Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall meeting room on Tuesday 9th December 2025 at 7.30pm

Present: Cllrs John Abbott, Netty Knill Jones,Clare Lauwerys, Jimmy Gale (chair), Phil Gladwin, Liz Davidson, Robert Davidson, Roger Pittock, City Cllr Martin Parsons and Wendy Ritherdon (applicant for the Virley vacancy).

The minutes of November 2025 meeting were agreed and signed by the chairman

City Councillor Report: From June next year funding for Neighbourhood Plans is to be scrapped.

If councils turn down applications for 150 or more dwellings the government must be informed who then take control of the plans.

CCC are now able to change village envelopes as they wish to suit new developments.

Discussions on Local Government Reform is still on-going with unitary numbers still to be decided.

Declarations of Interest: Robert and Liz Davidson

  1. Playgrounds and Playing Fields – both are in good order and work on the swings at Salcott has taken place, thanks to Rob.  Quotations have been sought for next year’s Moss Hay grass cutting and it was agreed by all to accept the cheaper one.
  2. CCC Draft Local Plan – The public consultation is now open and we would like to encourage as many residents as possible to put forward their comments. This can be done via the automated system on the CCC website or by post or email.
    If by post or email it is advisable to include a summary of no more than 100 words as it will otherwise be summarised by CCC and therefore possibly miss your most valuable points. 
    The website can be hard to navigate and so simple explanatory notes on how to do this are in course of preparation and will soon be available from the clerk [email protected] or 01206 735367. If you have any problems in understanding how to submit your opinion any parish councillor will be able to help you or will organise some help for you.
    The more residents who return opinions the more likely it is that CCC will listen to the views expressed.
    The parish council will be sending in its comments based on information and opinions gained from the public either at the meeting on 3rd October or from emails sent to us. 
    The consultation closing date is 14th January 2026.
  3. Parish Councillors updating email addresses – was discussed again briefly with more to follow.
  4. Virley Parish Councillor Vacancy – it was agreed by all that we are all pleased to accept Wendy as our new Virley parish councillor. Required forms were completed.
  5. Salcott Matters – Phil took the framed pictures, that had been left in the SVH shed all these years, of Salcott playground being opened as all his children are in the photos.
    The ‘no footpath’ signs requested for The Street in Salcott on the bend near houses leading up to the crossroads end has been sent to the County Councillor for an application to the Local Highways Panel.
    The chestnut tree branches will be discussed with Network Power.
  6. Verge Issues – To determinethe ownership of verges and seek to regularise owner activities is on-going and further information is being gathered.
