PAWS June – Propagation Masterclass

Propagation Masterclass

39 members and 1 visitor attended our June meeting when Chris South came along to give us a talk and demonstration on “Masterclass in Propagation”.

Chris tutors at Elmstead Market and was very knowledgeable and passionate about horticulture. She showed us the best way to sow seeds (most of us sow too many) and a number of cuttings. She also showed us how it was possible to take several cuttings from one leaf of a houseplant. Even the most avid gardener amongst us felt that we learnt a great deal and I’m sure lots of people will now be trying out her ideas.

Mad Hatter’s Tea Party

Our next meeting is on 28th July and is our annual social night. This year’s theme is “Mad Hatters Tea Party”.  This is an opportunity for those of you who wish to dress as your favourite character from ‘Alice in Wonderland’ or ‘Alice Through the Looking Glass’ or please just come and enjoy the evening. There will be Themed Goodies to eat and Drink, Quizzes and of course a Raffle appropriate to the occasion. Have you considered making a ”Mad Hat” to wear to the Party – there’s a thought……………..

Cost to non-members is £5.00 and we would appreciate knowing in advance to assist with catering. Contact numbers are below.

Essex Police & DogLost

Essex Police & DogLost

Essex Police, in collaboration with DogLost are running a campaign to help reunite dogs with their owners however, preventing their loss in the first place is a better outcome all around and so they also offer the following advice:

  • Don’t tie your dog up outside a shop.
  • Don’t leave your dog alone in the car.
  • Make sure your dog has been micro chipped (from April 2016, your dog MUST be chipped).
  • Your dog should always wear a collar and ID tag with your name and address on it.  Avoid putting your dogs name on the disc.
  • Take clear photographs of your dog from various angles, and update them regularly.  Make a note of any distinguishing features.
  • Vary your times of walks and routes; some dogs are actually targeted and snatched during walks.
  • Fit a bell to your garden gate so you hear if anyone opens it.
  • Keep your dog in view in the garden, don’t leave them unsupervised.

If the worst happens and you have a lost or stolen dog:

  • Report stolen dogs to the police as soon as possible by calling 101.
  • Register your lost or stolen dog free of charge with www.doglost.co.uk or call 0844 800 3220 and access their help page for advice.
  • Contact your local dog warden.

NHS Consults on Restricting Services

ne-essex-ccgClinicians want to hear local views on plans to restrict services

Clinicians at North East Essex CCG are seeking local people’s views on their plans to restrict IVF services in the future – and they are inviting everyone to give their feedback.  Under the plans, they are proposing restrictions to the current IVF service as it does not provide sufficient benefit to the overall health economy.

Certain groups of patients would still be able to access IVF: for instance, those patients who are undergoing medical treatment that would leave them infertile.

They also propose that couples experiencing difficulties in conceiving could still seek medical advice through their GP in the first instance.

Dr Hasan Chowhan, Clinical Director at the North East Essex CCG, said:

We recognise that infertility is a very difficult issue for those affected by it and we have not taken this proposal lightly or without engagement with other clinical professionals.  We fully intend to review this decision in the near future.

Between 2013/14, the CCG paid for 107 fertility procedures which amounted to £386k – the equivalent of:

  • 25 drug treatment courses available for breast cancer;
  • 15 community nurses;
  • 104 hip replacements;
  • 108 patients being admitted to an acute stroke unit at Colchester General Hospital.

Samantha Hepplewhite, Acting Chief Officer at the North East Essex CCG, said:

We have managed to achieve around £35m savings over recent years.  However this challenge will continue as we need to find a further £14m savings each year for the next four years.

We have a requirement to stay within budget and if we do not implement these decisions and further proposals then we would have to select other services to restrict.  Current local demands for healthcare services are costing more money than is currently available.

In addition, the CCG is also intending to restrict the following services:

  • Any Qualified Provider – Spinal Service – The CCG would control activity and expenditure for manual therapy and spinal services, ahead of these services moving to the lead provider arrangement in April 2016.
  • Clinical Priorities Policy – The purpose of this policy is to provide a mechanism for deciding whether referral of an individual patient for a specific assessment and treatment should be funded, based on clinical effectiveness. We are reviewing this policy to bring it in line with other NHS commissioners.
  • Continuing Healthcare – We believe that new patients requiring NHS continuing healthcare care at home, should be entitled to up to 10% above what it would cost for the same care in a residential or nursing home setting.
  • Gluten free – The CCG is restricting the prescribing of gluten free foods to young people, pregnant women and breastfeeding mothers and stopping prescribing these products altogether to all other adults.  These products are now available in shops and there is a variety of alternatives widely available.
  • Threshold for elective procedures – All patients being referred for non-urgent elective surgery and who are smokers should be referred to smoking cessation services at the initial referral/assessment/appointment.  Meanwhile, overweight and obese patients should be strongly encouraged to lose weight before their operation.  Failure to attend smoking cessation or weight loss programmes may have an impact on whether individuals could undergo their procedure.
  • Vasectomy and female sterilisation – The community vasectomy and female sterilisation services are being reviewed by the CCG as these services have no or limited clinical value – rather they are considered as one of many forms of contraception.  Both vasectomy and female sterilisation will however be available in cases of complex health needs.

Interest in Neighbourhood Watch?

Given some unhappy recent experiences it has been suggested that it might be worth considering formally setting up Neighbourhood Watch schemes in our Villages.

Neighbourhood & Home Watch is a voluntary network of schemes where neighbours come together, along with the police and local partners, to build safe and friendly communities.

The aim of the Neighbourhood Watch and Home Watch movement is to bring neighbours together to create strong, friendly, active communities where crime and anti-social behaviour are less likely to happen.

If enough people are interested we will organise a meeting with a Neighbourhood Watch expert to explore what is involved and what our next steps should be.

Speedwatch

The Parish Council would like to encourage volunteers to come forward to help operate a  Speedwatch service. 

This involves occasional operation by the roadside of an electronic piece of kit to note the speeds being clocked up by vehicles on our roads.

The object is to remind drivers that there are speed limits and that they should be obeying them although there is an escalation process above the volunteer level which takes a stronger line with serious and/or repeat offenders.

Speedwatch volunteers operate in pairs and full training is given by the Police. Some villages arrange swaps so that you don’t end up recording the speeds of your immediate neighbours.

Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough at 7.30pm on Tuesday 9th June 2015

Present: Netty Knill-Jones, Liz Davidson, Nicky Ellis, Bob Holmes, Lynne Simmons, Phil Gladwin, John Walker, Andrew Ellis, Kevin Bentley and 3 members of the public

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Wardens Report: none given

Borough Councillors: The Local Plan Panel meeting was discussed it was explained that the call for sites is now closed and 224 have been put forward across the borough of Colchester. Some of these are in our villages. CBC will now sift through all of these sites and assess their suitability for development against a strict set of criteria. The likelihood is that many will fall by the wayside during this initial assessment stage. Those that are found to be potentially suitable will then be included in the next round of public consultation in January 2016, at which point members of the public will have an opportunity to give their opinions as to whether they agree or disagree with CBC’s initial findings.

The possibility of a Solar Park on land in the Maldon District near to Salcott and Great Wigborough had been noted but no application has been submitted as yet. We will contact Maldon District Council to request that we are on the consultation list.

The Borough Councillors have the small funding pot reinstated this year for all their parish councils to request for suitable projects. Resurfacing Moss Hay footpath is one such possible project for Peldon and ideas for Salcott, Virley and Wigs will be discussed.

County Councillor: Budget amendments have taken place to address the shortfall but certain services such as adult social care and children’s services will not be affected. The Essex Superfast Broadband scheme is ahead of schedule and it is planned for 98% of the county to be connected by 2019.

Outstanding road signs are still being constantly chased up for reinstatement.

The Abberton Reservoir Fund is all but allocated or spent but progress reports will be requested on any outstanding amounts allocated but not yet spent. We will write to the water company to express our congratulations on the very successful and brilliant project.

The Local Highways Panel has given the go-ahead for the modifications to the brick built bus shelter in Peldon which will be carried out in due course.

Public-Have Your Say: Item 4 was brought forward for a lengthy discussion. It was said that there were continuing offenders of speeding through Peldon and it was noted that this also occurs through Great Wigborough. The parish council would appreciate motorists taking note of the speed limit when driving through our villages.

1.   Playgrounds and Playing Fields: Signage for the new equipment has been installed and other matters are being addressed. Phil proposed John seconded and all agreed to ask Terry to trim back hedges both at the top part of Moss Hay footpath and roadside at Salcott meadow. Quotes will be sought for resurfacing Moss Hay footpath.

2.   Emergency Plan: Postponed to next month.

3.   Standing Orders: Postponed to next month.

4.   Operation of Speed Watch: The parish council would like to request for more people to carry out training to operate the speed watch gun, if anyone is interested please contact the clerk on 01206 735367 or [email protected], there will also be an article on the website and the parish council emailing service. A Police representative will be invited to the next or a future meeting to advise and discuss the operational technics and the main purpose of the scheme.  

5.   Neighbourhood Watch Schemes: The parish council also requests for any interested parties for this to be operational in one or all of our villages (contact clerk details as above) and following sufficient interest a meeting with a knowledgeable representative will be organized. 

6.   Donations to Churches: Phil proposed, John seconded and all agreed to donate £200 as usual to each of the 4 churches in our villages for the churchyards upkeep.

7.   Abberton Reservoir Rights of Way – Negotiations are still taking place for some of the permissive bridleways but all walks are now officially open. Hazel screening has been installed at passing places in School Lane to deter bird watchers filling up the lay-bys.

Essex Police Challenge – 9th June

Do you want to challenge the Chief Constable of  Essex Police (Stephen Kavanagh) or the Police & Crime Commissioner for Essex (Nick Alston) about their performance?  Unfortunately we seem to have missed a more local opportunity (March 2015 in Witham) but the next Essex Police Challenge event will take place at Epping Forest College on June 9th, and residents are welcome to turn up and ask their question in person or submit a question by email.  

The event will give residents the chance to raise their concerns and questions about crime and policing in Essex. Essex Police’s Chief Constable Stephen Kavanagh will give an update on the performance of the force, whilst the subjects of the night-time economy in the Epping Forest district, travelling criminality, and the new police IT system Athena will also be discussed.

The event – which has taken place across the county – was devised by Nick Alston, Police and Crime Commissioner for Essex and forms a key part of his work to scrutinise the force and hold the Chief Constable to account. It also gives members of the public a unique and valuable opportunity to have their questions answered by both the Chief Constable and PCC.  Mr Alston said:

People still have time to submit their questions ahead of the event as well as joining us on the evening to see scrutiny and democracy in local policing in action.

The Essex Police Challenge takes place on Tuesday June 9 from 7.30pm at Epping Forest College in Borders Lane, Loughton, IG10 3SA. Seawall Repairs at Tolleshunt D’Arcy

The Envionment Agency have advised that during a routine survey they have identified a section of sea wall that is in poor condition and requires repair.  This work will be taking place over the next few weeks (weather permitting).  The following are extracted from their factsheet.

the steel piled defence wall at the end of Old Hall
Lane, Old Hall Farm.

The Agency will be carrying out repair works to approximately 20m of clay seawall adjacent to the steel piled defence wall at the end of Old Hall Lane, Old Hall Farm.

What will we be doing?

The existing clay embankment has eroded and slipped reducing the current standard of flood protection it provides to the local area. We will re-profile the clay seawall back to the correct height and install Gabion basket scour protection to the seaward face of the seawall. The rock filled Gabion’s will provide toe and anchor support to the seawall preventing further erosion and slippage. Gabions also provide a useful refuge for many types of wildlife. To complete these works safely and efficiently, it will be necessary to use some machinery both on the site and to access the site. We appreciate that this may be unsightly and we will work hard to ensure that disruption is kept to a minimum.

Why are we doing the work?

This important work is being delivered to help safeguard people, property and arable land in the local area of Tolleshunt D’Arcy.
