Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall meeting room on Tuesday 12th November 2024 at 7.30pm
Present: Phil Gladwin, Jinny Gale (chair), Claire Lauwerys, Roger Pittock, City Cllrs Andrew Ellis, Martin Parsons and one member of the public

The minutes of October 2024 meeting were confirmed and agreed by all and signed by the chairman
City Councillors Report: CCC are still discussing details of the new wheelie bin scheme scheduled to start in 2026; bigger bins for those that require them and bigger wheels for long gravelly drives are just two things that may affect us here.
Middlewick Ranges is under discussion for a proposed 1,000 new houses which will be built somewhere else in the area if not on there. The Government has stated that 12,000 houses must be built in and around Colchester during the period up to 2041. This has been challenged by CCC with regard to infrastructure which is already severely lacking.
Winter Fuel Scam: ECC and CCC do not message by text about being able to help residents with pension credit enabling reinstatement of the winter fuel allowance.

- Playgrounds and Playing Fields – are in reasonable order with certain matters to be addressed following the annual report. Rubber chippings for Salcott will be ordered in the spring when the field is dry enough for a lorry to drive on it. A quotation from the manufacturers of the zip wire is expected soon for maintenance work but meanwhile we will endeavour to get it tightened as soon as possible.
- Vacancy – Peldon ward has a vacancy for a parish councillor and the official notices from CCC are on display and the website. Please contact the clerk if interested in joining the parish council team.
- Peldon to Salcott – Traffic Management Improvements (June 2021) – no progress to date but we are committed to getting these improvements implemented and are constantly pushing for some action.
- Road Closures for Repair Work – residents need to be aware of this website: https://uk.one.network/how-set-email-alerts for them to plan their journeys as the parish council does not often receive notification of forthcoming repair work and road closures before they happen and drivers have already set out for the day.
- Website – this is an on-going project.
- Clerk’s Salary – further discussion will take place on government guidelines on an appropriate increase back dated to April 2024
- Insurance – it was discussed and agreed by all to accept the quotation for our insurance policy from Clear Councils for a premium of £671.57 and for a 3-year long-term undertaking.
