Draft minutes of the meeting of Winstred Hundred Parish Council held at St Stephen’s Church, Great Wigborough on Tuesday 14th February 2023 at 7.30pm.

Present: Jinny Gale (chair), Clare Lauwerys, John Walker, Roger Pittock, Robert Davidson, Liz Davidson, Phil Gladwin, Andrew Ellis

Apologies for absence: Catherine Sprott, Netty Knill Jones, Kevin Bentley

Minutes of the meeting held on 10th January 2023 were agreed by all and signed by the chairman

City Councillor Reports: We were encouraged to reply to Karen Syrett, CC Head of Planning, to give our suggestions and requirements for future infrastructure, if building takes place in our areas, what would we need such as more doctors, schools etc.

CCC budget meeting is to take place next week and we must expect a rise in all elements of council tax to cover rising costs of all services particularly social care.

We will talk to the Rural Community Council of Essex to request that they carry out a survey to find out the needs for local housing for local people.

Declarations of Interest: Davidsons for finances

  1. Playgrounds and Playing Fields – both are in good order
  2. Email Service – was discussed for its scope of use and it was agreed that it should be primarily for parish council information only.
  3. Recycling Changes – the new system of booking appointments for the recycling centres was discussed and it was agreed we will write to our County Councillors to express our disapproval of this as we are convinced it will lead to more fly tipping. Also, scrapping the quarterly large item collection points is unfortunate but large items such as fridges can still be collected from addresses by arrangement. Garden waste is in line for change with the idea of charging households as composting and mulching is now being encouraged.
  4. Website update – it was agreed we will decide what exactly our requirements are and the look we would like for the website, leaning towards only parish council documents, as most other organizations now have their own websites which was not the case when we first started the parish council one. Once decided we will forward to our website manager to update using the latest version of WordPress.  
  5. The King’s Coronation – as the parish council has nothing planned for this event, having gifted all children and young adults a Jubilee mug, we agreed to donate up to a maximum of £250 to each organization (Peldon, Salcott & Virley and the Wigboroughs) for sponsoring events and we would request to know the details of the spend for our records.
