England Coast Path Comes to Winstred Hundred

Natural England has recently started to look at how access to the Essex coast can be improved as part of the England Coast Path Project.   This project will create a new long-distance trail that, once completed, will allow people to walk around the whole of the English coast.  Once complete, the England Coast Path will bring significant benefits to the coastal economy, providing a vital lifeline for local businesses such as shops, hotels and pubs.

Work has recently started to extend the path along the Essex coast from Burnham-on-Crouch to Manningtree and the project team are now in the process of talking to those who may be affected by the stretch between Salcott and Jaywick which, it is hoped, could be open by the summer of 2018.  There will be opportunities to attend a number of drop-in sessions and anybody interested in the project is invited to attend any of these events:

Present: Netty Knill-Jones, John Walker, Phil Gladwin, Lynne Simmons, Jinny Gale, Liz Davidson, Bob Holmes, Andrew Ellis, Kevin Bentley, Grahame Stehle (Neighbourhood Watch Colchester Coordinator) and 3 members of the public

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Wardens Report: None sent but they will follow up anything that they can deal with for us. They have replaced a broken bin lid at Salcott for which we are very grateful.

Borough Councillor:  A disturbing matter at Virley is being looked into. A planning application will be ‘called in’ to be presented before CBC Planning Committee.

County Councillor: The new ward boundaries will be published on 26th October and elections will take place next May for all Borough Councillors. An application has been submitted to the Local Highways Panel for speed rumble strips to be placed on all 3 roads in Peldon, Lower, Church and St Ives. It was suggested the parish council should reply to the consultation on new Policing expressing our dissatisfaction with certain elements of the new regime following severe cut backs.

Declarations of Interest: Liz Davidson for Item 6.

1.   Neighbourhood Watch – Grahame Stehle gave a very interesting and informative presentation explaining exactly what is involved. The parish council considered such schemes to be a good idea in our villages particularly with the recent local break-ins some have experienced. The next step is to find interested coordinators.

2.   Playgrounds and Playing Fields – Hedge trimming on Moss Hay has taken place and the loose rubber needs addressing when workforce is available. Quotes and funding for refurbishing the footpath are being sought. The Community Group will be contacted again for any suitable work that they can do for us.

3.   Environment Agency Offices – meeting re: Salcott Flooding and following report and subsequent emailing from various sources was discussed. Both Kevin and Andrew will take on certain matters to assist in obtaining some positive action to resolve this on-going problem. All residents are reminded that clearance of boundary ditches, roadside and creek side, are their responsibility and failure to do so can result in prosecution.

4.   S106 Monies and Borough Councillor Fund – new fencing for the Salcott playground will be explored, fitted or not of either wood or galvanized metal.

5.   Public Welcome Sheet – explaining what is requested of the public attending a meeting was decided to be a good idea that we will adopt.

6.   Abberton Reservoir Rights of Way –

Footpath from Peldon to Wigborough; all opportunities for land to be made available for this popular route have been researched (and are still being discussed) currently there is no immediate prospect for this route to go ahead but we agreed that it was still worth pursuing should an opportunity be presented.

The Parish Council are in favour of upgrading the Essex and Suffolk (ESW) permissive footpath between the top of Lodge Lane and the permissive bridleway adjacent to Pete Tye to permissive bridleway to help ensure safety of horses, riders and other road users. There will be expenditure on screening and drainage here that the Parish Council thought are very worthwhile.

The Parish Council agreed that the ESW permissive footpath (and in part cycle way) around the central section of the Reservoir should be  upgraded to allow disabled access but not to a bridleway and that the Rights of Way Committee should buy a four wheel drive electric wheelchair (to be kept and administered by the Wildlife Trust) for use there.

The Parish Council agreed to support the upgrading of the short section of ESW permissive footpath from near Billets Farm to near Gt. Wigborough Church to bridleway as long as issues at the B 1026 end of this regarding site splay and parking can be resolved to the satisfaction of Essex County Council (ECC) Highways.

Zone Wardens Report: none given

Borough Councillors: The Local Plan Panel meeting was discussed it was explained that the call for sites is now closed and 224 have been put forward across the borough of Colchester. Some of these are in our villages. CBC will now sift through all of these sites and assess their suitability for development against a strict set of criteria. The likelihood is that many will fall by the wayside during this initial assessment stage. Those that are found to be potentially suitable will then be included in the next round of public consultation in January 2016, at which point members of the public will have an opportunity to give their opinions as to whether they agree or disagree with CBC’s initial findings.

The possibility of a Solar Park on land in the Maldon District near to Salcott and Great Wigborough had been noted but no application has been submitted as yet. We will contact Maldon District Council to request that we are on the consultation list.

The Borough Councillors have the small funding pot reinstated this year for all their parish councils to request for suitable projects. Resurfacing Moss Hay footpath is one such possible project for Peldon and ideas for Salcott, Virley and Wigs will be discussed.

County Councillor: Budget amendments have taken place to address the shortfall but certain services such as adult social care and children’s services will not be affected. The Essex Superfast Broadband scheme is ahead of schedule and it is planned for 98% of the county to be connected by 2019.

Outstanding road signs are still being constantly chased up for reinstatement.

The Abberton Reservoir Fund is all but allocated or spent but progress reports will be requested on any outstanding amounts allocated but not yet spent. We will write to the water company to express our congratulations on the very successful and brilliant project.

The Local Highways Panel has given the go-ahead for the modifications to the brick built bus shelter in Peldon which will be carried out in due course.

Public-Have Your Say: Item 4 was brought forward for a lengthy discussion. It was said that there were continuing offenders of speeding through Peldon and it was noted that this also occurs through Great Wigborough. The parish council would appreciate motorists taking note of the speed limit when driving through our villages.

1.   Playgrounds and Playing Fields: Signage for the new equipment has been installed and other matters are being addressed. Phil proposed John seconded and all agreed to ask Terry to trim back hedges both at the top part of Moss Hay footpath and roadside at Salcott meadow. Quotes will be sought for resurfacing Moss Hay footpath.

2.   Emergency Plan: Postponed to next month.

3.   Standing Orders: Postponed to next month.

4.   Operation of Speed Watch: The parish council would like to request for more people to carry out training to operate the speed watch gun, if anyone is interested please contact the clerk on 01206 735367 or [email protected], there will also be an article on the website and the parish council emailing service. A Police representative will be invited to the next or a future meeting to advise and discuss the operational technics and the main purpose of the scheme.  

5.   Neighbourhood Watch Schemes: The parish council also requests for any interested parties for this to be operational in one or all of our villages (contact clerk details as above) and following sufficient interest a meeting with a knowledgeable representative will be organized. 

6.   Donations to Churches: Phil proposed, John seconded and all agreed to donate £200 as usual to each of the 4 churches in our villages for the churchyards upkeep.

7.   Abberton Reservoir Rights of Way – Negotiations are still taking place for some of the permissive bridleways but all walks are now officially open. Hazel screening has been installed at passing places in School Lane to deter bird watchers filling up the lay-bys.

Present: Charles Dymond (chair), John Walker, Jinny Gail, Phil Gladwin, Nicky Ellis, Rob Surface, Andrew Ellis, Robert Davidson and 3 members of the public

Minutes of the last meeting were agreed by all and signed by the chairman

Police Report – None received other than the weekly report for the whole of Colchester.  The CALC meeting was attended by this and many other disgruntled parish councils where there was a police representative to explain the reasons for withdrawal of attending parish council meetings which, they say, is mainly due to funding cuts and they informed of the new-format meetings held every 8 weeks in 5 various locations around Colchester for the public to attend and express their concerns. Attendance numbers to these meetings will be monitored to establish their worth.

Zone Wardens Reports – None received

Borough and County Councillors – The drain cover has been fixed and the ‘No Through Road’ sign is scheduled for repositioning both at Salcott crossroads, and the missing village sign approaching Salcott from D’Arcy has been identified at last and will be reinstated in due course.

A bad patch of repair work along Mersea Road in Peldon will be reported for improvements.  Other ditch and hedge matters in Peldon and a hedge in Great Wigborough were discussed and further action will be taken.

Certain enforcement issues in all the villages will be followed up.

Public-Have Your Say – Enquiries were made for any update on the investigation of speed reduction methods for Lower Road, Peldon which will be followed up.  The rubber strips for monitoring speed were suggested as a start to establish the severity of the problem.

1.   Playgrounds and Playing Fields – at Peldon the old bark is in the process of being removed for us by the Community Team in preparation for the rubber to be installed and the signs for the new equipment are being made. We have now taken delivery of new flat swing seats which will be fitted shortly; also further hedge and ditch work will be addressed. At Salcott the new baby swing seat has been fitted and the deteriorating condition of the basketball pad has been noted for probable repair work in the spring/summer. 

2.   Peldon Hall Houses Hedge – a site visit had taken place and more questions arose as to how this should be tackled so a site meeting will be arranged with Peldon councillors for possible solutions and residents will be invited to attend. 

3.   Peldon Bus Stops/Shelter/Curbs – a site meeting with ECC Passenger Transportation Officer had taken place and he took on board all our suggestions and requirements to make these bus stops more user-friendly and it is thought that funding will be available. A specification will be drawn up for improvements needed to the brick built shelter to put the work out for tender. Suggested lighting at the bus stops was not thought to be appropriate in this rural village.   

4.   Abberton Reservoir Rights of Way – a consultation event will take place in Peldon Village Hall on Wednesday 4th February 2015 for two drop-in sessions 4 – 6 pm and 7 – 9 pm for a short presentation, fill in a questionnaire and ask any questions, refreshments will be provided. 

5.   Broadband – Salcott launch event will now be in the spring as winter months are possibly not suitable for some residents.

6.   Actions and Reminders List – updated including that Salcott telephone box is now added to the parish council insurance policy for a replacement value of £2,000 at a cost of £21.78 per annum.
