Annual Report for 2012/2013

Winstred Hundred Parish Council
Annual Report 2012/2013

Personnel

2012 saw a change in personnel as we thanked Jinny Gale for her hard work chairing the Parish Council for 3 years. I took over as Chairman with Jane Banks as Vice chair. We are pleased to welcome Andy Beharrell as councillor for Virley. He joins the rest of the current councillors: Peldon: John Walker, Charles Dymond; Wigboroughs :Jinny Gale, Phil Gladwin, Salcott: Netty Knill-Jones and Lynn Simmons.

This year we have added another venue – in addition to the PC meetings being held in Peldon and Salcott Village Halls, we are also using the new meeting rooms at Essex Wildlife Trust, Abbotts Hall, Gt Wigborough to offer more flexibility to our residents.

Thanks

The team have been grateful for the interest and involvement of our residents which helps to focus our work. We are supported by many in the parish who give their time to their community, those who do regular and occasional work, our Borough and County Councillors, our colleagues from Essex Police who have regularly turned up to our meetings and our hardworking Clerk.

This year we have been very well supported by the Community Service Team who have assisted with a lot of heavy clearance in Moss Hay and the Wigboroughs.

Our local Zone wardens have also been welcomed at our recent meetings and have been a very effective quick response team within the community.

Finances

The Council has had the benefit of financial worksheets drawn up monthly by our clerk. We have needed to scrutinise all activities due to the tightening budget as a direct result of CBC withdrawing most of the revenue grant. The accounts to 31st March 2013 are attached. They have been internally audited, thank you to Steve Copeland for his assistance.

Planning

The Council continues to have training in current planning legislation and has been using our Village Design Statement when reviewing local planning applications. This year we have commented on over 30 local applications and would encourage residents to continue making their views known to us.

Play Areas

These continue to be well managed and are inspected regularly. The play area at Salcott has benefited with the addition of rubber chippings which we expect to be more cost effective in it’s maintenance. Peldon has had it’s basketball pad replaced with grants from the ECC Big Society Fund and CBC Locality Budget Grant , than you to Councillor Terry Sutton . John Walker had dog fouling notices made up and these were erected.

Broadband initiative

A huge amount of work has been carried out with particular thanks to John Walker and a contract which includes details of installation and costs etc has been drawn up between Winstred Hundred Parish Council and County Broadband Ltd. A launch event is anticipated in June/July 2013.

Flooding

In Salcott work has been carried out to improve the flooding problems we have there, further inspection during wet weather has been carried out by the CBC land drainage technician and there are noticeable improvements. More work is still to be done with the support of local landowners.

Other Activities

Councillors have continued to attend meetings of the Essex Wildlife Trust; the Abberton Reservoir Liaison Group which includes the Abberton Reservoir community fund – Phil Gladwin continues to put a lot of work into this committee on our behalf.

There has also been a newly formed Abberton Reservoir Footpath Committee. Wigborough Village Hall Committee both Jinny Gale and Phil Gladwin are our representatives and the Colchester Association of Local Councils is regularly attended.

The clerk attends the Clerk’s forum.

The team continually takes information from our residents forward – reporting on potholes, speeding, litter, missing/broken signs/play equipment and problem areas. Grass cutting of public areas continues to be paid for from the precept. The Parish Council is made up of elected representatives who volunteer their time and support for the residents and parish of Winstred Hundred, as a new chair in 2012 year I have been very grateful for their help and encouragement.

              PAWS April – Paramedic Muse

bob-harding-jonesAt last month’s meeting 42 members and 3 visitors came along to hear a talk by Bob Harding-Jones “Can I help you? I’m a Paramedic”.  Bob gave us a very amusing talk about his time as a Paramedic with the Hertfordshire Ambulance Service.

He went to Writtle College after leaving school, to train for farm work, which he did until his early 40s. He then retrained, first for the patients transport service, taking people for appointments, and after two years, as a Paramedic.  He told lots of anecdotes of his time in the service, like the old couple who had collided on the landing of their house and could not get up; he had to untangle their zimmer frames and check that they were ok, and left them arguing as to who had caused the accident!  They are called out many times for ‘emergencies’ that turn out to be a headache or sickness, but a new system has recently been put in place to try to ascertain the exact problem before the ambulance goes out.  He has to be good at interpreting euphemisms that people use to explain what is wrong with them, which has caused many a smile.  As well as being a Paramedic, he is a poet and has performed at the Edinburgh Festival among other places.  He has produced a couple of books of his poetry, which were on sale at the meeting.

Our next meetings are on 28th May, when our speaker Stephen Lester will tell us about “Experiences of a Provincial Auctioneer” and on the 25th June, when our speaker Henry Brickwood will tell us about “Beautiful Gardens to visit.”  Membership is currently full, but visitors are welcome at a cost of £3.50.

Details of all our meetings and speakers can be found on the diary on the home page of the Winstred 100 website. If you would like any further information about P.A.W.S. please ring any of the following committee members: Alice Holmes 01206 735510, Jane Banks 01206 735004 or Jane Anderson 01206 735505.

