44 members attended PAWS AGM on 28th March. The formal part of the evening was dealt with first with Jackie Manning reading out her President’s Report for the year followed by the Treasurer’s Report by Jane Anderson. The current committee were re-confirmed for the current year with Lorraine Davies being confirmed as President and Caroline Wilson as her Vice.

Fashion Show

The AGM was then followed by a Fashion Show provided by Lisa Merrett from Alaric Fashions. Models for the night were (from left to right in the photo), Alex Henderson, Janet Sheehan, Vivienne Ohmke, Jackie Manning and Bry Mogridge, who all did an amazing job.  After the show members had the opportunity to browse and buy.

Lorraine ended the evening by presenting Jackie with a bouquet of flowers and thanking her for all her hard work and said she was looking forward to the forthcoming year.

PAWS next get together is on 25th April when Lucy Allen will talk about “A Stuntwoman’s Life”.  Membership is currently full but visitors are very welcome at a cost of £5.00 which includes refreshments.

At our last Meeting on 28th February, 39 members plus 5 visitors came along to hear Alan Bourne give us the History of Perrywood Garden Centre.

Perrywood is an independent, family-owned garden centre and nursery run by Alan, Karin and their children Simon & Hannah in Essex. We work hard to produce and source quality plants and products for your home and garden. Whether you are a plant enthusiast or want a day out with the family we have the products, customer service and facilities you are looking for. Our large covered areas allow you to visit whatever the weather, and you can enjoy a home cooked meal or cream tea in our light, bright modern coffee shop. Our 10 acre site is surrounded by beautiful countryside, backing onto woodland and views over the Kelvedon valley.

Named after local wood

Perry Wood is next to the site and lent its name to the business back in the 50’s when Alan Bourne’s parents, Mary and Les, bought the land and called it Perrywood Nurseries. They started out growing potatoes and pick-your-own strawberries.

After working for Colchester parks department, and seeing the supermarkets begin to take over the strawberry market, son Alan Bourne started to grow plants to sell from the front of the property and took over the business with his wife Karin in 1984.

Over the next 30 years they gradually grew the site into an award-winning garden centre.  It now attracts customers from all over Essex and further afield. Two of Alan and Karin’s children – Simon and Hannah – now help run the business.

A truly interesting and informative evening and we hope to follow this up with a visit and tea.

Our next get together is on 28th March and is our AGM and therefore a closed meeting. Members will also be treated to a Fashion Show with the opportunity to browse and purchase should they so wish.

WIGBOROUGHS VILLAGE HALL MANAGEMENT COMMITTEE

Annual General Meeting, Tuesday 29th November 2016.

The single resolution put to the residents of Great and Little Wigborough was:

That the site in School Lane should be sold and the net proceeds split equally between two initiatives

  • the enhancement of the nave of Great Wigborough Church to make it more suitable for use as a community venue
  • supporting the re-development of Peldon Village Hall to create a co-owned and shared community centre to be known as the Peldon and Wigboroughs Community Centre.

The resolution was carried by 60 votes in favour and 22 against, the totals including 37 postal votes.

New trustees were elected and the committee now consists of three appointed trustees (Jinny Gale, Phil Gladwin and Sam Norton) and four elected trustees (Steve Copeland, Marion Houlding, John Hutchinson and Melanie Newton).

At a subsequent trustees meeting Jinny was elected as Chairman, Melanie as Secretary and Steve as Treasurer.

The result is binding upon the committee who will now proceed to implement it as quickly as they can.

Five Parishes AGM

The AGM of the Five Parishes Show Committee will take place at 19:30 in Peldon Village Hall on Tuesday 2nd February 2016.

All are welcome.  Why not come along and hear what happened during 2015 when we had, by common opinion, one of our best shows ever.  Use the chance to ask questions, make suggestions and maybe even volunteer to get involved.

Wigs Village Hall Delayed AGM

Date of Annual General Meeting

Our Governing Document states that:

 …. if in any year an AGM shall not be convened and held in the month of June the AGM for that year shall be held as soon as practicable after the month of June.

Since the previous AGM in November 2014 the committee has struggled with agreeing a recommended way forward for what has become a very challenging problem.

Given the schisms in both the community and the committee we sought help from the Charity Commission in the good management of the Charity and advice from a lawyer who specialises in Charity Commission work.

