Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 12th April 2011.

Present: Les Lapwood, Jane Banks, Charles Dymond, Lynne Simmons, Jinny Gale, Phil Gladwin, Nicky Ellis, John Walker, Kevin Bentley, John Jowers and 2 members of public

Borough Councillors: Flytipping is a serious problem at present and CBC is working hard to clear up dumped rubbish quickly and also investigate the perpetrators so that they can be prosecuted.  Pete Tye Common is constantly being targeted by offenders and had got quite untidy all over the car park.  The Parish Council would like to express their thanks to the Tamblyns for making an extremely good job of clearing up all the loose bits and pieces that had been left from endless dumping and collecting.

More applications for Abberton Reservoir Community Fund should be submitted and the procedure for processing applications will be improved. It is felt that Peldon Village Hall should get a decent amount of the funds as it has and will be in the future used for communicating to the public on matters relating to the reservoir works.

The government has allocated a large sum of money for getting all the pot holes mended. In this area the materials used have now been improved and in general and where possible all the pot holes in one road are mended together.

County Councillors: The Localism Bill will probably be passed in November which will bring certain responsibilities back to community level, planning being one them. More training from CBC for parish councillors will be required. The levy on building houses will help to ensure the infrastructure is in place for new developments.

The Big Society Fund is available for rapid response for urgent needs projects.  ECC has saved a large amount of money from backroom jobs rather than shutting libraries, etc.

Community Asset Transfer will release money to give back more to rural villages.

  1. Affordable Housing – one or two discrepancies were found in the RCCE Survey Report that have since been corrected.  At our workshop the level of response was looked at closely and enough people did have their say to process the results and arrive at a stage for a decision.  With a relatively good return of surveys at 28% there was not an overwhelming for or against affordable housing.  Therefore Phil proposed, Charles seconded and all agreed that there hasn’t been proved an adequate need for affordable housing in our villages at this time.  But the parish council would hope to look at the matter in 5 year’s time.  We will inform RCCE of our decision and thank them for their time and effort on this. 
  2. Individual roles for individual Parish Councillors – some parish councillors already take on certain roles particularly with meeting attendance and this will continue with others taking turns on occasions.  Keeping an eye on the playgrounds will be taken on by two parish councillors, setting up of the halls for our meetings will be shared by all and the wide subject of communications will need more time to consider properly.  Our finances and budgeting will be more closely looked at in these times of cut backs and our Emergency Plan will be brought up to date and then passed on to one or two parish councillors to keep updated and attend the CBC meetings. Organizing training is another subject that can be the responsibility of one parish councillor.
  3. Abberton Reservoir Liaison Meeting – was attended by two parish councillors this time.  Work has been delayed due to bad weather but has now resumed including work on the B1026, ballast and clay extraction and pipe work. Thanks to our chairman for completing the very complicated application process we have been awarded a grant from the Community Fund to help improve the Parish Council website as this is one way of communicating to the public on the reservoir works.
  4. Land outside the Peldon Church – following an enquiry on ownership and registering this land so that the Church could lay pipe work underground, a letter has been sent to the Church Warden to explain our position on this and a phone call of thanks followed.  The ownership of this land is not established and therefore it cannot be registered.
  5. Salcott crossroads bus shelter alterations – the manufacturers who are supplying the timber will be contacted again for a delivery date. 
  6. Dog Fouling on Moss Hay – a great deal of time and effort has taken place so far to try and eliminate this problem.  Paint spraying round messes and visiting to keep a watchful eye has been carried out on numerous occasions. There is some progress but there are some dog owners that are still being irresponsible and inconsiderate.  New signage is being made and will be erected soon. 
  7. Wigboroughs Village Hall – a grant has been obtained from ECC for this project and a small sum from CBC for the use of the car park for the election. The Parish Council can now be reimbursed for the money it has spent so far. Work can now carry on with this project, to form a management committee and then establish the people’s opinions as what should happen to this dilapidated building.

              Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon Village Hall at 7.30pm on Tuesday 8th March 2011.

