Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 13th February 2018.

Present: Netty Knill-Jones, John Walker, Lynne Simmons, Phil Gladwin (chair), Jinny Gale, Nicky Ellis, Robert Kean and one member of the public

Apologies for absence: Bob Holmes, Liz Davidson, Andrew Ellis, Kevin Bentley, Robert Davidson, Zone Warden

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: Three loads of fly tipping have been dealt with, one large heap including tyres on Pete Tye Common for which the culprit has been identified, one in a lay-by on Colchester Road and one including asbestos which has to be dealt with specifically along Barnhall Road.

Borough Councillor Report: Forms have been filled in to inquire about buying a sign for Salcott, prices have yet to be returned. Following a complaint from a resident the dog day care establishment has been looked into and it is licenced. With regard to the withdrawal of the bus through Peldon as far as we are aware things are going on in the background but we have heard nothing official although it would seem likely that Hedingham may reroute through Peldon.  Fallen fingerposts at Middiford Hill corner and the end of Copt Hall Lane have been reported for repair.

Public-Have Your Say:  Drains filled with tarmac have been cleared in Mill Lane but not The Street in Salcott, the Highways Rangers will be requested to carry out this job.

  1. Playgrounds and Playing Fields are in good order. The new maintenance check sheet will be altered as suggested.
  2. Website postponed to next month as our consultant was otherwise occupied.
  3. Widening the Scope for Parish News Magazine: Owing to the inclusion of Salcott and Virley in the Parish Council it is unable to assist with this (Peldon and Wigboroughs magazine) but would give its backing to changes and request that anyone able to help with the editorial contacts Bill Tamblyn directly.  
  4. Hedges and fingerposts – the Malting Road hedge has been successfully trimmed. Fingerposts in need of repair have been reported.
  5. Protection of Common Land and Village Greens – The Parish Council is looking into ownership of common land in the villages which may result in a small cost of legal fees.
  6. Actions and Reminder List – updated

173317 (173318 Listed Building) Proposal: Carefully adapt, refurbish, extend and retain existing grade two listed buildings on site. Demolish modern side extensions/ alter existing dwelling (Forge Cottage) and replace these with new that enhance the building and place at Forge Cottage, Church Road, Peldon
180140 Proposal: Notification for prior approval for a proposed change of use of agricultural building to a dwelling house (Class A3) at Bran Green Farm, The Street, Salcott
