Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 12th October 2010.

Present: Jane Banks, Charles Dymond, Les Lapwood, Jinny Gale, Phil Gladwin, Nettie, Knill Jones, John Walker, Lynne Simmons, Terry Sutton and 6 members of the public

Apologies for absence: Nicky Ellis, Kevin Bentley, Andrew Ellis

Minutes of the last meeting were agreed by all with the correction to ‘Some positions’ instead of ‘Senior positions’ in the Borough Councillors’ section.

Borough Councillors: a report was read out explaining that the last planning application for a ‘managed woodland’ at Bellwood has been refused by the CBC Planning Committee and they have requested that direct action is taken to turn the site back to an agricultural field. This would involve the removal of the caravan, tractor cover, cesspit, hardcore, shingle and services such as water and electricity.

The dumped fridge/freezer along School Lane has been reported and will be removed shortly.

Public – Have Your Say: There are still outstanding jobs that need completing in helping with the flooding problem at Salcott.  ECC Highways will be contacted again.  The proposed ‘Flood Meeting ‘with various bodies will be chased up yet again. Virley Hall drain has been dug out.

Refurbishments to Salcott Village Hall were noticed and the details brought to our attention.  It does look and feel splendid and Salcott are to be congratulated on their fund raising that has managed to fund such wonderful improvements.

Garden waste has been dumped in Salcott creek which is an offence and the Environment Agency will prosecute.

Parking on the pavement in Salcott Street will be reported to the Police.

Les Lapwood was co-opted onto the parish council and was welcomed by all.

Declarations of Interest: Les for item 5 and Lynne for item 8.

  1. Abberton Reservoir expansion – liaison group meeting report – the reservoir is probably at its lowest ever now but will be pumped in future, concrete crushing has finished, newts had delayed certain works but have naturally moved on now.  The new inlet pipe and the higher road works will begin shortly and the new dam footprint is in place.  There is to be a new footpath in Layer from The Fox to the Church that is scheduled to cost a huge amount of money to be inspected on completion.
  2. Emergency Plan – updating our plan is required as certain contact names are no longer parish councillors.  Robert and Sam will be contacted to ask if they would still be willing to be of assistance in an emergency with regard to useful equipment like tractors and Robert for retaining an emergency phone number when all other phones would not be working.
  3. Sparklers – a very well prepared updated Health and Safety plan by Robert Kean was presented for the Sparklers to the parish council for this year’s event.
  4. 2011 Census – CBC are encouraging everyone to fill in their form and return it.   The government funding for Colchester is greatly reduced for each and every form that is not filled in and returned.  We will decide if there is anything we can do to assist this process being carried out successfully.
  5. Great Wigborough red telephone box – several people had shown an interest but only one person had put in an actual bid in the required time scale and so Jinny proposed, Lynne seconded and all agreed for the parish council to accept this offer.
  6. Goal posts – for Moss Hay are in the process of being refurbished.
  7. Playgrounds – both our maintenance men have signed our contract and will fill in the required forms monthly.  All outstanding jobs have or will be brought up to date shortly.
  8. Salcott crossroads bus shelter alterations – an estimated cost of adapting this bus shelter for rough weather was presented and further quotes will be sort.  A grant from ECC will also be looked into.
  9. Actions and Reminders List – updated as necessary
  10. Flood Partnership Manager – enquiry was answered by us in full with photographs and will be followed up for any progress that might result from this.
  11. The Water Board has given free Mercury Theatre tickets for youths which have been successfully allocated by the Peldon panto organizer.

The owner of some land at Peldon has been served a notice on him concerning ‘creating a nuisance’ following the burning of large amounts of trees etc. that are too wet and green.

PAWS – October Hoppy Report

Demonstrating traditional hop picking at Hop Festival. Thousands of hop pickers would come to Kent, often from London, and manually pick each hop off its bine.

About 30 members and visitors attended our October meeting when Barbara Faulkner returned and gave us an extremely interesting talk about hop-picking after the war. It was the only way many East Enders were able to have a holiday. They had to have agreement from the farmer that he would have them back again and they met up with the same people they had been living next door to the previous summer. Strong friendships were formed between neighbouring families. Barbara explained that what she heard as “Horsemen’s Den” was actually Horsmonden. Some families did not have the train fare to get there and had to walk, sleeping in the hedgerows to get there. However, they had a wonderful time and Barbara had several photographs of her own family in the hop fields to show us.

Our next get together is on November 23rd when Brian Carline will be talking to us about “School Experiences”. As usual we meet at 7.30pm in Peldon Village Hall, Church Road, Peldon. Membership is currently closed but visitors are very welcome at a cost of £3.50 and a waiting list is in operation.

New Village Hall for Peldon

peldon_village_hallFollowing the meeting we held in February, our latest plans for a new village hall for Peldon will be on display at an open meeting and coffee morning on

                              Saturday 9th October 2010

                               between 10.00am and 12.00 noon

in the Village Hall

Since February, when there was general agreement to the internal layout of the new hall, our architects have been considering alternative designs for the exterior of the building, taking into account views of the planners at Colchester Borough Council. Our architects and members of the management committee will be present and will welcome comments from all interested parties on the latest proposals.

Road Closure – Maldon Road nr Messing

Location map of Road ClosureEssex Countil Council have given notice of the temporary closure of the B1022 Maldon Road from its junction with Newbridge Road south west to its junction with Haynes Green Road.  

These overnight closures are scheduled to commence on 30th September for 2 nights between the 7.00pm to 7.00am or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce whilst carriageway resurfacing works is undertaken by Essex County Council.

Access for emergency service vehicles and pedestrians will be maintained at all times during the closure.

Draft minutes of the meeting of Winstred Hundred Parish Council  held at Peldon Village Hall at 7.30pm on Tuesday 14th September 2010.

Present: Nettie Knill Jones, John Walker, Lynne Simmons, Phil Gladwin, Jinny Gale, Charles Dymond, Jane Banks, Nicky Ellis, Kevin Bentley, Terry Sutton and 8 members of the public.

Apologies for absence: None

Nettie was co-opted on to the parish council and welcomed in joining us.

Minutes of the last meeting were agreed by all with the correction at Item 2 which should read ‘12p per household’, and signed by the chairman.

Borough Councillors: All parish councils will have their grants cut.  Double taxation on maintenance work will be looked into more closely as with council tax villages pay the precept part which they do not in town. The spending review takes place next month when we will find out what grant cuts there will be.  ECC’s Transformation Plan is already addressing the spending cuts issue. Senior positions are not being filled following retirement and other personnel not replaced when people leave.

Bellwood woodland application has been deferred. The proposed location and size of the building was questioned and the necessity for a toilet on the site.  The chicken business plan was considered to be flawed.  The caravan has been empty for some weeks now calling into question the concern of making the occupant homeless.

The next Reservoir and Water Company meeting will take place tomorrow.  The construction works for the new road will probably cause problems to some but work so far has not resulted in many complaints and the small number there has been have been sorted out immediately.

The meeting with the professionals on the flooding issue, we were assured, will take place soon but it is proving hard to get the appropriate bodies co-ordinated.

The police have been out in our area with a speed gun for which we are always grateful.

Missing chevrons and sign will be chased up but because of cuts in personnel things will take longer to happen in future.

Failing to get a 40mph speed limit on our main through road a 50mph was requested and will be looked into further.

Public-Have Your Say: The owners of two properties in Church Road, Peldon came to apologize for any disturbance, particularly smoke form a fire, they may have caused during the last week or so while carrying out clearance work on the properties at the back of the gardens. They explained that no badger set had been found on the land or indeed any endangered species. They have the intention of extending the gardens to pasture land possibly for grazing horses.  They expressed their desire to work with the community and the parish council and not against them.  The cleared land was heavily overgrown and needed this work. They said they would be pleased to hear of any advice with regard to replanting, hedging, etc. They said that they have no intention of putting in planning permission for a number of houses.  CBC had instructed them to wait until after the end of July before starting this work which they did. They had experienced a great deal of trouble with a number of services, such as the police and fire brigade being called out, but no problems had been found.

