Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough at 7.30pm on Tuesday 13th March 2018

Present: Robert Kean, Netty Knill-Jones, Lynne Simmons, Phil Gladwin (chair), Jinny Gale, Nicky Ellis, Bob Holmes, John Walker, Kevin Bentley, Zone Warden and one member of the public

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: Pete Tye Common car park and surrounding area is strewn with rubbish of all sorts. Prosecutions are going ahead wherever possible.  If anyone is seen throwing rubbish out of a car window the owner of the car can and will receive a spot fine.  Our thanks were expressed to the Zone Wardens for keeping up with the endless task of collecting fly tippings and prosecutions.

Borough Councillor Report: Thanks were expressed to Kevin Bentley and Robert Davidson for getting the Peldon bus situation sorted out with Hedingham. Unfortunately, all Hedingham buses are in service first thing in the morning and in the early evening. We will write to First to suggest that as the drivers feel at liberty to wait in the village when the tide is over the road they could oblige by filling in these gaps making the loop into Peldon just twice daily to accommodate the college children.

Fallen or missing fingerposts are in the pipeline for being reinstated.

County Councillor Report:

There will be a public meeting in June at Earls Colne to view plans and learn of the preferred route for the A120 alterations.

The increase in council tax of 2% is necessary to meet government targets and supply the ever-increasing costs of social care for children and the elderly which is the top priority for Essex County Council.

The Police are having success with recruiting Specials.

Declarations of Interest: Bob for Essex Wildlife Trust connections

  1. Playgrounds and Playing Fields are in reasonably good order but some items need attention at Salcott which will be addressed shortly. The Community Group is to resume working for us at the end of the month.
  2. Website – proposals and costs will be received shortly from a consultant and discussed at next month’s meeting.
  3. Bus serving Peldon residents – as above in Borough Councillor Report
  4. Protection of Common Land and Village Greens – further investigations will take place at an agreed minimal cost.
  5. New Pier and Old VR Post Box in Great Wigborough – Phil proposed, Robert seconded and all agreed to accept the offer from Royal Mail of £750 to carry out the work to build a pier and reinstate the old VR post box sited in Great Wigborough. Borough Council’s Locality Budget will be applied for to cover some of the cost.
  6. Payments to Maintain Church Property: it is with great regret that following information from the National Association of Local Councils that as we are not a Burial Authority we are legally required to stop payments to the Church PCCs for the upkeep of the churchyards. A letter to each will be sent accordingly with a copy of the section from NALC giving this ruling.
  7. Actions and Reminder List – updated and to include money from Borough Council’s Locality Budget will be received into the account to be spent on items needed in the new hall. Elections for parish councillors are due in May this year and anyone interested will be able to apply, notices will be placed in the noticeboards shortly as per usual giving instructions.

180475 (Listed Building application) Proposal: Replacement of windows and doors at Harvey’s Farm, Wigborough Road, Peldon

Planning Decisions:

173317 (& 173318 LB) Proposal: Carefully adapt, refurbish, extend and retain existing grade two listed buildings on site. Demolish modern side extensions / alter existing dwelling (Forge Cottage) and replace these with new that enhance the building and place at Forge Cottage, Church Road, Peldon – Refuse