              Present: Les Lapwood, Phil Gladwin, Jinny Gale, Jane Banks, Charles Dymond, Nicky Ellis, Lynne Simmons, John Walker, Nettie Knill Jones, Andrew Ellis, Mel Wilson (Police), Jim Leask (CBC), and 2 members of the public

              Welcome: Mel Wilson and Jim Leask were welcomed to the meeting by the chairman

              Minutes of the last meeting were agreed by all and signed by the chairman

              Police: Mel reported of 3 thefts in Peldon and stressed the need to secure homes particularly the back door as often this is not as secure as the front door and therefore used more often by burglars.

              Fly tipping is a huge problem at the moment and we are all encouraged to keep an eye out for vehicles that may be carrying builders’ rubble or other waste matter and if possible safely remember and take down the registration number, time of day and date to report to Shane Taylor at CBC on 01206 282700 who will check out if they have an appropriate licence for carrying this kind of waste material.

              Speed checks continue to be regularly carried out in our villages.

              Borough Councillors had requested a lower reduction in the parish grant and to be spread over 3 years but to no avail.  Pot holes are now being mended quickly when reported.  A certain retrospective planning application has been agreed even though it differed from an original application because CBC would not feel that they would win an appeal.

              Public-Have Your Say: Potholes in St Ives Road were requested for attention.

              Stones outside a property were mentioned again but it was explained that many people do this and although strictly speaking it is usually outside their property it does help to keep verges from being spoilt from passing vehicles.

              1. Connecting Colchester – Presentation from Jim Leask, CBC Senior Enterprise Officer was informative and enjoyable and many questions were put to him.  It is hoped to have everyone’s broadband speed to a reasonable level of 40-50 mega bites by 2013.  Big internet providing companies such as BT and Virgin Media have been approached and encouraged to invest in this project to enable all rural areas to be reached, although establishing a need in areas is important. Further developments will take place in the next couple of months.
              2. The Way We Work Responsibility Share prepared paper was discussed briefly and will be considered at length for more opinions and ideas in the next couple of weeks.  The main object of this is to allocate particular responsibilities or tasks of the council’s work to one or in some cases two councillors in order to spread the workload that at present often falls to the same people for everything. For example, who attends certain meetings and have a substitute is one of these areas and Les will go with Phil to the next Reservoir Liaison Meeting.  Les and Charles will possibly oversee both of the play areas maintenance work and a budget will be a main and important topic for someone.
              3. Emergency Planning Meeting was attended by several parish councillors.  Future meetings will be in the form of role playing with regard to actual possible emergency occurrences and interacting with other parish councils.
              4. CALC meeting was attended and other parish councils and clerks will be consulted to establish whether they have the same view of these meetings as we have.
              5. Great Wigborough telephone box disconnection is being dealt with by the prospective buyer. BT is proving hard to deal with and they are the ones that have to sanction the disconnection.
              6. Abberton Reservoir meeting and/or Community Fund – the meeting is next week and they will be voting on all applications for the fund.
              7. Salcott crossroads bus shelter alterations – we are waiting for delivery of the timber which is being provided by the manufacturer.
              8. Little Wigborough salt box safe return – we thank Christine for spotting it and Rob and Andrew for returning it.
              9. Planning Process – our agreed process needs to be tidied up.  Training and a visit from a CBC Planning Officer will be followed up.

              Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 8th February 2011.

              Present: Netty Knill Jones, John Walker, Lynne Simmons, Phil Gladwin, Jinny Gale, Jane Banks, Charles Dymond, Nicky Ellis, Kevin Bentley, Moira Groborz (RCCE), 3 Police Officers and 7 members of the public.

              Minutes of the last meeting were agreed by all and signed by the chairman

              Police: Crime figures were given and though not huge numbers, oil theft is a serious problem and people need to be on their guard.  The Crime Reduction Officer can visit to give advice on preventative measures. Speed checks are taking place on our roads and some by unmarked motor bike officers.  NAP meeting reported on later Item 4.

              Borough Councillors: CBC budget meeting will be held on 16th Feb 2011 and our Borough Councillors will be asking for a reduction of 25% over 3 years instead of 50% all in one go as is proposed. An alternative that has been mentioned is to disband with all Parish Councils and leave the Borough Council to take care of everything.

              The County Council have to save £300 million pounds but are not proposing to close any libraries or fire stations. No firemen or teachers will lose their jobs but 450 people will be made redundant from County Council backrooms.  There will be no free school transport for secondary school children or special needs children.

