Draft minutes of the meeting of Winstred Hundred Parish Council held at the Meeting Room, Peldon and Wigboroughs Community Hall on Tuesday 13th December 2022 at 7.30pm.

Present: John Walker, Phil Gladwin, Jinny Gale (chair), Liz Davidson, Robert Davidson, Andrew Ellis

Apologies for absence: Roger Pittock, Catherine Sprott, Clare Lauwerys, Netty Knill Jones, Kevin Bentley

The minutes of the meeting held on 8th November 2022 were agreed by all and signed by the chairman

City Councillor Report: No garden waste will be collected until after Christmas. Devolution is being discussed which includes the option of a mayor for the whole of Essex. Elections every 4 years is being considered but this coincides with discussions on possible boundary changes.

Declarations of Interest: Robert and Liz Davidson for Item 3.

  1. Playgrounds and Playing Fields are in good order with a couple of small jobs being dealt with at Salcott
  2. Wigboroughs Noticeboards – to confirm increase of £29.10 on previous quote; these have now been ordered at a total cost of £648.90 for both, and will be installed when the shelters have been painted.
  3. Ramblers Request – following a footpath diversion request it was agreed that we will contact ECC Footpaths to clear and reinstate the original footpath as the landowner withholds permission for the practice of using his land as an alternative route.
  4. Parish Council Insurance – to confirm the new policy and payment of £984.92 for a fixed 3-year term, this was agreed by all.
  5. 20s Plenty Webinar – was explained in full and we will write to ECC to say we are aware of the project for a 20 mph limit in the villages and would support it in appropriate areas should it come about.
  6. Jubilee Trees – have now been delivered, the Wigboroughs tree has been planted, (at What3Words: nips.invites.dreams) thanks to Phil and Co. with plaque in place, Peldon and Salcott trees will be planted shortly.
  7. Clerk’s salary – it was proposed, seconded and all agreed to increase the clerk’s salary by £25 per month backdated to April 2022, following NALC guidelines.
  8. Youth Forum – Clare is pursuing the feasibility of this project and will report back in due course.
  9. Actions and reminder List – updated
