Draft minutes of the meeting of Winstred Hundred Parish Council held at Abbotts Hall Farm, Great Wigborough at 7.30 pm on Tuesday 11th February 2020.

Present: Clare Lauwerys, Liz Davidson, Jinny Gale, Phil Gladwin (chair), John Walker, Wendy Ritherdon, Netty Knill-Jones, Robert Davidson and 2 members of the public

Apologies for absence: Kevin Bentley, Dave Taylor, Robert Kean

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Warden: Great Wigborough has been swamped with 3 large loads of fly-tipping and they are being dealt with by various land owners and the zone warden, who has also been sifting through it all for evidence for prosecution.

A new bin has been ordered, using Borough Councillor Locality Budget funds, to be situated at the end of Lodge Lane owing to the fact that dog walkers frequently throw their poo bags in the fields and hedges along Lodge Lane as they walk home. A kind resident has offered to empty this bin to avoid the cost that CBC would have charged the parish council for the service.

County and Borough Councillor Reports: ECC council tax is to rise by 3.99% equivalent to £60 per Band D property, for which a large proportion is spent on social care. CBC are to discuss their budget next week.

The role of ECC Police and Fire Commissioner is up for election this May.

CBC Free Tree project has many more trees to give away this year and residents and landowners are encouraged to apply to [email protected] for collection at the Western Stadium site on 22nd February 2020.

Public-Have Your Say: A resident from Salcott has offered to collect 50 trees on behalf of the parish council and a parish councillor who is a land owner has offered for them to be planted on his land.

This resident has also taken an interest in being a Tree Warden for the parish and so her details will be passed on accordingly.

The parish council has received a complaint about an inconsiderate horse rider using a footpath designated to walkers only.

  1. Playgrounds and Playing Fields are both in good order with a few small outstanding jobs at Moss Hay playground which will be receiving attention in due course. The Community Group carried out grass cutting and will tackle hedge trimming and footpath clearance in the near future.
  2. Little Wigborough Church is in a poor state and the Wigboroughs church wardens are proposing to transfer the building to the Diocese of Chelmsford and it is with great sadness that the parish council backs this proposal as repairs to the church to bring it up to a usable standard would be enormous.
  3. Great Wigborough Village Sign is being repainted and others will follow soon.
  4. Great British Spring Clean takes place this year from 20 March to 13 April and anyone who wishes to organize a group litter pick can get help and equipment from the zone wardens.
  5. Communication Strategy was discussed with an aim to engage with residents in more effective ways and certain matters will be considered further.
  6. Actions and Reminder List –
    Replies to Salcott telephone box survey leaflet drop closes at the end of February when the results and options will be considered. A new noticeboard at Salcott has now been installed for which Rob and mate were thanked for their work.