              WINSTRED HUNDRED PARISH COUNCIL

Peldon   Great Wigborough   Little Wigborough   Salcott   Virley

Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall, Great Wigborough at 7.30pm on Tuesday 9th April 2013.

Present: Charles Dymond, Jane Banks, Phil Gladwin, Nicky Ellis (chair), Jinny Gale, John Walker, Andy Beharrell, Netty Knill-Jones, Lynne Simmons, Kevin Bentley, 2 Zone Wardens and 2 member of the public.

Apologies for absence: Andrew Ellis, Police

Minutes of the last meeting were agreed by all and signed by the chairman

Police: A report was received in their absence listing a number of minor incidents.  There had been several thefts and attempted thefts from sheds in Peldon Crescent.  Also two suspicious males have been offering to sell, at various places in our villages, chainsaws and the like from the back of a small black vehicle.

Borough & County Councillors: Owing to one of the worst winters on record, it has proved particularly difficult for the resulting highways defects to be repaired but our councillors have been working hard to report the really bad potholes and collapsed verges in order for a speedy repair so do please continue to report them.  More money has been allocated for this repair work so, hopefully with improving weather, we will see the result everywhere eventually.

              Public-Have Your Say: None

              Declarations of Interest: None

              1. Playgrounds and Playing Fields – mostly in good order, the missing life belt for Salcott creek has been bought and will be fitted in the near future.  A request for the Salcott meadow grass to be cut was discussed but agreed it would be done when appropriate.  The Community Service working party has not been able to continue the work of clearing the growth around the footpath owing to the bad weather but will do so when possible.
              2. Request to use the meadow at Salcott for wedding celebrations is still being discussed with the participants as their plans for the celebrations has changed a couple of times and they are now consulting the marquee company for their insurance details to comply with ours.
              3. Zone Wardens continue to assist us wherever they can and have carried out some rubbish clearance work for us.  They have very kindly offered us a bench that will be erected on Moss Hay.  They are also helping in our quest to get all broken or missing road and footpath signs reinstated and a new dog fouling sign.  Their details of drop-in coffee mornings and where and when you can collect clear refuse bags and green boxes are on the CBC website.
              4. Abberton Reservoir Liaison Group and Community Fund: The last section of the work on the causeway is taking place.  A footpath in Layer has been approved for the fund and the Abberton and District Cricket Club application is to be improved.
              5. CALC meeting was attended by our representative and Nicky proposed, Jane seconded and all agreed to keep up with our membership at a cost of £35 as it does keep us in the loop of certain important matter.
              6. Broadband update report – stage 2 is now underway, a launch event is scheduled for June at Peldon Village Hall and could hopefully be incorporated with an Abberton Reservoir Footpath consultation event.
              7. Actions and Reminders List – the parish council has written a letter to ECC Highways to express our extreme dissatisfaction of the condition of our roads. The diseased trees at Church Road, Peldon have been felled professionally; the owner of Pete Tye Common was informed of a certain property owner adjacent to the common of possibly fencing in more land than they actually own.
              Planning Applications:
130474Proposal: Application for a new planning permission to replace extant planning permission 100458 in order to extend the time limit for implementation of two storey side and rear extension at Leeward, Church Road, Peldon
130557Proposal: Single storey dependent relative annex and structural support to existing dwelling, resubmission of applications 110912 and 121258 at Lovedowns Farm, Barnhall Road, Salcott

              130601

Proposal: Alterations and extension to first floor over the existing single storey element to provide an additional bedroom and en-suite facility at Honeywood, Mersea Road, Peldon

              Planning Decisions:
130147Proposal: Single storey side extension at Willow Creek Farm, Colchester Road, Virley
              Permission Granted
130150Proposal: New outbuilding to provide tractor/cow shed and demolition of 2no. existing outbuildings at Willow Creek Farm, Colchester Road, Virley
              Permission Granted
130116Proposal: Infill extension to form additional bedroom for use by existing residents’ children, in part replacing former demolished extension, resubmission of 121120 at Fourways Farm, Barnhall Road, Salcott
              Permission Refused
130141 Proposal: Single storey rear extension to form study at Bluebell Cottage, Mersea Road, Peldon
              Permission Granted

The next meeting will be The Annual Parish Meeting followed by the Parish Council Meeting held at Peldon Village Hall on Tuesday 14th May 2013 at 7.30pm.

Please be vigilant about securing your property following a spate of thefts and attempted thefts from sheds and outbuildings in Peldon.  Also please report to the Police (dial 101) any sightings or visits from vehicles selling equipment from the back of the vehicles.

Pam Foakes presenting Sheila Gray with her bouquet
As PAWS’ March meeting was also their AGM, they had no speaker on the 26th.  They did however have an excellent turn out with 43 members attending and entering into the spirit of a “Flapper Night” to lighten the  business of the evening.  Once the formal reports were read by the outgoing President, Sheila Gray, and Treasurer, Jane Anderson, the current committee were re-elected.  Pam Foakes was elected as the new President and Jane Banks as her Vice President for the year commencing 1st April.

Pam presented Sheila with a bouquet on behalf of the members for all her work over the last year. The members then enjoyed a couple of fun quizzes whilst they tucked into Pizza and Bucks Fizz.  A very pleasant and sociable AGM.

PAWS’ next meeting is on the 23rd April when speaker Bob Harding-Jones will speak on the subject of “Can I help you? I’m a Paramedic.”   Membership is currently full, but visitors are welcome at a cost of £3.50.

Details of all PAWS’ meetings and speakers can be found on the diary on the home page of the Winstred 100 website. Peldon   Great Wigborough   Little Wigborough   Salcott   Virley

Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 12th March 2013.

Present: Charles Dymond, John Walker, Jane Banks, Andy Beharrell, Nicky Ellis (chair), Phil Gladwin, Lynne Simmons, Netty Knill-Jones, I Police Officer, I CBC Zone Warden and 2 members of the public.

Apologies for absence: Kevin Bentley, Jinny Gale, Andrew Ellis

Minutes of the last meeting were agreed by all and signed by the chairman

Police: There had been a number of petty thefts, mainly from unlocked vehicles, in Salcott and Virley and also a theft from a property in Great Wigborough

Borough & County Councillors: Kevin Bentley’s report explained that he had met with the Cabinet Member for Highways to express his concerns with regard to the poor condition of our roads and he was assured that when the dryer weather arrives we should start to see improvements (The Parish Council will be writing to ECC Highways to complain about the huge pot holes on our roads, the shoddy repairs to many pot holes and the poor surface dressing that was applied to the road in Great Wigborough).

Colchester High Street will undergo new Traffic Regulation Orders for an experimental period of 18 months.

ECC and CBC will not be increasing their parts of the Council Tax this year.

Essex Libraries are looking for volunteers aged 14 and above to help children keep reading in the summer holidays, see website for details: www.essex.gov.uk/libraries

Public-Have Your Say: One of the life belts has gone missing from the creek on Salcott meadow.  A new one will be bought and fitted soon.

              Declarations of Interest: None

              1.         Playgrounds and Playing Fields – the playgrounds are in reasonably good order considering the weather with just the goal post in Salcott needing attention.  The Community Service people undertook more clearance work last Sunday on Moss Hay.  When they have finished we will write to express our sincere gratitude.

              2.         Request to use the meadow at Salcott for wedding celebrations – with changes to their plans our insurance company will be contacted again and with their approval Phil proposed, Andy seconded and all agreed that the parish council would give them permission but ask for the cost of a grass cutting for the occasion.

              3.         Zone Wardens – coffee mornings are still going ahead for people to discuss problems. The wardens wish to work with the parish council and in some areas have more authority than us, for example with issuing tickets for litter and dog fouling. We have asked for help with a couple of problems, one of which is a ditch full of rubbish. Our main Zone contact is Steve Day 07949 783823.

              4.         Abberton Community Fund – Abberton and District Cricket Club have submitted an application for £15,000 for improvements to facilities for which the parish council supports and gave Phil a mandate to vote for this, but of course, only if it fits all the necessary criteria.  The meeting to decide this is tomorrow.

              5.         Trees in Church Road, Peldon – Phil proposed, Jane seconded and all agreed to accept the lowest of 3 quotations for felling these two trees that need attention owing to disease and dead wood. We will not have the stumps poisoned allowing for regrowth.

              6.         Broadband update report – stage 1 has taken place with the erection of a mast behind the church on Mr Sawdon’s land, stage 2 is forthcoming.

              7.         Actions and Reminders List – the exposed cable in Peldon was reported, investigated and BT has now dealt with it.  The footpath officer has been approached again for impassable footpaths and will be taking appropriate action in due course and has also contacted the resident who brought this problem to our attention.  Village signs, one in Salcott, two in Great Wigborough and one in Peldon have all been reported for reinstating or repairing.

              Planning Applications:

Proposal: Change of use A2 offices to 3 bedroom house at 2 Abbotts Hall Cottages, Maldon Road, Great Wigborough

At their February meeting PAWS were entertained by John Wrigley and his slide show of Carnival Time in Venice.  John bought along his extensive collection of slides showing the many sites of the city together with various people in costumes and masks. The origins of Carnival go back to 1162 and the word itself means “Farewell, Meat.”  As lent (which begins on Ash Wednesday) obliged people to fast, it was an excuse for a party that echoed pagan festivities prior to fasting.  After a Republican uprising, a tradition of slaughtering a bull and pigs in the Piazza San Marco, to commemorate the victory, begun around Shrove Tuesday.  The celebration gradually grew and the introduction of masks began in 1268.

PAWS’ next get together is on the 26th March and as it’s their AGM it is a closed meeting.  As well as the routine business they will have a “Flapper Theme” and a light supper.
