People in Colchester and Tendring who get funding from the NHS for their continuing healthcare will now have a greater say in how that money is spent.

From tomorrow (1 April 2014), everyone eligible for on-going treatment and support for a complex medical condition has the right to ask for a personal health budget. That includes the option of asking for direct payments to be made to them, or to someone who looks after them.  Then, with the help of local NHS professionals in putting together an individual care plan, each person can choose how to use their allocated budget for a tailored package of health services.

Each patient will be able to get a range of help that is appropriate to them and their condition – such as clinical treatments, therapies, personal care and equipment – from NHS, private and voluntary sector providers.  Or the personal healthcare budget can carry on funding the healthcare and support that is already working well for them, if they don’t want to make changes.

“Personal budgets are not entirely new. Some people already have the benefit of direct payments for social care, and continuing healthcare is the right place to start with personal health budgets. It is one of the few areas where the NHS commissions healthcare person-by-person,” said Lisa Llewellyn, Director of Nursing and Clinical Quality at NE Essex CCG. “We have learned from pilots across the UK that personal health budgets give patients greater involvement in planning their care, and greater choice, flexibility and control. So they can then buy services they know will best improve their health and wellbeing, and that are right for them and their families.”

NHS organisations in Essex are working in partnership with ecdp, an organisation run by and for disabled people, to help introduce the new approach. edcp has a pioneering track record in supporting disabled people at local, regional and national levels and has worked with a number of local authorities to help people to manage direct payments.

Mike Adams, chief executive of ecdp, said: “Along with the NHS, we recognise that the individual is the expert in how a health condition affects his or her life. Personal health budgets offer the opportunity for people to work in partnership with the NHS on how their health needs can best be met. Many people have said that being fully involved in discussions and decisions with their healthcare professionals is the right thing and will make them more positive about the care and support they receive, and better in control of their quality of life. The benefits seemed to be felt more strongly by people with the highest health needs.

Mike added: “You can manage the care and support you choose in different ways, ranging from doing this yourself through to getting help from another person, or from an organisation like ecdp to implement what’s in your care plan on your behalf.  You can review and update your choices with your local NHS team when you need to, for example if your health changes or something in your plan isn’t working for you. You can also continue to receive the support in the same way as now if that is your preference.”

People who want to consider whether a personal health budget might be right for them should speak to their healthcare professionals – GP or practice nurse, district nurse or a member of their Continuing Care Team.     Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon Village Hall at 7.30pm on Tuesday 11th March 2014

    Present: Andy Beharrell, John Walker, Jinny Gale, Charles Dymond (chair), Phil Gladwin, Lynne Simmons, Netty Knill-Jones, Andrew Ellis, Beverley McClean (CBC Coast and Countryside Planner), 1 Police Officer and 4 members of the public

    Minutes of the last meeting were agreed by all and signed by the chairman

    Police Report: There had been a burglary in Great Wigborough, several different types of incidents have occurred in all our villages, sheds and outbuildings continue to be targeted for theft in the area and churches are also being targeted for theft and damage.  Speed Watch has operated a couple of times in Peldon. Inappropriate parking at the corner of Mill Lane and The Street at Salcott was reported and will be forwarded to Tiptree Police for investigation.

    Borough Councillor: More consultations need to be carried out with various bodies before the proposed Solar Park application can even be submitted and we will be notified of any further developments or meetings with regard to this.

    The houses being built on the old garage site in Peldon are not as people would have anticipated because the street scene that was submitted with the application was not drawn to scale and therefore misleading. The site has been checked by CBC Enforcement Dept. and the houses are being built to the correct measurements as per permission granted.  However, the builder has been instructed to make some other adjustments to comply with the plans.

    In future any S106 monies arising from house building will need to be specifically allocated before the developers are requested to pay.

    A suggestion for altering the signage at Salcott crossroads was given to correct the recently installed sign and to help reduce the number of signs as there are several there.

    Public-Have Your Say: A resident from Abbots Wick Lane in Great Wigborough expressed further her disapproval of the proposed Solar Park stressing the potential upset, it would cause to wildlife in general and particularly to local bird life.  Her comments were noted for any future developments on this matter.

    Some of the hedges along the roadside on Colchester Road from Salcott crossroads to the Kings Head are overgrown and damaging to farm vehicles and therefore need trimming back. Land owners will be contacted requested this action.

    It was noted that a land owner in Salcott has dug out a trench in a field entrance as requested in a bid to relieve flooding in the area and other home owners in the vicinity have been requested again to dig out their ditches. The Environment Agency has visited Salcott to assess any visible problems for themselves. We will write to them with a suggestion to help alleviate possible problems from high tides combined with water run-off.

    A statement was read out from the Wigboroughs Village Hall Management Committee which will be entered in full in the April edition of the Peldon and Wigboroughs Parish News magazine.

    Declarations of Interest – None

    1.   Neighbourhood Planning – Beverley McClean explained in detail when there is the need for a Neighbourhood Plan; this is often when the District or Borough Council does not have a Local Plan which Colchester does and also when housing developments are desired which our surveys proved they are not. It was therefore felt that our Village Design Statement and Parish Plan is sufficient for us at this time. CBC are just about to begin the process of compiling a new Local Plan and a Marine Plan will follow.  

    2.   Broadband event in Peldon Village Hall went well and many signed up and more recorded an interest in signing up in the near future.

    3.   Playgrounds and Playing Fields are in good order and Cory Environmental Trust has sent the signed grant contract so Wicksteed will be contacted to arrange a date for installing the new equipment.

    4.   Salcott Telephone Box – Phil proposed, Charles seconded and all agreed for Terry to make, paint and fit a new door frame, following the vandalism, for £250.  S106 monies will be investigated for the cost of possibly lighting this box and the corner in general with a solar powered lamp which would be quite expensive.

