Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall on Tuesday 13th January 2026 at 7.30pm.

Present: Cllrs Clare Lauwerys, Wendy Ritherdon, Phil Gladwin, Jinny Gale (chair), Roger Pittock, John Abbott, Netty Knill Jones, City Cllr Andrew Ellis

Apologies for absence: County Cllr Kevin Bentley 

The minutes of December 2025 meeting were agreed and signed by the chairman

City Councillor Reports: The current Local Plan ends in February and the new one will not be ready by then so developers will be keen to submit planning applications for quick approvals. 

Andrew will take up other matters we are dealing with at the moment and help where he can.

Public-Have Your Say:  A new salt box has been requested for Salcott crossroads as the old one is broken. Meanwhile good-hearted residents are distributing salt along The Street. The bus company will be written to requesting that drivers are more careful when picking up the school children during icy conditions as opposed to stopping coming down The Street altogether as they have indicated. A Salcott planning matter will be looked into.

A resident has brought attention to all the unsightly rubbish in our ditches and hedges. Whilst we give huge thanks to our litter pickers, we would like to request that homeowners pick up litter in areas around their own properties to help with the situation.

Declarations of Interest: None

  1. Playgrounds and Playing Fields: both playgrounds and fields are in good order for this time of the year. The new contractor will start cutting the grass at Moss Hay in the spring.
  2. CCC Draft Local Plan: The Parish Council response to the consultation has been sent into CCC and our thanks go to the team (Clare, John, Roger) who took on this detailed task. This document has now been entered on all our communication outlets for public viewing.
  3. Precept/Grant 2026/27: finances to date, year-end forecast and predicted budget for next year were discussed.  It was considered that with holding a healthy bank balance no increase was necessary to enable us to carry out the same level of services.
  4. Little Wigborough Churchyard – although not the parish council’s responsibility but having received complaints that public access to the churchyard is being denied by a local resident letters will be written to all appropriate bodies on this matter.
  5. Verge Issues: Having received answers to questions asked further investigations will take place.
