Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall at 7.30pm on Tuesday 10th April 2018.

Present: Netty Knill-Jones, Bob Holmes, Phil Gladwin (chair), Lynne Simmons, Jinny Gale, Nicky Ellis, John Walker, Robert Davidson, Jackie Maclean, Nick Ridley for website information and 3 members of the public

Apologies for absence: Liz Davidson, Robert Kean, Kevin Bentley, Zone Warden

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: None received

County and Borough Councillor Reports: ECC is dealing with potholes as fast as they can having received further government funding. GDPO (General Data Protection Officer) advice was given which will be explored further to enable us to comply when necessary.

Public-Have Your Say: A red dog bin was requested to be installed at the end of Lodge Lane owing to increased numbers of people walking round the reservoir with dogs and putting bags of dog faeces in the hedges on their return instead of taking them home and enquiries will be made to obtain one. The drains in Salcott are blocked which will be reported again as this is a potential flooding problem if there is a heavy rain fall.  Bags for Peldon litter pickers was requested and will be ordered. Ditches in St Ives Road need clearing and land owners will be notified. The Community Workers have caused unrest with residents who live near the Peldon & Wigs Hall. They have been warned about their previously bad behaviour and will be restricted to the lobby area of the hall in future and will be given one more chance, but they have carried out some excellent work for us with no labour costs.

  1. Playgrounds and Playing Fields are in good order and the outstanding work at Salcott has been carried out. No grass cutting can take place at the moment owing to the rain and subsequent very wet ground but this will be resumed as soon as possible.
  2. Website and Nick Ridley’s suggestions and ideas were discussed at length and will be considered over the next month or so with appropriate questions to help us clarify things. We thanked him for his time and work so far.
  3. Common Land and Village Greens – no update at present
  4. Transportation Meeting was attended and the question raised about the lack of Peldon buses and a letter has also been sent to First Buses. There are other services that the public can explore for themselves that could provide the service they need.
  5. Light in Brick Bus Shelter Proposal is being looked into for possibilities and costs.
  6. Moss Hay Lighting and Noticeboard – the request for these was considered but the decision was that these items could easily be vandalized and therefore not suitable.
  7. Financial Report for the year was presented and a huge thank you was given to Bob for providing the spreadsheet analysis throughout the year. The Parish Council is in good financial order with approximately one and a half year’s precept/grant funding in hand.

180788 Proposal: Notification of prior approval for a proposed change of use of agricultural building to one dwelling house at Green Farm, The Street, Salcott

The next meeting will be on Tuesday 8th May 2018 at 7.30pm at Salcott Village Hall and will begin with the Annual Assembly and AGM
