Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall on Tuesday 14th October 2025 at 7.30pm.

Present: Cllrs Liz Davidson, Robert Davidson, Clare Lauwerys, Jinny Gale (chair), Phil Gladwin, Netty Knill Jones, Roger Pittock, John Abbott, County Cllr John Jowers and one member of the public

Apologies for absence: County and City Cllrs Kevin Bentley, Andrew Ellis

The minutes of September 2025 meeting were agreed and signed by the chairman

County Cllr Report: Local Government Reform continues to be debated with regard to number of unitaries with approximately 500,000 population in each. Also, with an equal balance of finances as much as possible taking into account the huge cost of adult and children’s social care which is needed more in some areas than others. The elected Mayor for all of Essex will have huge responsibilities including the Police and Fire Services.

City Cllr Report: More items can now be put in the recycling bags such as plastic film, cartons and crisp bags.

The pressure is on for the Local Plan to be approved before the existing one runs out but updating infrastructure is still a huge problem.

Public-Have Your Say: Attended to hear about item 3.

Following a mention of the Salcott soldier leaning, they will all be in place and upright for November and taken down for storage sometime after.

Hedge cut for Peldon Hall houses was requested and has been arranged.

Declarations of Interest: Robert and Liz Davidson for item 3.

  1. Playgrounds and Playing Fields – both playgrounds and fields are in good order. The Playground Annual Inspection has taken place and items identified as needing attention will be address in due course. The zip wire has already been tightened. 
  2. Peldon Village Sign – fell down in the wind and is now being repaired and with new post will be installed in due course. Our claim to the insurance company has been accepted.
  3. CCC Draft Local Plan – The parish council meeting held in the hall on 3rd Oct was reasonably well attended. All residents could observe all the submitted site maps, CCC’s reasons for inclusion or exclusion and other information. Printed sheets were handed out for commenting and having your say, we received a good number in return, to help the parish council to formulate its response to CCC when the consultation period is open, probably 10th November.  Parishioners are encouraged to make their opinions known to CCC individually as well during the consultation.
  4. Parish Councillor Vacancy for Virley – no election was requested following notices displayed from CCC and so the parish council is now able to co-opt a member for this role. If you are interested in local matters and joining the team please apply to the clerk via email or phone. Advertising in all our communication avenues will follow.
  5. Actions and Reminder List – updated
