordable Housing Survey will be delivered to all properties in the villages during the second week in January 2024 with a reply/return date later on in February to RCCE (Rural Community Council of Essex). It is hoped for as many as possible to return this so that a reasonably accurate picture of our needs for lower cost housing is shown. Following delivery by the parish council, it has no further involvement until the resulting analysis and figures have been complied by RCCE.
  3. Insurance – all agreed to accept the quotation from Ansvar at £762.99.
  4. Mill Lane Bus Shelter – all agreed to accept the quotation from Men’s Shed for a new shelter for the insurance company to proceed further with our claim
  5. CCC Designated Rural Areas – consultation was discussed and it was considered that no action was required by us at this stage.
  6. Planning Jungle – it was agreed that we should not to subscribe to this as we do not have huge numbers of complicated planning applications to consider and it should be that we can acquire all the knowledge necessary for us to comment from CCC website.
  7. Clerk’s salary – having received Local Government Services Pay Agreement it was proposed, seconded and agreed by all to increase the clerk’s salary to £600 per month back dated to April 2023.

City Councillor Reports:  S106 monies is available for suitable projects.

Garden Waste – the freeservice is ending on 18th December and residents who wish to continue having collections need to join a new scheme which involves paying £35 per bin, up to a maximum of four bins per household, as a once off start-up fee and thereafter £55 per year for the service to continue.  The service will be free for the first three months after joining and the joining fee (but not the annual service fee) will be waived for those receiving Local Council tax Support at the time of applying to join. Public-Have Your Say: Overgrown vegetation at Salcott crossroads was mentioned and advised that it is hoped CCC will be verge cutting in due course as per normal and or local farmers may assist when not so busy with ploughing etc.

  3. St Nicholas Church – the proposals were agreed by all but we will add that access to the graveyard by all family and friends of those buried there should be included. 
  4. CCC Planning Session- report following attendance was given plus slides from CCC.  The PC will look into adopting the independent planning literature supplied by Planning Jungle Ltd (www.planningjungle.com) as a simpler way of keeping abreast of planning changes. 
  5. Actions and Reminder List – updated, Mill Lane bus shelter is in the hands of our insurers for replacement. A footpath in Peldon has been dealt with thanks to an adjacent land owner and will also be attended to by ECC in due course. We continue to be indebted to Eric Coan for maintaining the grass on the Peldon triangle, in what has been a difficult year for farmers weather wise.

Borough Councillor Report: CBC Planning Department is struggling to keep up to date owing to a shortage of workforce. The Chief Executive is retiring and applications for the position are now being accepted. CBC is now operating a click and collect system for extra bins, bags. etc. Mersea Council Office being one of the collection points. The parish council soldiers are still out for this year but will be collected later in the year for storage and safe keeping.

County Councillor Report: ECC is dealing with climate change and one of the projects is an aim to have electric car battery charging points in all towns across Essex. Levelling up and equal opportunities is another main focus with deprivation in all forms such as education, living affordability including giving out meal vouchers for eligible children, isolation with regard to lack of accessible amenities and public transport.

1.  Playgrounds and Playing Fields

  • Salcott playground and field are in good order.
  • Peldon new playground project began this week and so the field may suffer from vehicles being driven on it but will recover in time.
  • Special thanks were expressed to James Faulkner and Gary Taylor for their brilliant dismantling and disposing work. A small charge was agreed and will be paid for labour.
  • The new Peldon playground will be opened by Robert Davidson, Colchester Mayor with as many local children in attendance as possible to help with the opening. We will have a better idea shortly of when this might be for advertising purposes.
  • Quotes for grass cutting have been received and it is hoped for more and then will be discussed via email so that a decision can be made reasonably soon.

2.  Speed Camera:

We will revisit the possibility of purchasing a Radar Speen Sign for somewhere in the parish in the new year when we have a clearer vision of the total cost of sign and installation and therefore, affordability.

3.  Great Wigborough Village Sign

is being refurbished and will be reinstated in due course. The total cost has been reclaimed from the car driver who drove into it through our insurance company.

The Annual Parish Assembly

Everyone was welcomed to the meeting and no-one chose to speak at this time.

Annual Council Meeting (AGM)

Liz proposed, Jinny seconded and all agreed for Robert Kean to take the Chair for the next two years. Jinny proposed, Phil seconded and all agreed for Wendy to be Vice-Chairman. Phil proposed, Robert seconded and all agreed for the clerk to continue as the Responsible Financial Officer. The Declaration of Acceptance of Office forms were duly signed.

