Draft minutes of the meeting of Winstred Hundred Parish Council held at St Stephen’s Church, Great Wigborough on Tuesday 9th May 2023 at 7.30pm
Present: Netty Knill Jones, Catherine Sprott, Jinny Gale (chair), John Walker, Clare Lauwerys, Roger Pittock, Phil Gladwin, Laura Atkinson RCCE Affordable Housing Enabler, and one member of the public
Everyone was welcomed to the meeting and no-one chose to speak at this time.
Apologies for absence: Liz Davidson, Robert Davidson, Kevin Bentley, Andrew Ellis
Election of Officers: It was proposed, seconded and all agreed for Jinny to continue as chairman for the coming year, it was proposed, seconded and all agreed for Liz to continue as vice chairman for the coming year, it was proposed, seconded and all agreed for the clerk to continue as Financial and Responsible Officer for the coming year, forms of declaration to be signed at the next meeting. There were no resignations or co-options.
Parish Council’s Annual Report: This was circulated and will be displayed on the website, noticeboards and magazines.

Continued membership to EALC, NALC, CALC, SLCC was agreed by all.

The minutes of the meeting held on 14th March 2023 were confirmed and agreed by all and signed by the chairman
County Councillor Report: ECC is readjusting the migrant living accommodation and locations in Essex. The Traffic Review meeting is being arranged for parish councillors and ECC officers. Getting outside contractors for addressing road sign issues is being considered.
City Councillor Report: CCC is withdrawing certain services following the budget having been agreed. Charging for garden waste collection will begin in January 2024 and quarterly large freight collection will no longer exist, but white goods can still be collected from properties with a charge.

Borough Councillor Report: The new CBC Executive, Pam Donnelly, is now in office. From 15th April cars will not be allowed to drive along the High Street but buses and taxis will and M & S is moving to Tollgate.
