Draft minutes of the meeting of Winstred Hundred Parish Council held via Zoom on Tuesday 9th June 2020 at 7.30 pm.

Annual Council Meeting (AGM)

Present: John Walker, Wendy Ritherdon, Netty Knill-Jones, Phil Gladwin, Robert Kean (chair), Liz Davidson, Jinny Gale, Clare Lauwerys, Kevin Bentley.

Apologies for absence: Clerk owing to power cut (notes for minutes taken by Clare).

The meeting was opened by the chairman and everyone welcomed.

Election of Chairman, Vice-Chairman and RFO:

John Walker nominated, Netty seconded and all agreed for Clare to be the chairman of this coming year who duly took over chairing the meeting.

Phil nominated, Wendy seconded and all agreed for Jinny to be vice-chairman for this coming year.

It was agreed by all for the clerk to continue as the Responsible Financial Officer.

Declaration of Acceptance of Office forms will be completed as soon as possible.

The parish councillor vacancy for Virley Ward will be publicised formally by CBC from 18th June 2020.

Annual Report from the council previously circulated was accepted as a true account of the past year and will be published in the magazines and on the website.

Financial Report also previously circulated was noted and accepted including that the parish council finances are in sound order with slightly less predicted spend last year on matters that will be addressed this coming year. Grass cutting continues to be a large part of the costs and we will, as always, endeavour to maintain high standards of upkeep and address all matters as and when required. See item 1. Below.

Confirmation of membership of EALC, NALC, CALC, SLCC: It was agreed by all to continue these memberships.

Ordinary Council Meeting

Minutes of the last meetings were agreed by all and will be signed by the chairman when possible.

County and Borough Councillor Report: Report was kept brief to assist with keeping the meeting as concise as possible owing to Zoom.  ECC is still very busy with Covid-19 activities. Speeding on our roads in currently the same everywhere throughout the county. Following our public meeting last year suggestions and measures are still be considered but there are limitations due to the nature of the road. Suggested wording and support will be given for the parish council’s letter to the District Commander of Police following complaints about speeding through our villages from residents. Police speed checks have been taking place in Peldon.  Anti-social car and bike racing on the reservoir causeway was mentioned again for reporting.

Refuse collections have been limited but will return to normal on 22nd June 2020.

Borough Councillor Locality Budgets are again accepting bids to help with projects. Kevin was thanked for his report and for all his on-going assistance.

Public-Have Your Say: The poor condition of our roads was expressed which will be passed on accordingly.

Declarations of Interest: None.

  1. Audit Return and Associated Compliances: AGAR 2019/20 Part 2 (including Certificate of Exemption, Accounting Statement, Annual Governance Statement and Accountability Return) was agreed and accepted as a true record of the parish council’s finances which has been internally audited by Steve Copeland at no cost to the parish council for which we are, as always, extremely grateful. Returns will be signed by the chairman as soon as possible and publicized as required and returned to the external auditor shortly. VAT reclaim form has been completed and sent to Customs and Excise for reimbursement.
  2. Playgrounds and Playing Fields: playgrounds are still taped off as required and both fields are in good order. Quotes will be sought for renewing fence posts at Moss Hay.
  3. Speeding through our villages: discussed with County Councillor earlier in the meeting.

201071 Proposal: Application to determine if prior approval is required for a proposed change of use of an agricultural building to dwelling house at East Barn, Green Farm, The Street, Salcott
201080 Proposal: Retention of 4 single storey wooden outbuildings for domestic and ancillary use at Waterways, Mersea Road, Peldon

Planning Decisions:

200226:Proposal: Replacement of septic tank with modern sewage treatment plant at – The Kings, Maldon Road, Great Wigborough – Approve conditional

Finances:

102079 R S Pullen – clerk’s salary – June£455.14
102080 Tree and Lawn Company Ltd. – Salcott grass cut£90.00

The meeting ended at 8.15 pm.

The next meeting is scheduled to take place on Tuesday 14th July 2020 at 7.30 pm at Salcott Village Hall subject to the latest government guidance.
