Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall Meeting Room on Tuesday 10th March 2026 at 7.30pm

Present: Cllrs Netty Knill Jones, Phil Gladwin, Jinny Gale (chair), Clare Lauwerys, Wendy Ritherdon, Roger Pittock, John Abbott, City Cllr Martin Parsons, County Councillor Kevin Bentley and one member of the public

Apologies for absence: Cllrs Robert Davidson, Liz Davidson, City Councillor Andrew Ellis

With the correction of the word ‘padel’ the minutes of February 2026 meeting were agreed by all and signed by the chairman

County Councillor Report: Owning to so much rain (43 days non-stop) pot holes have appeared everywhere and were unable to be addressed but now the repair teams are out in full and, with added resources, progress will gradually be made. People are encouraged to report bad pot holes they encounter on the ECC Highways website.

An announcement from the government is scheduled for March 17th to 26th to inform of the unitary divisions with regard to the Local Government Reform.

County Councillor areas are changing which will give us one member instead of two.  At the moment we are split with the Wigboroughs and Salcott and Virley in one division and Peldon in another.

With funding at the ready the new vehicle activated speed sign for Peldon will be taken further.

City Councillor Report: The CCC Budget Setting Meeting took place and precepts have been approved.

The Local Plan Committee meeting takes place next week.

The new wheelie bin trials for waste and recycling begin in June. One bin will be for all recyclable items except glass, which remains in the green boxes, and one smaller bin will be for the black bag (non-recyclable). Garden and food waste will remain as they are now.

Public-Have Your Say: Too much signage at a property will be reported to Enforcement for investigation.

A resident is unhappy about not having his email answered by CCC regarding litter along the roadsides which will be looked into by our City Councillor and the resident will also be contacted to explain current litter picking arrangements.

  1. Playgrounds and Playing Fields are both in good order with a couple of items to tidy up at Salcott. Grass cutting has been requested for Salcott. New tops for the benches along the footpath on Moss Hay are being looked into with a quote to follow in due course.
  2. CCC Draft Local Plan – our response to CCC for any possible forthcoming planning applications for St Ives Road is ready including photographs, paying particular attention to highways issues and access, this was agreed by all.
  3. Councillor Behaviour – The Chairman spoke about the demands being made of Parish Councils of all sizes to operate in a manner better suited to large professional organisations with paid staff and a high degree of technology usage.  This is at odds with small rural PCs manned by unpaid volunteers.  She defended the informal friendly approach which has always been the preferred style at Winstred 100 PC.  However, she issued a reminder that care must be taken by individuals and the PC team as a whole to be familiar with and to adhere to their Code of Conduct, Standing Orders and the Nolan Principles.
  4. .gov.uk domain – Parish Council email addresses and Website is progressing well. Our newly constructed Winstred Hundred Parish Council IT Policy was agreed by all.  Huge thanks to Clare for her work on all of this.
  5. Actions and Reminder List – updated including discussion on the new CouncilWise organisation as an alternative or addition to EALC, we will wait and see how things progress with this particularly as membership with EALC includes membership, and therefore, information and government updates from NALC.
