Draft minutes of the meeting of Winstred Hundred Parish Council held via Zoom on Tuesday 9th February 2021 at 7.30pm.

Present: Clare Lauwerys (chair), Netty Knill Jones, Wendy Ritherdon, Jinny Gale, Catherine Sprott, John Walker, Liz Davidson, Robert Kean, Andrew Ellis, Robert Davidson and 3 members of the public

Apologies for absence: Phil Gladwin, Kevin Bentley

Minutes of the last meeting were agreed by all and will be signed in due course

County Councillor Report: Covid cases are reducing now, vaccinations are going well but any over 70s who have not received an invitation yet should contact their GP to book their vaccination.

Borough Councillors Reports: Thanks were expressed to Kevin for organising drain jetting and sucking out both in Peldon and Salcott.

Owing to the poor weather conditions if any refuse sacks are not collected by 5pm on the expected day they will be collected on the next appropriate week, either blue or green.

Part 1 of Draft Local Plan has been approved by CBC and will keep the number of new houses built to 920 per year. Part 2 will be examined in a couple of months, there is no housing proposed in our villages.

CBC Planning meeting is scheduled to take place on Zoom in June. There are no site visits taking place at present with regard to applications.

Council tax will probably rise as funding to services such as police will be increased.

The rainfall lately has been at least double the normal amount and therefore there has been excessive flooding everywhere.

Various matters reported to the parish council are being dealt with by CBC Enforcement.

Public-Have Your Say: Questions were asked by parish councillors with regard to planning application 210080 and a screen share was presented by the applicants to explain and discuss possible proposals which are still in early stages as yet.

Certain ditches in Peldon are blocked and the owners will be written to requesting clearance work to take place.

  1. Playgrounds and Playing Fields are in good order for this time of the year with a small repair job pending at Moss Hay when it’s drier. A new maintenance person will be sought for Moss Hay and the parish council expressed thanks to Jack for his services. More consultation and discussing is to take place with regard to the new equipment. Residents will be asked for their views before any final decision is taken. The signs will be renewed with the guidelines for careful usage during this pandemic.
  2. On- Line Planning Briefing which was attended by 3 parish councillors was considered to be very good and informative and following this certain information with be requested from CBC.
  3. Flooding at Salcott: there had been 3 major flooding problems at Salcott recently and with the help from parish councillors, residents and Highways the problems have been dealt with satisfactorily. There will be a thorough investigation with remedial work by Highways into the cause of the flooding problems at Salcott. We do not have any time scale for this.
  4. Peldon Village Sign – will be taken down for refurbishment shortly.

210080 Proposal: Outline application for permission for erection of 4 two storey dwellings and up to 7 car parking places and related hard and soft landscaping at land opposite St Mary’s Church, The Street, Salcott – the parish council comments are on the CBC website.