  2. Wigboroughs Village Hall – the volunteers will get together soon for their third meeting.  We have had lively debates at meetings and in emails as to the way forward but forming a Management Committee is the first step.
  3. Affordable Housing survey and letter – has been circulated to all houses in all the villages which should to be returned in the envelope provided by 1st October 2010. This is purely to establish if there is a need to begin with and nothing more.
  4. Salcott vacancy – we have had one person from Virley interested and so Phil proposed, Lynne seconded and all agree for the clerk to approach this person with a view to co-opting him on to the parish council.
  5. CALC meeting minutes say that courses for parish councillors to attend nearer home will be requested and organised.  A budget workshop will be attended by the CALC chairman where he will enquire about the cuts of grant funding.
  6. Edward Gittins & Assoc. – CBC LDF – was explained. We have submitted our response. One resident in Salcott objects to our objections.  The Inspector’s decisions will probably be published at the end of this month.
  7. Salcott flooding – some ditch clearance work has been carried out and more will be done soon.  Also see above in Borough Councillors.
  8. Playgrounds – the filling out of the official maintenance sheets from RoSPA are considered to be necessary, especially in these times of spending money wisely. Rotten posts at Salcott should now be repaired or replaced as required.  The work deemed necessary or advisory on the annual inspection report also needs to be carried out fairly promptly.
  9. Moss Hay goal posts – Nicky proposed, Phil seconded and all agreed for the old ones to be repaired without further delay. Clerk to activate this and Jinny to follow up if necessary.
  10. Salcott crossroads bus shelter alterations cost will be ready hopefully in time for a decision at the next meeting.
  11. Individual jobs for individual parish councillors – was discussed at length and agreed as a good idea with one exception.  We will explore and make a list between us of suitable jobs that could be allocated to certain parish councillors, although we probably, to some extend, do this already.

PAWS – August Mayor’s Visit Report

sonia_lewisThere was no meeting in August but there was a trip organised and reported by Pam Foakes as follows:

Ten of us enjoyed a very interesting visit to Colchester Town Hall.  We were met by Ian McMeekan who is obviously very proud of the building and its history.  Madam Mayor, Councillor Sonia Lewis, had indicated to him that she would be pleased to meet us, gave us a friendly welcome to The Mayor’s Parlour.  She was dressed in her formal, splendid robe which is black with gold braid and tassels.  Other mayors in Essex have red ones but according to Ian “we are still in mourning for Prince Albert’!  Should we have challenged this comment?  With her tricorn hat Madam Mayor looked splendid.  To our surprise she also suggested we might like to stand on the balcony.  A marvellous opportunity to see the rooftops of the old buildings opposite, as well as looking up and down the High Street.  It must have looked so impressive in it’s hey day before all the multi coloured shop fronts were erected.  After this we went to the Grand Jury Room which forms part of the Mayor’s Suite.  This is where the mace and many items of silver are kept in locked glass cabinets along with other items presented to the town for various reasons.  Before going to the upper floor we were shown photographs of previous mayors going back several decades including one of Charles Smallwood, Doris Christmas’s husband’s uncle who served in 1926.  Next was the Council Chamber, a very grand room for council meetings, of course!  Two stained glass windows commemorating St Helena and the Roman Emperor Claudius looked beautiful with the sun shining through them.  This and the Moot Hall really do need to be seen to be appreciated, there are too many fine details to do them justice in a few words.  A truly delightful visit and well worth repeating.

