Draft minutes of the meeting of Winstred Hundred Parish Council held at St Stephen’s Church, Great Wigborough on Tuesday 8th April 2025 at 7.30pm
Present: Cllrs Phil Gladwin, John Abbott, Robert Davidson, Roger Pittock, Clare Lauwerys, Jinny Gale (chair), Liz Davidson, City Cllr Martin Parsons
Welcome: John Abbott, our new Peldon Ward Parish Councillor was welcomed to the team and all necessary forms were completed.
Apologies for absence: County Cllr Kevin Bentley, City Cllr Andrew Ellis, Cllrs Catherine Sprott, Netty Knill Jones
The minutes of March 2025 meeting were agreed by all and signed by the chairman
City Councillor Report: The Local Plan infrastructure audit has not been done. Extra City Council meetings have taken place to discuss certain issues.
With council reorganisation plans a mayor will be elected in May 2026 for the whole of Essex. The councils, as we know them, will be dissolved in May 2028.
Public-Have Your Say: We had received a suggestion that top soil and grass seed be used on damaged verge areas on Lower Road but this was considered not to be feasible as many large vehicles are constantly driving over these verges owing to the road being too narrow.
Declarations of Interest: Robert and Liz Davidson for item 3.
- Playgrounds and Playing Fields are both in good order and repairs to the zip wire have taken place. Salcott meadow has had its first grass cut and Moss Hay will take place very soon.
- LGR/Devolution – a briefing was attended and Kevin explained as per our last parish council meeting, with further details.
- CCC Draft Local Plan – a CCC planning officer will be invited to update us about our options with regard to the Draft Local Plan.
- Buses – no update
- Tree Project – 3 new trees, Sorbus huphensis – Mountain Ash, to mark the Queen’s Jubilee, have been planted, one each for Peldon, the Wigboroughs and Salcott and Virley. Upkeep was discussed and it is fully intended to keep these trees well-watered and flourishing.

- Actions and Reminder List – updated and to note the finances for the year have been completed and are now in the hands of the internal auditor.
