PAWS January – The Storyteller

The Storyteller Entertains

PAWS report on their most recent meeting as follows:

44 Members, including our 2 most recent, were joined by 3 visitors when we welcomed back our speaker John Lilley “The Storyteller” at our recent January meeting.

It was a busy night with membership being renewed and then John relayed a number of amusing stories, antidotes, rhymes and poems relaying how the “British like small pleasures” as written by Bill Bryson’s Notes from a Small Island and other references to Pam Ayers, Parish Magazines etc. 

There were a lot of laughs from the appreciate audience.

The next meeting is on 24th February when Chris Farndell will talk on the subject of “Photography – Crime Scene to Art”. Membership is currently closed but visitors are welcome at a cost of £5.00 which includes refreshments.

Local Health Forums

The Health Forum

The NEE Health Forum is a largely enthusiastic and committed body of people who are interested in health matters.  They are all people who have registered as public members of North East Essex Clinical Commissioning Group.

The Health Forum is not formally part of the Clinical Commissioning Group, but members of the Health Forum Committee are invited to be part of all decision-making meetings within the CCG so that they can obtain and reflect the views of people from North East Essex to the group in a timely way.  The Clinical Commissioning Group wants the Health Forum to be as inclusive as possible, and so the criteria for eligibility are very broad.  There is more detail on the Join the Health Forum page of their website.

Members of the Health Forum are able to vote for the Health Forum Committee.  The Health Forum Committee has a number of sub-groups which are looking at specific health related issues.  The Health Forum does not have any legal powers, but has been given local powers by the CCG.  It works very closely with Essex HealthWatch, who do have legal powers.

Their important reports, including local Health Forum meeting dates, agendas and minutes and similar material relating to the Health Forum Committee can be found on their site in the Library.

Get Involved at Local Health Forums

The Health Forum holds local meetings which any public member of the CCG  can attend, regardless of where they live.  The 3 local meetings are held at Colchester; Harwich; (rest of) Tendring – this is usually held in Clacton.  

The next meetings are being held on 2nd, 3rd & 4th February (2pm – 4pm) respectively.  The agenda vary slightly both from meeting to meeting but also by location, but will typically include items such as those due to be discussed in the February meetings:

  • NE Essex Community Pharmacy Scheme
  • CHUFT Cancer Services (Clacton & Harwich only)
  • Borough GP Care Advisory Service (Colchester only)
  • Carer Strategy Consultation
  • General Q&A

These meetings give Health Forum members a chance to receive presentations and ask questions relating to key health care issues and services in their area.  They are also to raise concerns with the NEE CCG staff directly and Health Forum Committee members.

The Agendas for the local meetings are set by the Health Forum Committee who request speakers on the subjects they believe local people want to hear more about.  The CCG supports the Health Forum Committee by finding suitable speakers and health professionals that are in a position to answer relevant questions.

All three local meetings are usually held within a week of each other and they occur bi-monthly (every other month).  The dates of future meetings can be found on their events page

Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon Village Hall at 7.30pm on Tuesday 13th January 2015

Present: John Walker, Lynne Simmons, Phil Gladwin, Charles Dymond (chair), Jinny Gale, Bob Holmes, Nicky Ellis, Rob Surface, Robert Davidson, Andrew Ellis, Zone Warden, Jan Hawkins (Community Agent) and 4 members of the public

Minutes of the last meeting were agreed by all and signed by the chairman

Zone Wardens Report: They continue to help in prosecuting fly tipping and dog fouling culprits and welcome assistance with any evidence. They will fix our village sign that has a post adrift and the ditch by the brick bus shelter in Peldon.

County Councillor Report: Received and distributed covering cabinet member changes, government funding reductions for ECC, highways matters, etc.

Borough Councillors Reports: We are encouraged to write to the appropriate CBC Officer to express our disapproval for the proposal for West Mersea to close all but one of their public toilets.

CBC are still looking for further sites for develops with new housing etc, many have already been put forward and further sites can be added for consideration.

