Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall at 7.30pm on Tuesday 9th January 2018
Present: John Walker, Nicky Ellis, Liz Davidson, Phil Gladwin (chair), Lynne Simmons, Bob Holmes, Robert Kean, Robert Davidson, Kevin Bentley, Zone Warden and 3 members of the public

Minutes of the last meeting were agreed by all and signed by the chairman
Zone Warden Report: The Great British Spring Clean is the weekend of March 3rd – 5th 2018 and everyone is encouraged to participate, extra tough bags and other equipment can be obtained from the Zone Wardens. CBC has a Winter Warmth Health Project on-going and the front entrance of this hall could be used to distribute items such as warm clothing and blankets. As always littering and leaving extra black sacks around can incur an instant £100 fine and further prosecution can take place.
County and Borough Councillor Reports: The withdrawal or reduction of the 67A bus service through Peldon is of major concern and all possible action is being taken to address this matter. Unfortunately First Bus are a commercial company and therefore are within their rights to make cuts of this kind. Local public communication avenues will be notified of the facts and of any other develops as they come in. First Bus Head Office will be contacted and a representative will be requested to attend a meeting in this hall to explain their motives, lack of communications and notification. A petition from local residents is a probably course of action.
Public-Have Your Say: There was a request for the website to be up to date with regard to agendas and minutes which will be addressed.

- Playgrounds and Playing Fields are in good order. Information will be requested from CBC on their programme on tablets for inspection and maintenance as a possible template for us.The Community Group have not been available for the last few weeks over the Christmas period.
- Website – further discussion took place and experts will be consulted for advice.
- CBC Precept/Grant 2018/19 – our financial report for this year to date plus the forecast for the remainder of the year and the budget for the forthcoming year were discussed in full. Bob proposed, John seconeded and all agreed to request the same amount as last year.
- Bus Stop Ramps at Lower/Mersea Road for wheelchair access – the parish council gives this project its full backing and will advice ECC Highways accordingly.
- Protection of Ownerless Common Land and Village Greens – the land in front of the church will be looked into for ownership.
