Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall on Tuesday 9th September 2025 at 7.30pm.
Present: Cllrs Roger Pittock, John Abbott, Phil Gladwin (chair), Netty Knill Jones, City Cllr Martin Parsons, County Cllr Kevin Bentley and 2 members of the public

City Councillor Report: Discussions continue on the Draft Local Plan in readiness for the forthcoming consultation period. The government stipulation of the number of new houses required to be built in and around Colchester is a contentious issue with regard to infrastructure, water, supply etc.
County Councillor Report: Local Government Reform is still being discussed at length about the number of unitaries joining together with regard to balancing finances as social care is a big cost and some places having more elderly residents and other places having more young children. It is hoped that the new rearrangements will enable parish councils the ability to get small local jobs done, like fixing broken fingerposts, much more easily.
Public-Have Your Say: The B1026 from the Kings Head to the reservoir visitor centre is a big problem with speed, road conditions and driver behaviour which includes the antics of the car and bike racers. Kevin will take this matter up at County level to see what can be done to help improve this stretch of road. Frequent accidents and broken signage were also discussed.
Item 2 was also brought to Kevin’s attention and he will try to make progress with the bus companies to address the poor service Peldon is receiving.

- Playgrounds and Playing Fields are in good order and the annual inspection, due to take place this month, will identify any issues that need addressing. The youth behaviour is troublesome and the local PCSO with be consulted.
- Salcott School Bus, thanks to local residents, will come down The Street to pick up the school children having scheduled to pick them up on the main road. It is hoped that this is not a recurring issue every year at the start of the new term.
Peldon Bus is a constant problem with regard to reliability and several authorities have been contacted to express dissatisfaction. - CCC Draft Local Plan – the parish council is organising a public meeting to be held at 7.30pm Friday 3rd October 2025 in the Peldon and Wigboroughs Community Hall to inform the residents on the proposals in the Local Plan and the CCC’s preferred site for development in Peldon. The parish councillors will meet prior to the public meeting to finalise details for displays and maps etc.
