Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 14th November 2017.

Present: Netty Knill-Jones, Lynne Simmons, Phil Gladwin (chair), Jinny Gale, Nicky Ellis, Robert Kean, Zone Warden and one member of the public

Apologies for absence: Bob Holmes, John Walker, Kevin Bentley

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: Colchester recycling is gradually improving but some are slow to readjust and are still filling up too many black bags. A local resident has been spotted dumping his surplus black bags on other people’s driveways which is of course unacceptable.  Identifying evidence found in such bags will result in a £100 spot fine.  If rubbish has not been collected by 4pm on the day it should have the CBC website has a place for reporting this and they will come soon after to collect.

There is to be no future pavement A-type advertising in Colchester for safety reasons.

  1. Playgrounds and Playing Fields are in good order. The Community Group continues to do excellent work for us in the villages. As previously discussed and agreed new posts will be erected on the small green in front of Peldon Church to deter parking on there.
  2. Website – more new ideas have been circulated and will be thought through during the month for more discussion
  3. Triangle Bus Stop Bench – it has been noted that this is rather shabby but the three previous professional attempts at repainting it have shown that the oiliness of the wood prevents paint from lasting. If anyone can come up with any solution or suggestions to improve the appearance they can contact the clerk – 01206 735367.   
  4. Great Wigborough Post Box is sealed up now as the building it is on is thought to be unsafe. Members of the parish council met with a post office representative to discuss a new site and 3 potential sites were identified and it will be up to the Post Office to decide which site is most suitable. If the old VR box can be used the parish council is willing to help fund a new wall being built to house it but if a new type of box is necessary the Post Office will foot the bill.
  5. Wigboroughs Village Hall – The council was asked whether it would at some future date be prepared to sign a Deed of Variation to assist in the creation of the new charity which will eventually manage the Peldon and Wigboroughs Community Hall. The old Peldon Village Hall was given to Peldon by the then Parish Council, and its Governing Document contains a condition restricting use of the hall to the inhabitants of Peldon.  The corresponding Wigboroughs Hall document did not contain such a restrictive condition.  The Peldon condition needs to be lifted to achieve equality between the two documents and enable the new charity to be created.  Since the condition was set up by the Parish Council it can only legally be set aside by the Parish Council.  It was agreed by all for signing of this Deed of Variation by the Parish Council to take place whenever necessary.
  6. Abberton Reservoir Rights of Way Committee – a new chairman for this committee has been appointed. A section of the path from Lodge Lane is being looked into for allowing it to be used as a bridle path as the horse riders have agreed to police it themselves and look after it taking into account the weather being suitable and therefore it not getting ploughed up for walkers.

172517: Proposal: The proposals include work to convert a barn from ancillary domestic use to a two bedroomed annexe with a new detached carport following demolition of a lean-to carport. The works include the demolition and rebuilding of the south wall at Harvey’s Farm, Wigborough Road, Peldon.
