Draft minutes of the meeting of Winstred Hundred Parish Council held at St Stephen’s Church, Great Wigborough on Tuesday 14th January 2025 at 7.30pm.
Present: Cllrs Phil Gladwin, Roger Pittock, Robert Davidson, Clare Lauwerys, Catherine Sprott, Liz Davidson (chair), City Cllrs Martin Parsons, Andrew Ellis and one member of the public
Apologies for absence: Cllrs Jinny Gale, Netty Knill Jones, City Cllr Carl Powling and County Cllr Kevin Bentley
The minutes of December 2024 meeting were confirmed and agreed by all and signed by the chairman
County Cllr Report: ECC voted in favour of asking the Government to go onto the Priority List for Devolution.
Councillor Reports: Local Government is to be completely reorganised to a Unitary Authority, combining City and County Councils. Parish Councils will remain the same but with potential knock-on effects.
The next meeting re Colchester Local Plan is on 17th Feb and the submission of site allocations will be presented.
Thanks to City Cllrs some Locality Budget money has been allocated to us for a VAS sign for Peldon.

- Playgrounds and Playing Fields – are in reasonable order for this time of year
- Liz offered to take on the inspection job for Moss Hay
- Partshave been ordered for repair work at Moss Hay and rubber chips will be ordered for Salcott in the spring
- Thanks to Sam for a good job done on new section of fence at Salcott meadow
- Precept/Grant for 2025/26 – finances to date and forecast for the year’s end were considered plus predicated budget for next year and so it was agreed by all to increase the precept by 3% to assist with inflation.
- Parish Councillor Vacancy – a potential candidate came to introduce himself to the councillors for the vacancy for Peldon ward. The closing date for applications is 28th February 2025.
- Traffic Management Scheme – it would appear that nearly all the expected works have been completed but with the extension of the 30mph limit at Great Wigborough still outstanding.
- Website – on-going project- no update
- Actions and Reminder List – updated including requests outstanding: dropped kerb at Salcott Village Hall, hedge cut at Hillside Farm, Great Wigborough, blocked drain at Malting Road junction and fallen 30 mph signs at Peldon. Also to note results: bridge on footpath mended, thorough street cleaning in Peldon and updated footpaths maps received. Other outstanding issues with Highways will be chased up. Anglian Water is carrying out work to revert rain water from going into the sewage system in Peldon and we will write to them to say that the drains are already overloaded so this will not solve the long-term problems.