              The 2011 Census Day is Sunday 27th March 2011 and it is important for these forms, one per household, to be filled in as there is a fine for not returning a completed form and more money is forthcoming from the government for each form completed and returned.

              Potholes are being dealt with reasonably quickly now after being reported. These can be sent to the parish or borough councillors to be emailed forward.

              Public-Have Your Say: Large stones have been put on the roadside outside Hall Barn, which will be looked into with the planning department.

              Due to a bad pothole a car was damaged and for a possible claim a letter may be sent to a Borough Councillor for this to be dealt with.

              A resident’s emails had not been answered by the parish council but it would appear to be a misunderstanding rather than deliberate.

              1. Affordable Housing – Moira Groborz, RCCE Rural Housing Enabler had come to the meeting to answer any questions we may have after receiving the very detailed report following the survey that was carried out in all our villages.  There were a number of people who had said that they thought some affordable housing was a good idea.  If a need is established only half of those would then be built. It was agreed that this is a huge undertaking and more thought, discussion and consideration is needed and that probably a working party group should be formed to sift through this document at length and be sure that all the parish councillors understand and are in agreement about any further decisions that are made.
              2. Individual roles for individual Parish Councillors is an on going topic and after receiving more ideas from parish councillors a paper of all the suggestions will be put together for a discussion at the next meeting.
              3. Localism Bill has been published with the finer details to be established.  The main point of it is for parish councils to take on more roles from CBC and ECC.  The general feeling was that this would create problems rather than solve them.  It was suggested that we might like to join with other parish councils for a meeting with John Jowers speaking on the subject as he is very knowledgeable on the matter.
              4. NAP meeting Wed 2nd Feb 2011 was attended by several of us and found it to be very informative and useful. Because there had been lots of salt/grit put on the roads of late the remaining residue is molasses which has made some areas very slippery.  The Police will be carrying out an accident reduction programme on the B1022 and it was requested for this to be carried out on the B1026 and on through Peldon as well. The number to ring to report fly tipping is 01206 282700.
              5. Salcott crossroads bus shelter alterations to make it more weatherproof are going ahead as we have obtained a grant for the labour and a promise of the timber from the manufacturers. Terry to liaise with Littlethorpe for receiving delivery of the wood.
              6. Flooding Issues – thanks where given to Phil for single handedly digging out the ditch at the top end of School Lane to alleviate the problem there. Flooding was particularly bad in Great Wigborough after the last heavy rainfall and Salcott still has some bad areas where more work is needed but many of the rural parts of Colchester had serious problems.  The Flood Summit Meeting is still to be arranged but has proved hard to get all the relevant bodies free at the same time, but it will take place eventually.

              Borough Councillors: The lighting at Hall Barn in Peldon has been causing problems to people in the neighbourhood. There are numerous lights, some that constantly change colour, a very bright halogen type light and many others on the house, back and front and in the grounds.  CBC Planning Committee will be holding a site meeting to comprehend the full scale of the lighting and the problem to neighbours.

              After a recent heavy rainfall Salcott crossroads appeared to be less flooded since certain work has been carried out there.  Salcott Street though, was still flooded in places and pipe work in one particular area needs more attention. This will be followed up with the appropriate people for a positive result. As there are still problems the meeting of head people of the bodies that can help here will be chased up again.

              Potholes and other complaints can be reported on the website and can also be backed up with photographs.

              The bad pothole in Great Wigborough has been reported and added to the list for attention.

              Public-Have Your Say: Some Peldon residents had come to the meeting to express their dissatisfaction of Hall Barn lighting likening it to Blackpool illuminations.  At one time the very bright halogen light was coming on at 4am and shining directly into someone’s bedroom. The lighting can be seen from quite a large surrounding area and is totally unsuitable for this rural village.

              Little Wigborough salt bin has disappeared and we would be grateful for its return from whoever decided that they need it more. This, like many others, is a bad patch when the roads are icy.

              There was yet another request for Barnhall Road to be added to the gritting list which will be passed on.

