Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough 7.30pm on Tuesday 9th July 2019.

Present: Wendy Ritherdon, Clare Lauwerys, John Walker, Robert Kean, Jinny Gale, Netty Knill-Jones, Phil Gladwin, Dave Piper, Lead Ranger for Essex and Suffolk Countryside and 32 members of the public

Apologies for absence: Kevin Bentley, Andrew Ellis, Jackie McClean, Robert Davidson, Liz Davidson, Dave Taylor

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden Report: None received and no outstanding issues as the horsebox at Pete Tye Common will be moving on.

Borough Councillor Report: Enforcement issues have been dealt with accordingly.

1.  National Trust at Copt Hall Lane – Dave Piper explained in detail the wide area his team covers, the role of the Copt Hall site, the wildlife projects and farming taking place and the problems that have been happening there from children in near-by houses being chased in their own gardens, livestock being chased, people being chased by aggressive dogs, dogs running into the road, etc. The public that wanted to had their say and all matters were taken into consideration with many stating that the site is very important to them, particularly as other local areas are not so accommodating of late. Problems from residents of near-by houses were talked about such as drug taking and dealing and other unsavoury pastimes but installation of a gate by the National Trust had put a stop to that.

It may be that certain restrictions would be trialled like specified areas for dogs off leads, which would be encouraged now for the car park and immediate areas, and splitting of some paths depending on grant schemes.

The main conclusions drawn were that better signage making people more aware of what is acceptable behaviour, maps showing permissive footpaths, cutting back of growth from signs and dog bins, displaying a contact email address which is [email protected]  and an emergency mobile number enabling people to speak to a ranger  07824 891420  for reporting bad behaviour immediately it is witnessed, anything of a serious nature should also be reported to the Police.

A ‘monitoring group’ will be formed for merely using eyes and ears to alert the parish council for messages to be put round and/or reported accordingly, also a notice will be placed on the parish council website informing people of what behaviour is expected in order to keep the site accessible for all.

2. Playgrounds and Playing Fields are in reasonably good order with work on-going at both sites, equipment at Peldon will be further looked at to assess work required. Salcott playground pigeon fouling is still a problem that needs addressing and is constantly being cleaned up; different methods of deterrent are being looked into. The Community Group has carried out excellent strimming work at the church yard, hall and Malting Road ditch.

3. Moss Hay – a small section of footpath will be registered with the rest of the land.