Chairman’s Report: The parish council had dealt with numerous matters during the last year including various complaints, dog fouling issues, planning applications, highways problems and much more. Thanks, were expressed to everyone involved in getting the result for County Broadband to include our villages in the up and coming fibre investment. It was with great sadness that Lynne Simmons had died, she had served on the parish council for many years including chairmanship and was a great champion for Salcott and Virley matters. Thanks, were expressed to the Parish Councillors, Borough and County Councillors, Zone Wardens and the Clerk for their continuing hard work in getting matters resolved as and when they have cropped up. Thanks, were also expressed to Steve Copeland for carrying out the internal audit, Liz for grass cutting, Dave and Jack for playground maintenance and all the Litter Warriors in the villages. A special thank you was also given to the generous anonymous donor for legal fees costs required for completion with the Charities Commission including distributing of the funds from the old Wigs hall to the new Peldon and Wigboroughs Community Hall and to St Stephen’s Church which will be used to enhance the nave to improve its use as a venue for community events.

Financial Report was circulated to all at the meeting. No excessive spending had taken place this year therefore the Parish Council finances are in good order with a reasonable reserve.

Confirmation of membership of EALC, NALC, CALC, SLCC: It was agreed by all to continue membership of these bodies.

Ordinary Council Meeting

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Wardens are able to attend very few of our meetings now as they are required to carry out more duties in the town centre but they are always at hand should we need assistance with any matter.

Borough Councillor Report: Congratulations were expressed to Robert for taking the chair and Wendy for vice. Pat Moore won the seat for Mersea and Pyefleet at the last Borough Councillor election. With CIF’s new format funds could be available for repair work needed for our playgrounds. Peldon’s bus service for evenings and weekends may be lost owing to poor use. The old Lion pub site has been granted planning permission for dwellings and a small shop. CBC Local Plan is still no nearer to completion and the ECC Libraries consultation should soon be decided, volunteers for West Mersea are always welcome.

County Councillor Report: The CIF grants are available for any community organisation. Pavement repairs across the county are taking place. Raised bus curbs are being considered. Item 3 on the agenda was discussed at length.

Public-Have Your Say: A pavement to the new nursery was requested but is not possible due to ownership of the land involved. Enquiries were made about derelict barns and land on Wigborough Road but the parish council has no recent information. Flooding on Mersea Road and next to the Plough were mentioned again. Item 3 speeding in Great Wigborough was discussed later on by all.

Declarations of Interest: Liz for grass cutting on Moss Hay.

  1. Audit Return and Associated Compliances: Robert proposed, Phil seconded and all agreed for the completion and signing of the Annual Governance Statement, Accounting Statement, Certificate of Exemption 2018/19, noting the internal audit.
  2. Playgrounds and Playing Fields: Certain repair and maintenance work was identified in the Annual Inspection Report for attention at both playgrounds therefore quotes and materials etc will be acquired and work carried out accordingly. The Community Working Group continue to work on the greens and hedges.
  3. Speeding in Great Wigborough: Following residents’ complaints, with an on-going petition taking place, speeding measures were requested and discussed at length, with much public participation, for Maldon Road at Great Wigborough where either end is 60mph, as is the normal limit for this category of road, and the complete disregard by many drivers, including council vehicles, for the 30mph when coming to the village and driving through Great Wigborough. Kevin Bentley, ECC Cabinet Member for Infrastructure, explained in detail what the statutory rules are for certain roads and the speed limits etc. He will however, endeavour to address the concerns and consult the Highways Panel Officer to consider possible measures that would help the situation such as advance warning signs, village gates, lengthen the extent of the 30mph limit and request consideration for a 40mph limit for the whole road from Salcott crossroads right through to Peldon.
  4. County Broadband: To note leaflet delivered to all the dwellings explaining that ultrafast fibre is one step nearer to being installed owing to sufficient pre-ordering from residents in all our villages and thanks were expressed to those who carried out leaflet drops to encourage people to sign up.
  5. Meeting Venues: A suggestion was discussed for future meetings to be held at the two halls only as Wigborough is now joined up with Peldon but it was agreed that, at least for now, we will keep it as it is and meet at Abbotts Hall Farm in turn as we have been doing.
  6. Moss Hay: Land registration documents will be looked into and letters sent to householders currently encroaching on Moss Hay land.