Precept/Grant was carefully considered during this last month and in order for the parish council to carry out the same duties without neglecting anything it was deemed necessary for our precept to be increased to compensate for the reduction of the grant from CBC, therefore Phil proposed, Nicky seconded and all agreed to increase the precept to £10,842 for the year 2011/12.
              2. Individual Roles for Parish Councillors was discussed and more thought and ideas on the matter will be given to this during the next month and will be on February’s agenda.  Who attends the various other meetings we are expected or invited to be present at will also come into this discussion.
              3. Planning changes – a letter to CBC to show our disapproval of the changes without our being consulted will be written.
              4. Our planning comments process – needs tightening up as sometimes certain councillors are slow to respond and with the return date fast approaching it becomes difficult to put together a satisfactory reply.
              5. Salcott crossroads bus shelter alterations – we have two quotations for this work and an offer of some free timber but unless a grant that has been applied for is forthcoming it is felt that this work is too expensive in these times of cutting back.  Phil proposed, Charles seconded and all agreed that if the grant is obtained soon we should accept the cheaper quote and give the go ahead immediately, for fear of losing the offer of free timber.  If not it will be discussed again at the next meeting.

                          Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm.on Tuesday 14th December 2010.

                          Present: Jane Banks, Les Lapwood, Netty Knill Jones, Jinny Gale, Phil Gladwin, Charles Dymond, Nicky Ellis and 3 members of the public

                          Minutes of the last meeting were agreed by all and signed by the chairman

                          Borough Councillor: Salt bins are not being filled as a matter of course as this could prove very costly as people are more often using too much. A very small amount is needed to make a surface not slippery.  Keeping the main highways open is ECC Highways first priority.

                          The lighting on a property in Peldon is being looked into as it has caused concern from other residents.

                          Public – Have Your Say – A booklet from the Environment Agency explains that any work on the Salcott creek banks must be approved by the Environment Agency before being carried out. Those who carry out unauthorised work will be prosecuted. This booklet will be obtained and delivered to the properties that back on to the creek for their guidance.  As flooding is such an issue in Salcott this is a very important matter.

                          Protruding hedges onto the highway is also an issue in Salcott Street. Certain residents will be written to requesting that they trim their hedges and tree branches back from over the road.

                          Declarations of Interest – None

                          1. Bus stop at Malting Road, Peldon – the request to move this stop just a few yards along the road for all round convenience was agreed by all.  ECC Highways have no problem with this and will inform First Bus Company for us.  Paving slabs will be laid at the new position, incurring the only cost and notices will be displayed to inform passengers.
                          2. RCCE course – Influencing Decisions in Your Local Area – was attended. The ideas have been suggested before and it is felt that taking on council work would only lead to dissatisfaction by all.
                          3. 2011 Emergency Planning event – a simulated training event as opposed to the usual meeting form was the chosen option and the date that suits most will be forwarded to CBC shortly.
                          4. Minerals Development Document Preferred Approach – Public Consultation – notices will be displayed but it was considered that attendance by the parish council was unnecessary.
                          5. Sustainable Communities Act – no action by us was thought necessary.
                          6. Precept/Grant – we have confirmation now that the grant part of the council tax we receive from CBC will be halved next year, therefore it is likely that we will  need to put up the parish precept part to compensate for this or we will be in a poor position to carry out our normal duties expected of us such as grass cutting, maintaining the play areas, trimming hedges, etc. The decision will be made at the next meeting giving the councillors more time to consider this important issue.
                          7. Water for Peldon Church – the land in question for fencing off and laying pipe work does not belong to the parish council therefore we will response in that vain leaving it entirely up to the PCC.
                          8. Parish Online and Planning on the Map – have good points and not so good points. Efficiency of Broadband in our homes plays a major part as to the ease of use of Parish Online which is mostly about detailed maps of a chosen area.  This will be looked into further before we make any decisions about signing up for it.
                          9. Essex Police – the future of NAPs meetings – one or other of us will attend these meetings in the future as they are now being held in the evenings and at various village halls to try and accommodate everyone. Forthcoming meeting dates will be circulated.
                          10. Reservoir Community Fund Application – the online application form and the system dealing with the applications has been poor but our application is now being processed.
                            Reservoir expansion work on the causeway has been delayed due to the weather and has now been postponed until after Christmas.  More of the footpath from the Layer Fox to the Church has been completed.
                          11. Refuse collections, gritting, salt boxes – the salt box we adopted to be situated at the turning point in Salcott Street has been delivered but is now empty.  See above in Borough Councillors’ section.  Refuse collection has not been disrupted due to the weather so far.
                          12. Parish Council Chairmanship – Phil proposed, Nicky seconded and all agreed for Jinny to be chairman for another year which will be noted in our constitution at our annual meeting as this is a slight change from our normal order.
                          13. Playgrounds – the monthly inspection reports and works required will be dealt with and followed up by appointed parish councillors to ensure that we are following the insurance company’s guidelines.
                          14. Painting of Salcott play equipment – on establishing that the correct paint will be used and at least two coats Phil proposed, Nicky seconded and all agreed for us to accept the cheaper quote for painting Salcott play equipment.

