Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 8th October 2019.
Present: Liz Davidson, Clare Lauwerys, Jinny Gale, Robert Kean, Phil Gladwin, Wendy Ritherdon, Robert Davidson, Kevin Bentley and 3 members of the public
Apologies for absence: Netty Knill-Jones, Andrew Ellis, John Walker, Dave Taylor
Minutes of the last meeting were agreed by all and signed by the chairman
Zone Warden Report: None received and to note that the fly tip at Pete Tye Common car park is waiting for a specialist company to remove it as it contains asbestos and this has been chased up several times.
County Councillor Report: Supporting measures to address climate change ECC has planted numerous trees, majority of which are oak. Tarmac removed from roads being repaired is now recycled for use again when resurfacing, also warm tarmac is sometimes used to reduce noise, all new ECC buildings have solar panels fitted and follow environmental planning guidelines. New cycle and walk ways are being introduced across the county. Following the public speed meeting held in July there has been speed checks with gun and unmarked cars have stopped culprits. Highways officers will meet soon to discuss preventative measures thought appropriate and the parish council will then be consulted. Any specific evidence of speeding vehicles collected can be used and will be acted on. The parish council will write a letter requesting that the 30mph limit at Great Wigborough is extended.
Borough Councillor Report: The Locality Budget is available for applications again. There are some changes to buses locally and the Hedingham bus service that covers Peldon during the middle of the day should be used as much as possible to keep it going. It was noted that the defibrillators we have on both the Salcott and Peldon & Wigs halls are unlocked and therefore available for use by everyone 24 hours a day and are covered by the parish council insurance. Clarity on S106 monies for our villages was requested. County Broadband has started work in our villages with duct installation for the new fibre connection and it would be sensible to contact them now to register if you have not already done so, if you wish to receive this latest super-fast broadband.
Public-Have Your Say: Manhole covers were discussed and will or have been reported accordingly and also road edge subsidence at Great Wigborough. A planning application will soon be submitted by a Virley resident. Thanks, were expressed to Great Wigborough residents Peter and John for their tireless efforts on speeding issues.

- Playgrounds and Playing Fields are in good order and certain quotes and costs are being sought for various repair works that are not urgent. Plastic fencing had been considered as a preventative measure for cats at Salcott playground but it is costly and thought unnecessary at present.
- Parish Council Communications – our email protocol and guidelines for parish councillor comments on planning applications were discussed and will be circulated along with the Emergency Numbers list. The Code of Conduct and other policies will be reviewed for any update considered necessary at the next meeting and annually in future. Facebook will be monitored carefully to ensure inaccurate comments do not get out of hand.
