Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough at 7.30pm on Tuesday 12th November 2019

Present: John Walker, Clare Lauwerys, Jinny Gale, Robert Kean (chair), Phil Gladwin, Wendy Ritherdon, Netty Knill-Jones, Liz Davidson

Apologies for absence: Andrew Ellis, Jackie McClean, Kevin Bentley, Dave Taylor

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: None sent but to note the asbestos and other rubbish dumped at Pete Tye Common car park has now been removed. Also, the parish council would like to thank our many Litter Warriors who do a splendid job of keeping our villages litter-free and tidy, it makes such a difference to everyone’s surroundings.

Borough Councillor Report: The illegal transferring of soil to a property at Great Wigborough has now been curtailed and is being investigated for lack of appropriate documentation for such an activity.

Declarations of Interest: None

  1. Playgrounds and Playing Fields are in good order. Quotations for fitting steel socks on legs of the multi-frame at Moss Hay playground is being sought and replacement fence posts are being dealt with.
  2. Parish Council Policies/Documents – Robert proposed, Phil seconded and all agreed to adopt the circulated version presented of our Code of Conduct and Standing Orders. Our email protocol and planning application commenting guidance remain the same.
  3. Appointment of Parish Councillors on Trustee Board – Jinny proposed, Liz seconded and all agreed for Phil to be the parish council representative for the Wigboroughs, Phil proposed, Clare seconded and all agreed for Liz to be the parish council representative for Peldon on the board of Trustees to the Peldon and Wigboroughs Community Hall.
  4. CBC Draft Local Plan – following a local publication printing an article causing concern re a housing development we can confirm that this is in Abberton and is a preferred/allocated site in CBC Draft Local Plan which will go before the inspector sometime later next year and if approved then normal planning procedure would be followed.
  5. Actions and Reminder List – update and to include footpaths in Peldon to be followed up with ECC.

Both Kevin Bentley and Robert Davidson are doing all they can to keep this service intact and we would urge everyone to reply to the consultation as a greater number of supporters can make all the difference sometimes.