                          Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon Village Hall at 7.30pm on Tuesday 9th November 2010.

                          Present: Les Lapwood, Jane Banks, Jinny Gale, Phil Gladwin, Nettie Knill Jones, Nicky Ellis, Charles Dymond, Lynne Simmons, John Walker and 3 members of the public

                          Minutes of the last meeting were agreed by all and signed by the chairman

                          Borough Councillors: Some pipe work and jetting has been carried out in Salcott to help with the flooding problem which will be carefully monitored before any further meetings on this matter are organised.

                          Bellwood is in the process of being sold.

                          Police Report: There had been an attempted theft of an old tractor in Great Wigborough.  More speed checks will be carried out in Great Wigborough and Peldon.  In recent times there has been an overall reduction in crime in this area.

                          Public – Have Your Say: Congratulations were expressed to the successful organisation of the fireworks event and in dealing with the wind problem during the evening.

                          Declarations of Interest: None

                          1. Door to door deliveries – a list of the furthest out houses in Peldon will be compiled so that none are omitted next time we carry out a delivery.
                          2. Chairmanship – the order in which we appoint a chairman may change slightly as we have several new parish councillors who would not wish to take on this task so soon.  A decision of the order for the next few years will be made next month.
                          3. The Way We Work – with regard to the matter of certain parish councillors taking on certain roles more ideas and discussions are needed and a draft will be circulated for consideration at January’s meeting.
                          4. Meetings attended – Village Shop & Pub Day was interesting and informative but probably quite difficult to implement here. The Clerks’ Forum was also interesting with presentations from Census 2011, Digital Strategy for Colchester and Chief Superintendent for the Police on necessary closure of Police premises in preference to cutting down on manpower due to a reduction in funding.
                          5. Parish Online pilot scheme – two parish councils out of a possible seven that have applied will be chosen for this pilot scheme and we should hear soon if we are one of them.
                          6. Reservoir Community Fund website application is being completed subject to a couple of problems that need sorting out with the online application form.
                          7. Revenue Grant reduction – the final decision of the cuts being made and how much we will receive will be decided in the next few weeks. A ‘to date’ finance report will be circulated for an informed discussion at the next meeting.
                          8. New Executive Arrangements Consultation – we will reply that our majority vote was for Option One: Leader and Cabinet in preference to Option Two: Directly Elected Mayor and Cabinet.
                          9. Flooding enquiry from Nick Humfrey – Environment, Sustainability and Highways are appointing a new employee whose job it will be to try and sort out rainfall flooding problems in the area.
                          10. Parking in Salcott has been reported to the police who will investigate in due course and this will be followed up.
                          11. Abandoned car in Wigborough Village Hall car park for the third time has been reported and removed.
                          12. Peldon Hall Farm – crop spraying that left a deposit on the road and on cars was also detrimental to health. It would seem that a contractor had carried out this work for the farmer who was the landowner.  A resident of Lodge Lane has written to the Environment Health Agency.  Parish Councillors have and will further liaise with residents for us to follow up if required.
                          13. Playgrounds – inspection and maintenance reports returned. All quotations for painting Salcott equipment have yet to be received.
                          14. Bus shelter at Salcott crossroads – all quotations for alterations yet to be received.
                          15. Youth sports equipment – was discussed again and as before it was agreed that this would not be used sufficiently to warrant spending funds on it.
                          16. Sparklers evening report – this was a very successful event but not without problems due to the change of wind during the evening. Debris from the bonfire and fireworks blew over the crowd but was dealt with immediately by putting out part of the bonfire and delaying the display briefly whilst moving the fireworks back.  St John’s Ambulance treated several for minor eye irritations. They are always in attendance and this is the first time their services have been called upon. The safety procedures that have always been in place were tried and tested this year and proved successful.
