Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon and Wigboroughs Community Hall (meeting room) on Tuesday 10th May 2022 at 7.30pm

Present: Clare Lauwerys, Jinny Gale, Robert Davidson, Liz Davidson, Phil Gladwin, Andrew Ellis, Kevin Bentley

The Annual Parish Assembly

Everyone was welcomed to the meeting and no-one chose to speak at this time.

Annual Council Meeting (AGM)

Apologies for absence: Catherine Sprott, Netty Knill Jones, John Walker

Election of Officers: Phil proposed, Clare seconded and all agreed for Jinny to take the chair for this coming year, Phil proposed,Jinny seconded and all agreed for Liz tobe vice-chair, it was agreed unanimously for the clerk to continue as Responsible Financial Officer. Declaration of Acceptance of Office forms were duly signed.Robert was welcomed in joining the parish council and thanks wereexpressed to Wendy Ritherdon and Robert Kean for their brilliant contributions to the parish council and the community. Advertisements are displayed to fill the parish councillor vacancy in Salcott.

Parish Council’s Annual Report: Was circulated and will be on the website, the noticeboards and magazines.

Financial Report: Was postponed until next month

Continued membership to EALC, NALC, CALC, SLCC was agreed by all

Ordinary Council Meeting

The minutes of April 2022 meeting were agreed by all and signed by the chairman

Borough Councillor Report: An affordable housing scheme is on-going at Layer de la Haye with uptake cascading to outer villages if not absorbed entirely at Layer. CBC enforcement issues are being dealt with. Attempts to allocate S106 funds are being carried out for the outdoor adult/older children gym equipment.

County Councillor Report: The London Bike Race is coming to Essex this year resulting in quick road repairs plus the county will benefit from tourism.A limited number of severe pot holes can be reported to each County Councillor for immediate repair.

Work has been taking place for Traffic Management Improvements following the public meeting held 3 years ago and we are expecting a Feasibility Report very soon with proposals. Essex has welcomed families from Ukraine, West Mersea has 20 families to date, and more are to follow.

  1. Audit Return and Associated Compliances AGAR Part 2 2021/2022 – Postponed until next month.
  2. Playgrounds and Playing Fields are in good order. A broken pane in the new Book Box at Salcott has been repaired. Benches for both Salcott and Peldon have been ordered. A grant application has been completed to help fund the adult/older children’s gym equipment plus S 106 as above in Borough Councillor’s report.Protruding hedge growth behind the play area on Moss Hay will be addressed.
  3. Bus shelters- refurbishment of Mill Lane has taken place and Great and Little shelters roof repairs will be addressed shortly having received confirmation from our insurance company that they are covered by storm damage.
  4. Noticeboard request for a bigger one in School Lane from Great Wigborough Church was received. It was suggested that the cost of a new notice board might be acquired by application to the Trustees of the Community Hall who manage the allocation of funds in the Nave Trust.
  5. Jubilee Celebrations- all villages are holding various events over the June weekend. The parish council is celebrating the occasions by gifting all the children in the villages with a celebratory mug.  Peldon mugs can be collected from Liz Davidson on Saturday evening or Sunday lunchtime at the Jubilee events there.  Salcott cum Virley and Wigboroughs mugs can be collected from the clerk by appointment phone 01206 735367 or email [email protected]   Bring a bag or box for collection.
  6. Actions and Reminder List – updated, including that the bin at Lodge Lane has been problematic but will now be included in the CBC refuse collection round.
