Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall on Tuesday 10th June 2025 at 7.30pm
Present: Cllrs John Abbott, Clare Lauwerys, Jinny Gale (chair), Phil Gladwin, Roger Pittock, Netty Knill Jones, City Cllr Martin Parsons

The minutes of May 2025 meeting were agreed by all and signed by the chairman
City Councillor Report: Andrew has been appointed Vice Mayor for the year and we send our congratulations to him.
At the Annual Council Meeting a previous decision for the need for a full infrastructure report for all the new houses in the Local Plan was challenged but the challenge was rejected so the need for a report to address certain matters such as roads, water supply and sewage is still on-going before the Plan can be approved and move forward to the next stage.
Public-Have Your Say: A footpath in Peldon had become overgrown and so the landowners will be contacted.
Declarations of Interest: None
- Playgrounds and Playing Fields – both playgrounds and fields are in good order. The rubber chippings for Salcott playground have been ordered and will be delivered shortly.
- Salcott Hedge – is becoming overgrown and will be cut soon.
Trees – on the meadow will be inspected for their general condition
Book Box – door is in a poor state of repair and will be addressed as soon as possible. - Peldon and Wigboroughs Community Hall – Phil agreed again to be a parish council representative on the Board of Trustees for the next year. Liz will be approached to ascertain if she is also willing.
- Updated Standing Orders, Code of Conduct and Financial Regulations – a draft copy of the three documents had been prepared by Clare using the templates from NALC and were agreed by all for our use. The final copies will be displayed on the website.
- Container for the Five Parish Show – it was agreed by all to buy the container using grant money already received.
- LGR/Devolution – a decision on number of unitaries including Essex plus others (possibly totaling 3 or 5) will be put forward to the government before September. There will be an elected Mayor for all of Essex to take up office in May next year.
- CCC Draft Local Plan – as above. A meeting at Langham including speakers on this subject will be attended.
- Website – updates have taken place and it is almost complete leaving it with the desired result of being relatively simple and easy to use.
