Do you want to challenge the Chief Constable of  Essex Police (Stephen Kavanagh) or the Police & Crime Commissioner for Essex (Nick Alston) about their performance?  Unfortunately we seem to have missed a more local opportunity (March 2015 in Witham) but the next Essex Police Challenge event will take place at Epping Forest College on June 9th, and residents are welcome to turn up and ask their question in person or submit a question by email.  

The event will give residents the chance to raise their concerns and questions about crime and policing in Essex. Essex Police’s Chief Constable Stephen Kavanagh will give an update on the performance of the force, whilst the subjects of the night-time economy in the Epping Forest district, travelling criminality, and the new police IT system Athena will also be discussed.

The event – which has taken place across the county – was devised by Nick Alston, Police and Crime Commissioner for Essex and forms a key part of his work to scrutinise the force and hold the Chief Constable to account. It also gives members of the public a unique and valuable opportunity to have their questions answered by both the Chief Constable and PCC.  Mr Alston said:

People still have time to submit their questions ahead of the event as well as joining us on the evening to see scrutiny and democracy in local policing in action.

Seawall Repairs at Tolleshunt D’Arcy

The Envionment Agency have advised that during a routine survey they have identified a section of sea wall that is in poor condition and requires repair.  This work will be taking place over the next few weeks (weather permitting).  The following are extracted from their factsheet.

The Agency will be carrying out repair works to approximately 20m of clay seawall adjacent to the steel piled defence wall at the end of Old Hall Lane, Old Hall Farm.

What will we be doing?

The existing clay embankment has eroded and slipped reducing the current standard of flood protection it provides to the local area. We will re-profile the clay seawall back to the correct height and install Gabion basket scour protection to the seaward face of the seawall. The rock filled Gabion’s will provide toe and anchor support to the seawall preventing further erosion and slippage. Gabions also provide a useful refuge for many types of wildlife. To complete these works safely and efficiently, it will be necessary to use some machinery both on the site and to access the site. We appreciate that this may be unsightly and we will work hard to ensure that disruption is kept to a minimum.

Why are we doing the work?

This important work is being delivered to help safeguard people, property and arable land in the local area of Tolleshunt D’Arcy.

PAWS May – Trek for Life

Trek for Life

39 members and 1 visitor attended our May meeting when Tina Oldfield gave us a talk on “Trek for Life.” Tina’s daughter was diagnosed with Breast Cancer in 2004 at the age of 24 having been told on 3 occasions that it was nothing to worry about.  She fought the disease for 2 years before dying at the age of 26 leaving behind a husband and 2 young children. 

To help with her grief and to do something in her memory Tina and 3 others decided that they would do the challenging “Trek for Life” to Everest Base Camp.  After 13 months of training, obtaining sponsorship and equipment from companies like Rock Face they set off in the Easter Holidays of 2006. 

She showed us slides of the various basic lodges they stayed in along the way together with the incredible landscape and birdlife.  Their two porters carried their equipment and clothing which they needed as they climbed to higher altitudes and their guide mapped out their route.  At various times they suffered with altitude sickness and found it difficult to even eat (apart from Mars bars which never posed a problem) and supplemented their meagre diet. 

At just 500 meters from Base Camp they got snowed in and upon the advice of their guide that it would be impossible to continue in the time that they had allocated for this trip they had to go back down.  It was just as well they took the advice as they heard that 3 Sherpa’s had died in a landslide the next day.  However there and then they made a pact to come back the following year to complete the walk that they had begun and indeed successfully completed it then.  It was an amazing feat and something we all thought was fantastic.  Tina continues to raise money for breast Cancer and, on this occasion, she is donating half her fee to the Nepalese Earthquake cause.

Our next meeting is on June when Chris South will give us “A Masterclass in Propagation.”

Have your say on The Wonderhouse

The Wonderhouse is an exciting new concept, which will transform Colchester’s heritage offer and provide an innovative attraction for local residents and visitors. We would like to hear your views on it. The distinctive history and heritage of Colchester, Britain’s oldest recorded town, is reflected by the rich range of objects collected by Colchester Museums for over 150 years. The three museums; Colchester Castle, Hollytrees Museum and the Natural History Museum; highlight selected objects from the collection, which showcase the town’s key stories and unique character. However, it’s impossible to display everything. A wealth of collections are also stored by the museums service. These objects include items from Colchester’s more recent history, archives, photographs and oral history- all awaiting discovery by the public. A new collections centre, ‘The Wonderhouse’, will provide the key to unlocking their potential. Councillor Tim Young, Portfolio Holder for Licensing, Community Safety and Culture comments: “The Wonderhouse is an exciting project that will add to Colchester’s already rich heritage offer. It will be a real draw for residents and tourists alike.

Colchester is extremely lucky to have a wealth of internationally significant objects. The Wonderhouse will give people the opportunity to discover and appreciate them for the first time. This project will also unveil a vital piece of the town’s previously hidden Roman Wall. It will create a launch pad to explore Colchester’s many historic sites. I’d invite residents and visitors to complete the survey and let us know their views on this project.

RCCE is looking for a new Rural Housing Enabler to help rural communities in Essex provide the housing they need.

You will promote and advise on affordable rural housing, working with parish councils, registered providers and local authorities to achieve this. You will attend community events, deliver presentations at parish council meetings and undertake housing needs surveys.

You will also have the opportunity to work on other community engagement projects that include wider housing and development priorities or needs.

You will be a confident communicator, able to prioritise and problem solve and be enthusiastic about rural communities, especially in terms of affordable housing. This role will require flexibility, as it involves some out of hours working. We are particularly interested in hearing from applicants that have experience of affordable rural housing or planning/development.

Heritage Watch Launched

Influential figures in Essex’s heritage industry came together on 23rd of April at Stow Maries First World War Aerodrome to launch a new police initiative aimed at protecting the past. Heritage Watch is an Essex Police led partnership between agencies that are committed to protecting our heritage, as well as members of the public who want to help preserve our heritage.

The watch scheme looks to maintain and preserve important places of interest, encouraging vigilance and reporting of suspicious activity around sites. This is to prevent any theft or crime that may damage assets beyond recovery, which may lead to the loss of a piece of history for this and future generations. Heritage Watch locations would include ancient earth works and archeological sites, listed buildings, museums, galleries, religious buildings, historic visitor attractions and others.

Dominic Petre of the Historic Houses Association said he was ‘very pleased’ about the initiative, adding:

When heritage is lost, it is lost forever. Crimes against heritage are not just crimes against the owner. They are crimes against future generations and culture in general.

Chief Superintendent Carl O’Malley said:

In Essex we have some really significant sites, from the Roman remains in Colchester to Audley End House in Saffron Walden. The key element for any watch scheme is to involve a broad range of different partners and bring them together. Through expert advice and assistance, we can all help one another. It is about communication, sharing, understanding and reporting.

Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 12th May 2015

Present: Netty Knill-Jones, John Walker, Phil Gladwin, Lynne Simmons, Jinny Gale, Liz Davidson, Bob Holmes, Rob Surface, Robert Davidson, John Jowers, Kevin Bentley, Zone Warden and one member of the public

The Annual Parish Assembly

Zone Warden Report: Dog fouling and litter culprits are constantly being targeted and prosecuted whenever possible and fines of £200 and £370 have been given out recently.

Chairman’s report: Thanks were given to everyone who has served on, worked for or helped the parish council in any way. The new play equipment, for which we obtained grants from Cory Environmental Trust and S106 monies from recently built houses at Peldon, has been installed at Moss Hay and is proving to be a success.  The broadband scheme has been another major part of the achievements during the year and continues to develop further. The parish council has continually reported on and dealt with various matters including highways defects, speeding, flooding issues and numerous planning applications. It has also kept the residents informed on matters of interest or concern and dealt with any queries or problems whenever it has been possible.

Financial Report: There was a very slight overspend this last financial year which will be adjusted this coming year. Several large amounts of money have passed through the books this year with the new play equipment and broadband project. Insurance, playgrounds and grass cutting continue to be a substantial part of our spending.  Thanks will be given to the internal auditor who stepped in at the last minute. See item 2 below and the Annual Return will be on the noticeboards and website for viewing when it has been formally confirmed.

Parish Council AGM

Phil proposed, Jinny seconded and all agreed for Lynne to continue as chairman.

Phil proposed, Bob seconded and all agreed to co-opt Liz Davidson on to the parish council for Peldon Ward who was duly welcomed by all.

County Councillor: The Community Initiative Fund (CIF) is running for another year funding worthy projects. Drainage enforcement will take place where necessary. Sometimes it is necessary for road closures, which can be inconvenient but do ensure a better surface repair job is carried out. School transport is being reduced and some existing ones will cost more. The CBC Local Plan is still considering sites for new houses and some villages will probably have to take a few.

Borough Councillors: The new CBC warding boundaries will include Salcott and Virley and the Wigboroughs in Marks Tey and Layer Ward and Peldon will be in Mersea and Pyefleet Ward. The speeding survey strips will be installed at Lower Road, Peldon in due course. Another for Church Road was requested. As suggested we will invite a representative from the Casualty Reduction Team to a forthcoming parish council meeting.  Missing road signage will be chased up. The ECC Superfast Broadband Scheme is going well. The Abberton Reservoir Community Fund is all but allocated and updates on the projects of any unspent money will be requested.

1.   Playgrounds and Playing Fields – Liz very kindly offered to use farm machinery to pick up the majority of the rubber which will be taken to Salcott. The Community Group will be contacted to request hedge and ditch work 

2.   External Audit Return – Phil proposed, Jinny seconded and all agreed to accept the financial report for the last financial year 2014/15, to accept the Financial Regulations and Risk Assessment, to confirm and agree the Accounting Statements and the Annual Governance Statement was completed and signed as required.

3.   Abberton Reservoir Rights of Way – there are a couple of problematic sections which will continue to be worked on.

4.   Broadband – further residents have signed up for the scheme, there are occasional problems and Salcott will probably be linked up in September.

Owing to the poor service from the Police when a crime has been committed to properties in our villages the Parish Council would advise that first and foremost   report it to the Police on 101 for non-emergencies or 999 for emergency situations but then we would request that you give the details to the clerk on 01206 735367 or [email protected] for a list to be collated to enable us to  show how much crime is being committed in this area and how little is being done about it by the Police.

Local Community Action Panels (LCAPS) meetings where Police are in attendance are held periodically at West Mersea Town Council Offices in Melrose Road where opinions and problems can be voiced. The meeting dates and times are as follows:
