Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon Village Hall at 7.30pm on Tuesday 12th February 2013.

Present: Phil Gladwin, Nicky Ellis (chair), Jane Banks, Charles Dymond, Netty Knill-Jones, Andy Beharrell, John Walker, 1 Police Officer and 5 members of the public

Minutes of the last meeting: With the correction of the penultimate sentence in the Borough and County Councillor piece to read ‘The collapsed edge on St Ives Hill has not yet been repaired and will be chased up along with Copt Hall Lane for a similar problem’ was agreed by all and signed by the chairman.

Police: No crimes to report. The problem junction (agenda item 3) had been looked at and there is nothing they can do about it.

Borough & County Councillors: A detailed County report had been received.

Public-Have Your Say: St Ives Hill collapsed verge was discussed again and Terry Sutton (Borough Councillor for Peldon) will be contacted expressing the need for urgent repairs here. The exposed pipe or cable will be checked for safety.

Footpaths in and around Peldon had not received any attention as previously requested so this will be chased up with the ECC Rights of Way Officer.

Puddle problem at Malting Road bus stop has been addressed.

Phil proposed, John seconded and all agreed to co-opt Andy Beharrell on to the Parish Council for the ward of Virley. Appropriate forms were and will be completed.

1.    Playgrounds and Playing Fields – ‘No Dog Fouling’ sign had been taken down on Moss Hay and will be re-instated.  The Community Service team will resume their work this coming Sunday and for all Sundays in March.  Terry will be asked to clear Great Wigborough bus shelter area for growth and rubbish. Archie will attend to two dead trees on Moss Hay.

2.    Request to use the meadow at Salcott for wedding celebrations – the parish council has no objection to this as long as our insurance is in agreement with it which will be checked out. We would request it is left in good condition afterwards.

3.    St Ives Road/Malting Road/Church Road Junction including bus shelters – this junction was discussed at length for possible ways to improve safety.  An island, give way signs, a mirror were all ideas put forward. The home owner of the corner property agreed to prune back growth from trees but not take down the wall.  A log of accidents here will be made in an attempt to get ECC Highways to consider one or other of our suggestions.

4.    Abberton Community Fund and Liaison Group – no meetings.  Any possible footpaths, bridle paths and cycle ways around the reservoir will not be decided until after a public consultation.  

5.    Flooding – no new problems reported 

6.    Broadband update report – a contract, which includes details of installation, costs, etc. has been drawn up between Winstred Hundred and Layer Breton Parish Councils and County Broadband Ltd. and was  presented for parish councillors to sign after all have looked at it closely.

7.    Trees – Church Road, Peldon – following a request concerning two trees on the verge outside a property we will ask CBC Arboriculturist to give us an opinion as to whether these need attention.

              PAWS January – wealth through cloth trade

              paws-1301-simon-gallupOur January meeting on the 8th saw a large turn out when 41 members and 4 visitors came  along to hear Simon Gallup tell us about the Histories of Lavenham and Dedham.  Simon is  one of 8 guides for Lavenham and he explained with the use of slides that due to the cloth trade the Stour Valley had been one of the wealthiest places in the United Kingdom 500 years ago.  During 1480-1530 there was a large building spree of houses, churches and coaching inns but also there was a rapid decline in its wealth due to trade decreases, the 100 year war, huge taxes on the cloth trade etc.  Today there are approximately 300 listed buildings in Lavenham which have lasted through the centuries.  Simon finished the evening with a question and answer session.

              Our next get together is on the 26th February when our speaker is John Wrigley and his topic is “Carnival time in Venice.” Membership is currently full but visitors are welcome at a cost of £3.50.

              Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough at 7.30pm on Tuesday 8th January 2013.

              Present: John Walker, Jane Banks, Charles Dymond, Nicky Ellis (chair), Jinny Gale, Phil Gladwin, Netty Knill-Jones, Lynne Simmons, Terry Sutton, Andrew Ellis, Kevin Bentley, 2 Police Officers and 12 members of the public

              Minutes of the last meeting were agreed by all and signed by the chairman

              Borough and County Councillors: Flooding areas at Salcott have been inspected along with the CBC Land Drainage Technician during the particularly wet weather recently. There were noticeable improvements from work having been carried out but matters could be improved more if land owners carried out further requested works.  Thanks will be given to a certain Salcott resident for his ditch clearance work which is very much appreciated.

              Pot holes have been mended but with many the repairs have come out again all too soon but will be dealt with yet again in time.  More resurfacing has been requested and with a better job than has been seen on the roads of late.

              ECC is not increasing their part of the Council Tax and even though their funds have been significantly reduced front line services have not been affected.

              The collapsed edge on St Ives Hill has been repaired and Copt Hall Lane will be chased up for a similar problem.

              The new grant system from CBC was clarified in order for us to make a positive decision.

              Public-Have Your Say: The consultation for the speed reduction proposals along Mersea Road in Peldon was enquired about and will be looked into. Also enquiries were made about the proposed bus shelter for Church Road/Malting Road which will be followed up by requesting a date when we can expect this to take place.

              Planning Application 122083 (details below) was brought forward on the agenda for which a full discussion took place with presentations and comments from the applicant, his agent, neighbours, other Salcott residents and a Borough Councillor speaking for and against this proposal.  The Parish Council discussed this further later on in the meeting and all that was said earlier with emails and letters sent to us previously were carefully considered  in order for us to put together our comments to be sent to CBC Planning Dept.

              1. Police from both Tiptree and Mersea gave reports of no crimes in our villages but would urge people to be vigilant as there are cases of household oil theft at present.  Also they will carry out speed gun visits if they are told of a particularly bad place and time.  Speed gun training for those that put their names forward is taking place.  A vase had been stolen from Salcott Church.

              2. Playgrounds and Playing Fields – the Community Service work on Moss Hay has been suspended due to the village hall being occupied with panto rehearsals as the toilets etc are required for this work party. Work will resume again in February for which we are very grateful and delighted with all their efforts so far.  The playgrounds are in good order given the very poor weather we’ve been having.

              3. Zone Wardens and Highway Rangers – nothing to report

              4. Precept/Grant 2013/14 following further discussion and consideration Phil proposed, Jinny seconded and all agreed to apply for the same money as last year despite the fact it will be a modest increase of £2.31 average per band D property but this being a direct result of the withdrawal of most of the Revenue Grant by CBC.  We have and will continue to try and make savings wherever possible but insurance, maintenance of our playgrounds, grass cutting etc are a constant commitment for us.

              5. Abberton Reservoir Expansion Liaison Group Meeting – the poor weather had stopped work but habitat work will start soon. The main part of the project is still on course to finish at August 2013.
                  Abberton Reservoir Community Fund – there had been one application this time for helping with the cost of a length of footpath in Layer de la Haye from the works entrance to the crossroads.

              6. Flooding – as above at Borough Councillors plus a land owner along St Ives Hill has been approached for ditch clearance to alleviate a problem there.

              7. Broadband update report – there is a question of planning permission being a problem that will hopefully be resolved soon.

              8. Website and Five Parishes Show – our website could be of more use to the Five Parishes Show and we would like to treat everyone the same with regard to any possible charges.  Our new parish councillor who will be co-opted at our next meeting has already expressed knowledge of website maintenance so we will approach him on the matter.

                Chairman’s report – January 2013

                The committee has decided to place a short regular commentary of its activities in the public domain (notice boards, Village Newsletter and Parish Council website) so that the residents know what is happening.  Following the 2011 questionnaire and the 2012 AGM the Committee is looking at a number of possible projects which might provide for the community of the Wigboroughs benefits equivalent to those originally made available when the old School was purchased for use as a Village Hall and a Trust was set up.

                A structural survey has established that the old building is past repair.  Raising the money to build, equip and maintain a replacement Village Hall which would be financially viable is beyond the reach of our small community.  At the 2012 AGM an agreement in principle was reached that when the time is right the School Lane site will be sold and the proceeds used to provide alternative benefits for the local community.  This can only happen with Charity Commission approval and with the continued agreement of the residents when more detailed plans are available.

                In preparation for that time we are currently talking to professionals who will guide us through the process of maximising the return from the site by selling it with outline planning permission.

                Of the various projects suggested for re-investment of the proceeds we are talking to the Church about the possibility of using the nave of St Stephen’s Church as a virtual Village Hall and there will be similar parallel conversations about potentially using facilities at Abbotts Hall Nature Reserve and/or Peldon Village Hall.  Another project under investigation is the purchase of land within the Wigboroughs to provide a village green area and a recreational area for children and young people.

                A detailed business plan must be produced for each of these projects and any more which are suggested.  Plans will show the set-up and ongoing costs, the likely usage and income, the legal relationship with any partners or associates and arrangements to protect the legacy resource.  Full details will then be submitted for approval by the Charity Commission who will want to see that the terms and objectives of the original Trust Deed have been complied with as far as is possible.  Surviving projects will then be presented to residents who have the casting vote in which project or projects are progressed.

                PAWS November – a year of wildlife at Mersea

                Our meeting at the end of November attracted 9 visitors and most of the members. The speaker was Dougal Urquhart, who has been the Ranger at Cudmore Grove Country Park in East Mersea since 1983.  He showed us some wonderful slides of the photographs that he has taken over the years, to illustrate the changes in the wildlife of Mersea Island throughout the year.

                He started with the winter visitors like the Woodcock, Snow Bunting, spoonbills and waxwings.  There are occasional sightings of harbour porpoises and grey seals as well as the common seals that we see around our coast at this time of year.

                In the spring the amphibians start to emerge from hibernation and basking adders can often be seen in sunny spots around the park. There are many butterflies and moths emerging too who can be seen all through the summer months.

                Dougal explained about the plan to introduce the red squirrel onto Mersea island, as it is one of the few places that do not have grey squirrel who carry the parapox virus that can be fatal to the red squirrel.  He also talked about the many prehistoric animal bones that have been found along the coast line and in the mud of Mersea Island.  It was a thoroughly enjoyable evening and I think that we could have happily let him speak for much longer, but our wine and nibbles were waiting!

                The January meeting is earlier in the month than usual on 8th January, so that we don’t clash with the Peldon Pantomime. The speaker is Simon Gallup, who will talk about ‘The Different Histories of Lavenham and Dedham’, which sounds really interesting. In fact we have a really diverse line-up of speakers for all the meetings in 2013.  Our membership list is currently full, but visitors are very welcome at a cost of £3.50.