Funding for a speed survey at Peldon has been applied for to be considered at the next LHP meeting in February and following that consultation with the villagers for a speed reduction method,  possibly a VAS sign, could be considered which Highways would position if and where it thought appropriate.

Local matters such as missing signage, pot holes and drains were updated.

Public-Have Your Say: More Police enforcement for speeding was requested for Peldon which will be followed up. Ditches and grips at Pete Tye Common have caused a problem. In Peldon Moss Hay footpath hedge clippings need clearing from the ditch and Butchers View footpath needs attention and the land owner will be written to. The remaining rubber chippings left on Moss Hay was questioned but will be put in place when the community team can use the facilities in the village hall again after the pantomime is finished and weather permitting.

Declarations of Interest – Lynne for item 7.

1.    Jan Hawkins, from Community Agents Essex gave a presentation on her role explaining that the team consists of 36 covering all of Essex and is funded by ECC Health and Social Care. The main aim is to help anybody that needs it, generally older people, at no cost to them, to be safe, happy and well enabling them, wherever possible, to stay in their own home, therefore giving support for independent living. The parish council will assist in helping them to spread word of their services. 2.    Precept 2015/2016 – a comprehensive report was given of our financial situation and owing to a small amount of expenditure over income this last year due to unavoidable costs and the grant from CBC being reduced further Phil proposed, Nicky seconded and all agreed to increase our precept by £665 to enable the parish council to continue providing the quality of services that is required. 

3.    Chairman and Vice-Chairman – following Charles leaving Lynne is willing to take over the role of chair and Nicky vice- chair. CBC Electoral Services have been notified of the Peldon councillor vacancy and will issue notices accordingly in due course.

4.    Playgrounds and Playing Fields – at Moss Hay signage for the new equipment has been made and will be erected shortly, the rubber installation is on-going with weather and village hall access permitting, which will be followed by hedge and ditch work.

5.    Speed Reduction Measures – as stated above funding for a survey is being sought.

6.    Review of Village Design Statement and Parish Plan – The list of action points from the VDS which was published in 2012 was discussed for updating taking onto account the changes that have taken place since then in our villages and the revised version of these points will be listed in due course.

7.    Peldon Brick Bus Shelter – two quotations for refurbishing this shelter have been submitted (one to be altered slightly), a third one will be chased up to enable these to be sent to the ECC Passenger Transport Manager so that he can apply for funding at the next LHP meeting.

8.    Clerk’s Salary – Phil proposed, Bob seconded and all agreed to increase the clerk’s salary and the one-off payment in line with the new National Salary Award.

9.    Abberton Reservoir Rights of Way – Leaflets advertising the Have Your Say event in Peldon Village Hall on Wednesday Feb 4th drop-in from 4-6 and 7-9 pm will be printed by the Water Company and distributed to all households by the parish councillors.

10.   Broadband – launch event taking place in Salcott will be late Feb or early March

11.   Actions and Reminders List – updated and to include giving our support to RCCE’s funding campaign, the MP Priti Patel will be written to with photographic evidence with regard to the flooding issues at Salcott and Virley and changes to our signature mandate are being made owing to a change of personnel.

Panto 2015

snowqueenThe Snow Queen Arrives Soon

The Peldon Players proudly present The Snow Queen by Tina & Robert Burbidge between 21st & 24th January at Peldon Village Hall.  This promises to be a real treat for all ages, being based on Hans Christian Andersen’s tale of ‘The Snow Queen’ it is delivered as an English pantomime – with jokes, songs, and the occasional accident with a large pie.

5 Parishes AGM

5 Parishes Horticultural Society AGM

The Annual General Meeting of the Society will be held in Peldon Village Hall on Tuesday 3rd February 2015 at 7.30 pm.  Members of the public are most welcome to attend.  There will be light refreshments.