The lawyer stated that the Charity has been in breach of its objectives since the hall first became unusable over 20 years ago because the trustees have not managed the hall for residents to use nor provided the alternative benefits which the Governing Document allows for.  He therefore advised that selling the land to enable the release of alternative benefits was a priority task to comply with the objectives of the Charity.  Further that if residents did not agree to sell the land the Charity would effectively become  ungovernable because the trustees would be unable to take action to correct the breach of duty.  In that case the Charity Commission would advise on what action should be taken.

We are currently seeking further help from the Charity Commission and the lawyer.

The committee and the community have suffered from ill-founded rumour in the past and the trustees want to be sure that any information given is both correct and legal.

We feel that although this is delaying the AGM it is in the best interests of the Charity to resolve the outstanding issues before moving forward.

Zone Warden Report: Dog fouling and litter culprits are constantly being targeted and prosecuted whenever possible and fines of £200 and £370 have been given out recently.

Chairman’s report: Thanks were given to everyone who has served on, worked for or helped the parish council in any way. The new play equipment, for which we obtained grants from Cory Environmental Trust and S106 monies from recently built houses at Peldon, has been installed at Moss Hay and is proving to be a success.  The broadband scheme has been another major part of the achievements during the year and continues to develop further. The parish council has continually reported on and dealt with various matters including highways defects, speeding, flooding issues and numerous planning applications. It has also kept the residents informed on matters of interest or concern and dealt with any queries or problems whenever it has been possible.

Financial Report: There was a very slight overspend this last financial year which will be adjusted this coming year. Several large amounts of money have passed through the books this year with the new play equipment and broadband project. Insurance, playgrounds and grass cutting continue to be a substantial part of our spending.  Thanks will be given to the internal auditor who stepped in at the last minute. See item 2 below and the Annual Return will be on the noticeboards and website for viewing when it has been formally confirmed.

Parish Council AGM

Phil proposed, Jinny seconded and all agreed for Lynne to continue as chairman.

Phil proposed, Lynne seconded and all agreed for Nicky to continue as vice-chairman. Phil proposed, Jinny seconded and all agreed for the clerk to continue as Financial and Responsible Officer.

Phil proposed, Bob seconded and all agreed to co-opt Liz Davidson on to the parish council for Peldon Ward who was duly welcomed by all.

Minutes of the last meeting were agreed by all and signed by the chairman

County Councillor: The Community Initiative Fund (CIF) is running for another year funding worthy projects. Drainage enforcement will take place where necessary. Sometimes it is necessary for road closures, which can be inconvenient but do ensure a better surface repair job is carried out. School transport is being reduced and some existing ones will cost more. The CBC Local Plan is still considering sites for new houses and some villages will probably have to take a few.

Borough Councillors: The new CBC warding boundaries will include Salcott and Virley and the Wigboroughs in Marks Tey and Layer Ward and Peldon will be in Mersea and Pyefleet Ward. The speeding survey strips will be installed at Lower Road, Peldon in due course. Another for Church Road was requested. As suggested we will invite a representative from the Casualty Reduction Team to a forthcoming parish council meeting.  Missing road signage will be chased up. The ECC Superfast Broadband Scheme is going well. The Abberton Reservoir Community Fund is all but allocated and updates on the projects of any unspent money will be requested.

Declarations of Interest: Bob and Liz for planning application 150665 for Peldon Village Hall.

1.   Playgrounds and Playing Fields – Liz very kindly offered to use farm machinery to pick up the majority of the rubber which will be taken to Salcott. The remainder spread on the footpath etc will be raked up and disposed of. Works ensuing from the Annual Inspection Report will be addressed shortly. The Community Group will be contacted to request hedge and ditch work 

2.   External Audit Return – Phil proposed, Jinny seconded and all agreed to accept the financial report for the last financial year 2014/15, to accept the Financial Regulations and Risk Assessment, to confirm and agree the Accounting Statements and the Annual Governance Statement was completed and signed as required.

3.   Abberton Reservoir Rights of Way – there are a couple of problematic sections which will continue to be worked on.

4.   Broadband – further residents have signed up for the scheme, there are occasional problems and Salcott will probably be linked up in September.

Owing to the poor service from the Police when a crime has been committed to properties in our villages the Parish Council would advise that first and foremost   report it to the Police on 101 for non-emergencies or 999 for emergency situations but then we would request that you give the details to the clerk on 01206 735367 or [email protected] for a list to be collated to enable us to  show how much crime is being committed in this area and how little is being done about it by the Police.

Local Community Action Panels (LCAPS) meetings where Police are in attendance are held periodically at West Mersea Town Council Offices in Melrose Road where opinions and problems can be voiced. The meeting dates and times are as follows:
