Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 14th June 2016

Present: Netty Knill-Jones, Lynne Simmons, John Walker, Phil Gladwin (chair), Nicky Ellis, Jinny Gale, Bob Holmes, Liz Davidson, Andrew Ellis and 2 members of the public

Apologies for absence: Kevin Bentley, Jackie Maclean, Robert Davidson, Zone Warden

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: None sent but they had cleared up a fly tipping problem for us

Borough Councillor Report: Certain matters are to be chased up including requesting resurfacing of Mill Road, Virley but in particular the sunken areas either side of the bridge, the caravan etc still not cleared off land in Great Wigborough as directed by the courts, clarification of any potential sites in our villages included in the CBC Draft Local Plan, Copt Hall Lane pot holes, the large puddle that forms with rain by a property on the main road in Great Wigborough, missing signs and finger posts in several places.  Verge/hedge trimming was requested but this will take place shortly when scheduled.

  1. Playgrounds and Playing Fields – are in good order, more grass seeding is needed on Moss Hay in a certain area, the new fence for Salcott play area will be installed shortly. John proposed, Nicky seconded and as many as was needed agreed to make the decision to join in with Layer to buy 2 glow-in-the-dark dog fouling signs (total cost £50) as a limited number was needed to make an order. These will be stored for future use.
  2. Clerk’s Salary – it was agreed unanimously for the clerk to receive the new pay rate as published by NALC & SLCC salary scales backdated from April 2016 (0.108 per hour increase to £10.944). It was also agreed unanimously for the clerk to receive an increase of hours per week from 8 to 9.
  3. Speed Survey and potential sign – the parish council is waiting for communication from Highways on this matter which will be chased up.
  4. Bus Stop Bench and Noticeboard at Peldon – local workmen will be asked for quotes and opinions about both repainting the bench and whether we need a new noticeboard or will recent repairs make it last a while longer.
  5. Neighbourhood Watch – costs to be looked into and possible meeting of interested residents.
  6. Peldon Vacancy – unfortunately 2 of the applicants have been away at different times but it is hoped for interviews to take place within the next few weeks.
  7. Planning Application Process – some needed a reminder of our process and conflicting opinions would be decided by a majority vote.
  8. Natural England’s Coast Path Scheme – our representative will meet Natural England personnel to discuss and walk the path.
  9. Actions and Reminder List – updated.

161167 Proposal: Retention and refurbishment of two grade 11 listed buildings on site. To demolish the modern extensions/alterations to the existing dwelling (Forge Cottage) and replace these with a new extension that enhances the building. Restore and repair Forge building for employment use. Add new off-road parking provisions for the Forge building at Forge Cottage, Church Road, Peldon

There have been a number of properties broken into in our villages so be extra careful and aware and report anything suspicious to the police on 101 or 999 if a burglary is actually taking place.