The Committee would like to attract new members to organise the 5 Parishes Show and also to find people who would just be prepared to help over the actual assembly and operation of the Show from Thursday 30th July to Sunday 2ndAugust; any time that you can spare will help us.

Marine Conservation Meeting

Blackwater Marine Conservation Zone
The impact of challenges facing the Blackwater and Colne estuaries now and in the future.

Graham Underwood, Professor of Marine and Freshwater Biology at the University of Essex, is speaking in West Mersea on 20th January on the subject of ‘The ecology and future challenges to the Blackwater and Colne estuaries’.

The estuaries, which are a significant feature of the Essex coastline, have been extensively studied over the past 40 years. The talk will summarise the current state of the ecology of these important coastal habitats, and consider the impact of ongoing environmental changes such as climate change on their future functioning.

Professor Underwood has himself been researching this part of our coast for the past 23 years.  He is an expert on coastal and shallow marine systems and has undertaken research on rivers, seas and lakes from the tropics to the frozen oceans. He has been a member of the Government’s Scientific Advisory Panel for Marine Conservation Zones which recommended the designation of the Blackwater-Colne estuaries as a MCZ. He also sits on various boards of the Natural Environment Research Council and is currently a member of the Environment Agency’s Regional Flood and Coastal Committee. Professor Underwood is Executive Dean of Science and Health at Essex University.

Chair of the Blackwater Against New Nuclear Group (BANNG), Professor Andy Blowers, who will chair the meeting, said:  ‘We are delighted to bring Graham Underwood to Mersea to enlighten us on the present and future state of our rivers and the challenges they face. One of our major concerns has been to protect the marine environment from the threats posed by nuclear reactors and radioactive waste especially in an era of sea level rise and warming inevitably resulting from climate change’.

Colchester Borough Council have 2015 free trees and fruit bushes to give away as the popular annual Trees for Years initiative returns for the ninth year in a row. The free plants are available to Colchester Borough residents, community groups and parish councils. Residents can collect up to three plants per household and up to 15 per community group, school or parish council. This year’s initiative includes a variety of fruit bushes, decorative shrubs and trees to help create a greener Colchester for all.  Species available this year are:

  • Raspberry Canes
  • Gooseberry Bush
  • Acer campestre – Field Maple
  • Betulapendula – Silver Birch
  • Cornusalba ‘Siberica’ – Red Stem Dogwood
  • Cornusstolonifera ‘Flaviramea’ – Yellow Stem Dogwood
  • Blackcurrant Canes
  • Forsythia x intermedia ‘Spectabilis’
  • Prunuspadus – Bird Cherry
  • Corylusavellana – Hazel Cob Nut

The 2015 bare root trees and fruit bushes will be available on a first come first served basis. Cultivation guidance will be available so that trees can be selected, taking into account the ultimate size and form of mature trees. People collecting trees need to bring their own bags to put them in. Trees must be planted on private property. Postcodes will be recorded to monitor the distribution. The event, which is funded through sponsorship by officeis takes place on Saturday 7 February, from 10am to 1pm, in the car park of Colchester Borough Council’s offices at Rowan House, in Sheepen Road, Colchester.

NHS Consulting on Care Closer to Home

Care Closer to Home and Urgent Care consultations:

The North East Essex Clinical Commissioning Group, with its partners, has started a 10 week consultation aimed at finding ways to provide effective and safe care within the community – known as Care Closer to Home.  Have your say on plans to provide health and social care closer to peoples’ home. Please read the NE Essex CCG’s consultation document. Local people across north east Essex are being asked for their views on how health and social care services could be provided closer to their homes in the future.

The consultation is also suggesting a redesign in the way emergency and urgent care might be provided too, as part of its urgent care strategy.  Their aim with both of these service redesigns is to ensure patients are at the centre of their care which will allow individuals to be seen in the right place, at the right time by the right expert.

These proposals follow a series of engagement activities, known as the Big Care Debate, in which many people called for services to be based around the individual needs of the patient as close to their home as possible.