Our next get together is on October 26th when we will be “Publishing Travel Book” with Mr. P. Forsythe.  As usual we meet at 7.30pm in Peldon Village Hall, Church Road, Peldon.  Membership is currently closed but visitors are very welcome at a cost of £3.50 and a waiting list is in operation.

    PC Minutes 13th July 2010

    WINSTRED HUNDRED PARISH COUNCIL

    Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm. on Tuesday 13th July 2010.

    Present: Phil Gladwin, Jinny Gale, Lynne Simmons, Charles Dymond, John Walker, Andrew Ellis, Moira Groborz and 10 members of the public

    Apologies for absence: Jane Banks, Nicky Ellis, Kevin Bentley, Vince Pearce

    Minutes of the last meeting were agreed by all with an alteration at item 5. Website – which should read £500 (not £300) agreed initially and £300 (not £200) for the extra work, and signed by the chairman.

    Borough Councillors: School Lane, Great Wigborough is to be closed for repairs in August, hopefully some resurfacing. Thanks were expressed to Andrew and Kevin who, along with ourselves, have been constantly pursuing this and other road repairs.

    Flood matters meeting will be take place in the next month or so.

    With regard to the Edward Gittins & Ass. submissions of sites for inclusion in the CBC  Local Development Framework our parish council was thought to be the only one to inform the public so well and have an open meeting. Andrew also answered questions at this meeting which was well attended by the concerned public.

    Missing finger posts are on order and pot holes in Salcott have been completed.

    There is no money for grants from CBC for next year but the precept will not be capped. Everyone can help cut costs, for example, by litter picking and other community minded activities. Parish councils will have to tighten their belts where ever possible.

    Public – Have Your Say: a member of the public enquired as to why he was subjected to scrutiny by CBC Planning Enforcement Officers and Andrew explained that a new officer was extremely vigilante. This officer has been going over the whole of Colchester to clear up unlawful behaviour such as For Sale and To Let signs that were everywhere particularly in the Hythe area. Also unlawful living in barns is being checked.  Andrew will talk further to this parishioner when delivering flood warning signs that he has very kindly offered to erect at the Salcott crossroads when the occasion arises.

    Another member of the public questioned the parish council’s donating to churchyards upkeep with regard to the need for cutting costs.

    Declarations of Interest: Jinny and Phil for item 3.

    1. Bellwood – Vince Pearce, CBC Planning Officer, was unable to attend for this item as previously arranged.  Jinny had, along with Andrew and Kevin attended a meeting with him and therefore could explain some of the circumstances of this matter.
    2. Affordable Housing – Moira Groborz, RCCE Rural Housing Enabler explained matters again for the benefit of our new  parish councillors.  Our joint letter from  RCCE and the parish council was agreed and will accompany the needs assessment survey along with a freepost envelope returning completed surveys to RCCE in complete confidence and separating needs for each village.  The cost will be £12 per household.  These will be delivered on the weekend of 11th and 12th September 2010 with a deadline date for returns of 1st October 2010.
    3. Wigboroughs Village Hall – our first meeting of those people who expressed an interest was quite lively with much discussion and conflicting views. A Management Committee will formed, as stipulated in the rules, with two members from the parish council and one from the PCC if they wish, who have subsequently accepted the invitation. John proposed, Charles seconded and all agreed for our two Wigborough parish councillors, Jinny and Phil, to be our representatives on this committee. John proposed, Charles seconded and all agreed that the parish council should pay the sum of £60.37 to insure the hall for public liability only as this was deemed necessary and there is no other body or funds at this stage to pay, possibly to be returned at a later date.
    4. Salcott and Virley Parish Councillor vacancies – we have received a letter from one interested person who Phil proposed, Charles seconded and all agreed for Nettie Knill Jones to be co-opted on to the council for Virley.  Jinny proposed, Charles seconded and all agreed for us to look into co-opting Robert Kean onto the parish council for Salcott as no other interested person has come forward.  Robert is from Peldon and just missed out at the voting there.  He is a regular attendee of our meetings and has a wide knowledge of highways matters that is very useful.
    5. Theatre Tickets – Peldon panto youth performers were suggested for these tickets offered by Essex and Suffolk Water for the Mercury Theatre. Alison Biegel will be approached on the matter.
    6. RCCE membership – Phil proposed, Jinny seconded and all agreed for us to continue our membership for another year.
    7. Playgrounds – purchase of additional bark for Salcott was agreed and obtained during the past month. Dog fouling signs are being made for erection on Moss Hay as it continues to be a problem there. Benches on Moss Hay need attention which is in hand. A new company for annual inspections has been investigated and will be looked into further before the due date next year.
    8. Telephone boxes – the Salcott box has been adopted by us. The Wigborough box adoption will be finalised soon and we will advertise for any prospective buyers.
    9. Abberton Reservoir Liaison meeting – no meeting has been held since last month.
    10. CALC – Jinny proposed, Phil seconded and all agreed to continue our membership for another year.
    11. Parish Grants/ Budget/ Precept – was discussed at length earlier in the meeting. We will submit our response to the proposals from CBC in agreement with CALC.
    12. Unplanned expenditure – we must make every effort to only incur expenditure that has been formally agreed at meetings unless an unforeseen emergency arises.
    13. Topsoil for Salcott meadow was discussed and will be looked into further.
    14. LDF Allocation Sites – we have made our response to the Edward Gittins & Associates consultation in the required time.
    15. Youth Awards – deferred to the next meeting.
    16. Actions and Reminders List – updated.

    Dragons to baroque and more

    dragonboatOur parish diary has been updated with a wealth of events over coming weeks ranging from snap-action, dragons and some baroque as well.

    The Bank Holiday weekend (29th to 30th) brings an added attraction to Mersea with the Mersea Camera Club’s Exhibition at Mersea Museum.  Members of the Club will be in attendance so you can ‘talk photography’ as well as have a look at the members’ work.     Talking of photography, Bank Holiday Sunday (29th) brings a great photo-opportunity for you snappers with the Annual Essex Air Ambulance Dragonboat Races.

    Mid-September (Friday 17th) sees the UK’s biggest cycle race of the year passing just a few miles away with Stage 7 of the Tour of Britaintour_of_britain running between Tiptree and East Hill, Colchester (via Smythe’s Green, Birch, Heckfordbridge) between approximately 13:15 & 13:45.  Why not turn out to line the route and cheer on these international athletes – and best of all, it’s free!

    Looking further ahead, we see the Annual Roman River (music) Festival offer a wide programme of concerts in and around the area with the opening concert taking place in St Stephen’s, Great Wigborough on Sunday 3rd October.

    PAWS – July Salsa report

    paws-salsa-20100740 members and several visitors, including a group from Layer Ladies, joined us for our Salsa night at our July meeting on the 27th.  Mojito’s and a light themed supper were enjoyed, together with a quiz based on South American Flags before Mark Moore explained a little about the history of Salsa music.  As a fusion of traditional African and Cuban and other Latin-American rhythms it travelled from the islands (Cuba and Puerto Rico) to New York during the migration, somewhere between the 1940s and the 1970s resulting in the two main styles danced today.  There are no strict rules of how salsa should be danced and it has a pattern of six steps danced over eight counts of music.  In Salsa, turns have become an important feature and it has more of a side to side feel.

    Once Mark had explained the basic moves, with his partner Jo, we were invited to join in, which many did.  Watching from the sidelines it was obvious that everyone enjoyed the evening and I think one or two even mastered the basic technique!  So well done everyone who helped to make the evening so enjoyable, and also to Alex Henderson who won the best dressed.

    Our next get together is on September 28th when we will be “Hop Picking at Horseman’s Den” with Barbara Faulkner returning once again.  As usual we meet at 7.30pm in Peldon Village Hall, Church Road, Peldon. Membership is currently closed but visitors are very welcome at a cost of £3.50 and a waiting list is in operation.