    5.   Abberton Reservoir Community Fund – applications have been submitted again from Abberton Cricket Club and Great Wigborough Church car park plus a new one from Abberton Church for improvements to the car park which the parish council is in favour of. The parish council therefore gives Phil a mandate to vote as he sees fit with the documentation produced but adding that new signage could be placed in order to avoid parking in other unsuitable places.

    6.   Our Emergency Plan has been looked at for possible updates and additions and this will be completed in due course.

    7.   Actions and Reminders List updated and Peldon planting volunteer group will be contacted to discuss ECC’s reply with regard to a Licence to Plant.

    Progress with the Wigboroughs’ Village Hall

    Thank you to everyone who returned the recent questionnaire. We distributed 200 and received 100 completed ones in return. This may be a record! There was a clear mandate for progressing two projects – the Church Nave and Peldon Village Hall and these two received almost equal support.

    The committee will now start the detailed work for both of these projects to see how/whether either or both of them can be carried forward in a financially sound manner, how they can best provide appropriate benefits for the Wigboroughs and also give adequate protection for the Wigboroughs legacy going forward.

    The other two projects, Donated Land and Investment will now be dropped. Our thanks go to Carol and Colin Wyatt for their generous offer of land donation.

    The full record of the returns, omitting personal details, will be on display at the Annual General Meeting in June.

    What’s coming up in the Wigboroughs?

    There are a range of commuity and social events coming up in the Wigboroughs this year with both the Friends and Parochial Church Council getting involved.

    Sunday 23rd March – approx. 10:30am

    The AGM of the Parochial Church Council is being held at St Stephen’s Church, Gt. Wigborough starting after the morning service, so at approx 10.30 a.m.

    Thursday 24th April – 7:30pm

    Friends of the Wigboroughs AGM followed by Thai dinner at St. Stephen’s Church, Great Wigborough.  The Friends are particularly looking for ideas on how to strengthen the Rural Community.  Dinner for non-members is £5, for more information, or to book, please contact Melanie Newton – [email protected] or call 736118.

    Weekend 16th – 18th May

    To celebrate the Centenary of the Diocese of Chelmsford, the PCC are running a ‘Wigborough Making Connections’ weekend:

    • Friday evening, 16th May, ‘Meet your neighbours’ social event with wine and nibbles;
    • Saturday afternoon, 17th May, ‘Puppets come to Tea’ family event for all ages;
    • Sunday afternoon, 18th May, Informal Café-style service, with faith stories from many of our local ministers.

    With the centenary year of the start of the Great War coming close to its conclusion the Friends are hosting a WW1 themed quiz to be held in St. Stephen’s Church – quizmasters Mick & Alison Biegel.

    PAWS February – Lakes & Beatrix

    Forty-seven members and five visitors enjoyed the speaker at our meeting in February.  Dudley Chignall, through his extensive library of photographic slides of the Lake District, showed us all his favourite walks as he is an intrepid fell walker, the Lakes being his favourite area.  He showed us where Beatrix Potter had sketched different views and houses that were later used as illustrations in her famous books.

    He was also very learned about Beatrix herself, telling us that it took 10 years to get her first book published, the first one she actually paid for herself.  She had spent a lot of her holidays in the Lake District having visited it first when she was 16.  In 1905 she bought Hill Top Farm and had it renovated.  She married the local solicitor, William Heels in 1913 when she was 47.  During her lifetime she bought 15 farms and over 4,000 acres of land which she left to the National Trust.  In accordance with her wishes, Hill Top Farm has been kept exactly as it was and receives thousands of visitors a year.  It was another fascinating talk with fantastic photography.  

    PAWS next get together is on 25th March and is actually the A.G.M., therefore it is a closed meeting.  Currently membership is full but visitors are very welcome at any other meeting at the cost of £3.50 which includes refreshments.

    Attended Freighter for Household Items

    Colchester Borough CouncilColchester Borough Council have advised that they will collect household items from a number of locations throughout 2014 as part of the Attended Freighter Service.  For Winstred Hundred the Freighter will be situated in the Plough car park, Peldon between 08:00 – 09:15 on 12th April, 7th June & 2nd August; for other locations click the link – http://www.colchester.gov.uk/freighterschedule.

    You can use this service to dispose of small loads of household items which are not  collected as part of your regular kerbside collection. Please don’t use this service to dispose of items which can be recycled, although you can bring garden waste separately which will be composted.

    Please note that the attendants will not accept any of the following items:

    • large loads, fridges, freezers or other electrical goods – these items can be collected as part of the Special Collection Service or taken to your local tip,
    • hazardous waste such as asbestos, batteries, liquids or gas bottles – for information on how to dispose of your hazardous items, please click here,
    • commercial refuse – the Council operates a trade recycling and rubbish collection service, details of which can be found here.

    The Wigboroughs Village Hall Management Committee

    At the Annual General Meeting in 2012 the community agreed in principle that the site of the old Village Hall in School Lane should be sold.  The Committee is in the process of registering the land and has lodged an outline planning application for two three-bedroomed houses on the site.

    The residents of the Wigboroughs and the Charity Commission both have to give final approval before the sale can take place.

    The outline planning application can be seen on the Colchester Borough Council website www.colchester.gov.uk.  The application number is 132631.

    It should be noted that a new owner of the land may seek to vary any approved outline planning application and that the Management Committee will then have no control over any changes which CBC may agree.

    Essex Wildlife Trust Events

    As well as protecting wildlife for the future and for the people of Essex to enjoy at numerous Nature Reserves throughout Essex, Essex Wildlife Trust also run many events each year, some for fun and some for the benefit of all.  Some of those upcoming are taking pace at the Abberton Reservoir Nature Reserve & Visitor Centre and include:
