Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 11th October 2016
Present: Bob Holmes, Liz Davidson, Robert Kean, Phil Gladwin, Lynne Simmons, Nicky Ellis, John Walker, Andrew Ellis, 2 Zone Wardens and 3 members of the public
Apologies for absence: Jinny Gale, Netty Knill-Jones, Robert Davidson, Kevin Bentley
Minutes of the last meeting were agreed by all and signed by the chairman
Zone Warden Report: Changes at the refuse tips should be noted as to what they will accept now. A speed check had been carried out in Peldon. Thanks were given to the Zone Wardens for their help with the Zepfest event.
A voluntary Litter Warrior is needed for Salcott; all kit is provided by CBC.
Borough Councillor Report: A survey of finger posts is to be carried out by Highways and hopefully will result in the missing ones being reinstated.
Following ECC Highways speed survey in Lower Road, Peldon and the resulting possibility of a VAS the suggested siting by Highways for this sign was thought to be unsuitable which will be followed up for an alternative site.
The courts have specified that the owner of the caravan on land in Great Wigborough has until 28th Oct to remove it.
Wheelie bins are being considered for Colchester and it would appear that some residents are in favour and some are not.
Inadequate response and subsequent action from the Police to local crimes has been brought to the attention of superiors within the force.

- Playgrounds and Playing Fields are in good order except that Moss Hay gate post is rusting at the bottom and will be repaired in due course. It was agreed to make enquiries for a replacement inspection/maintenance person in Peldon for Moss Hay but success may have already been found. The Community Group has continued to carry out excellent work for us in Peldon and Salcott. Thanks were expressed to Salcott VHMC for their assistance with the Community Group when they were working in Salcott.
- Local Government Finance Statement – Capping of Precept was discussed and agreed by all that this will be totally unacceptable for all concerned and the parish council will write a response accordingly.
- Lower Road, Peldon VAS – as above in BC section.
- ECC Highways – Localised Flooding was discussed and road closures were thought unnecessary or impractical for the roads in our villages.
- The Winstred Eye – no report due to absence.
- Wigboroughs Village Hall Management Committee – it was agreed by all for Jinny and Phil to continue representing the parish council on this committee. The AGM will take place on 29th Nov 2016 and postal voting will be available.
