Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough 7.30pm on Tuesday 9th April 2019

Present: Robert Kean, Liz Davidson, John Walker, Phil Gladwin, Wendy Ritherdon, Jinny Gail, Robert Davidson, Kevin Bentley and 2 members of public

Apologies for absence: Dave Taylor, Netty Knill-Jones, Clare Lauwerys

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: The two dog bins at Copt Hall Lane are now installed in the correct places and thanks were expressed to the wardens for achieving this.

Borough Councillor Report: More money is being allocated to the Local Highways Panel for highways matters such as missing signage and raised curbs. Libraries consultation is over and ECC have yet to send out its decisions but volunteer workers are still being encouraged to come forward in a bid to keep some open, though the use of libraries has dropped significantly. Park and Ride users are requested to register on-line. CBC Local Plan is still nowhere near to completion.

County Councillor Report: Owing to the mild weather this winter the gritting vehicles have not been out as much as usual and many roads have been successfully repaired. More money has been allocated to pavement repairs and improvements. At long last the manhole cover in Great Wigborough has been replaced and repaired (we thanked Kevin and John Jowers for this) which apparently had to be handmade in Germany!

Declarations of Interest: Jinny and Phil for item 5.

  1. Playgrounds and Playing Fields are in good order and we are expecting Salcott grass to be cut in the very near future. The annual playgrounds inspection is due to be carried out this month and the inspector will be met by a parish councillor on the sites. The Community Workers are due back and will carry out jobs we have earmarked for them.
  2. County Broadband – we have heard that all our villages reached the required number of commitments to fibre and hopefully this means that the project will move forward but no news officially from CBB as yet.
  3. Chairman and Vice – Robert Kean is in line to take over the chair next meeting but the vice chair has yet to be decided.
  4. Salcott Telephone Box was discussed further and it had been noticed that it’s looking rather scruffy. We will consult our insurance company about moving it to the field and putting books in it for locals to use as a book exchange as other parish council have done. A leaflet drop to all residents in Salcott and Virley will also take place to suggest 3 options, keep it as and where it is, move it to the field as a library or sell it.
  5. Wigboroughs Village Hall trustees have at long last managed to carry through the wishes of the Wigboroughs residents by selling the old Wigboroughs hall in School Lane and dividing the net proceeds equally between two beneficiaries. The Peldon and Wigborough Community Hall and St Stephen’s church, Great Wigborough will each receive £142,008.88.  The money donated to St Stephen’s church will be used to enhance the nave to improve its use as a venue for community events. The legal process has been extremely arduous and enormous thanks must go to Jinny for her tireless work and to all the other trustees for carrying out the necessary work to achieve this over a period of nearly ten years.
  6. Zeppelin Marker – the proposal by the Wigboroughs Community Group to erect a marker in Copt Hall Lane, where it came to rest, was discussed and the parish council fully supports the project and will advise accordingly.

190502 Proposal: Change of use. Existing cabins converted to holistic therapy rooms for use on a one to one basis or with small groups. Use of three bedrooms in the main house for bed and breakfast predominately seasonal at Waterways, Mersea Road, Peldon
190832 Proposal: Change of use to provide C1 self-catering holiday accommodation, D2 Personal Training and Sui Generis Beauty Therapy incorporating the addition of windows and doors at St. Ives Farm, St. Ives Road, Peldon – was discussed with the applicants who explained their intentions and visions for the future – the parish council will reply that it has no objection to the application other than the poor visibility pulling out from the site which of course Essex Highways will give its ruling on before the application will be decided by CBC.
190708 (& Listed Building application no. 190793) Proposal: Approval already granted for demolition of sub-standard single storey extension and approval of single and two storey extensions. Construction of single storey lean-to type extension to rear of property, we wish to adjust the length at Malting Cottage, Malting Road, Peldon
Appeal Lodged against refusal of application no. 173317 (and LB 173318) Proposal: Carefully adapt, refurbish, extend and retain existing grade two listed buildings on site at Forge House, Church Road, Peldon.
