Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall on Tuesday 10th December 2024 at 7.30pm
Present: Cllrs Catherine Sprott, Netty Knill Jones, Phil Gladwin, Jinny Gale (chair), Clare Lauwerys, Roger Pittock, Robert Davidson
Apologies for absence: Liz Davidson, City Cllrs Andrew Ellis, Martin Parsons, Kevin Bentley (& County).
The minutes of November 2024 meeting were confirmed and agreed by all and signed by the chairman.
City Councillor Report: Complaints and general incompetence about poor signage and redirecting routes for roadworks have been lodged with Highways.
Local government in Essex, Suffolk and Norfolk is expected to be re-organised in 2026/27. City and Borough Councils will be abolished and a structure set up which will create three authorities – one each for the south, middle and north of the area. Each of the three will have its own Chief Executive and there will be a Mayor for Essex who will have control of the Local Plan.
An infrastructure study will take place before any more houses are built in and around Colchester.
Public-Have Your Say: The roadside hedge at Hillside Farm in Great Wigborough is being dealt with for cutting back. A dropped kerb at Salcott Village Hall is also being investigated. Ownership of a blocked pipe in Malting Road will be investigated so that the appropriate organisation can be asked to clear it.

- Playgrounds and Playing Fields are in good order.
- Playground inspection person required for Moss Hay (see below) and many thanks were expressed to Vicki for her time doing this job.
- The necessary partshave been ordered for repair work following annual report.
- Salcott Fence – following receipt of quotations for replacing a section of fence at the meadow it was agreed by all to accept the more local contactor to carry out this work.
- Vacancy for Peldon– no interest shown so far to join the parish council – prominent advertising will be in all avenues of communication
- Clerk’s salary – following government guidelineson pay increases backdated to April, it was agreed that the Clerk’s salary should be increased to a figure about midway between levels 24 and 25 on the Spinal Column Points system.
- Traffic Management Scheme – we are taking note of what was in the report for improvements and what has actually been achieved.
- Website – on-going project
