NEW 2011/12 Recycling Calendar out now

As in previous years Colchester residents are now receiving a copy of the new 2011/12 recycling calendar in the post with their Council Tax bill.  This year deliveries will be made between 9 and 18 March.  The recycling calendar applies from April 2011 onwards unless you use communal recycling and rubbish bins.  Please look out for your calendar and help Colchester recycle even more this year. The Calendar includes information on:

  • what you can recycle in blue and green weeks
  • when and how to put your recycling out for collection
  • the enhanced garden waste collection of up to 8 sacks from 1 November 2011

Visit www.colchester.gov.uk/recycling for information and online services to help you reduce, reuse and recycle your rubbish, home compost and much more.   Alternatively email [email protected] or phone 01206 282700.  The Recycling Calendar can be viewed online where you can print replacement copies.  It is also available at a range of outlets across the borough including the Customer Service Centre on Colchester High Street.  You can also go online to find information on when rolls of recycling and rubbish bags will be delivered to households (except to flats with communal bins), and find where to get more recycling boxes, bags and sacks.

PAWS – March Wildlife Report

barry kaufmann-wright 38 members and 10 visitors attended our meeting in February when we welcomed back Barry Kaufmann-Wright to talk to us about his passion for Wildlife Photography. Barry showed us a small selection of his 4000+ slides taken over 35 years.  Barry’s love of wildlife goes back to his late teens when he worked with Gerald Durrell at Jersey Zoo. Over the years he has worked in the Police Force, his last role as a Wildlife Crime Officer and now currently works for Natural England and DEFRA.  He had wonderful slides of various birds including robins, wrens, dunnocks, kestrels, owls and eagles and wildlife from foxes, badgers, red squirrels, polecats to a unique white red deer (the only one in the U.K.)   He also showed us slides of glorious bluebells, a variety of orchids and butterflies. It was a thoroughly enjoyable evening and I’m sure he will be invited back another time so we can hear one of his other interesting talks.

Our next meeting is at 7.30pm on April 26th when Mr. Brian Curtois is going to talk to us about his “30 years with the BBC”.  Membership again is full but visitors are very welcome at a cost of £3.50.

Affordable Housing Review

w100-property-survey

The Housing Needs Survey report published after surveys and interviews in September 2010 is now available to read by clicking the link above. This report was prepared by the Rural Community Council of Essex (RCCE) following several discussions with Winstred Hundred Parish Council and surveys in each of the three communities within the Parish.  Parish Councillors have no access to the information contained on individual survey questionnaires.

A closed workshop will take place towards the end of March 2011 to give Councillors an opportunity to explore together the mass of data contained in the report and to decide whether they feel the recommendations made by RCCE are valid conclusions based on that data.

Unless the workshop throws up unforeseen problems the subject of Affordable Housing will be on the Agenda for the Parish Council meeting to be held at 19:30 on 12th April 2011 in Salcott Village Hall.   Following our usual practice there will be an opportunity then for members of the public to ask questions and comment.  The Council will then decide whether to support in principle the recommendations of the report.

Police Update – January 2011

sx-pol-newsBirch and Layer

Birch and Layer is part of the Essex Police Colchester district and covers the Parishs of Birch, Layer Breton, Heckfordbridge, Hardys Green, Smythes Green, Layer De La Haye, Messing, Salcott and The Wigboroughs.

Crime recorded for the Winstree area has seen roughly a 13% decrease compared to this time last year.

Winstree is still a very safe place to live and PC Mel Wislson is sure it will continue to drop.

The main crime for the rural areas continues to be Burglary to out buildings and sheds, PC Mel Wilson would like to remind people to look at their security at home particularly to these areas as things such as bikes, power tools etc are expensive to replace.  If you make it hard for the criminals to access your shed they are more likely to move on than bother with yours, these crimes normally only take minutes or seconds to commit.

PC Mel Wilson would also like to remind people that if they see a person or vehicle acting suspiciously to take as much detail as possible such as index plates, colour, description of people and direction of travel and call police immediately. We would rather come out to a false alarm than not be called at all.

OIL THEFT

With the present climate of rising fuel charges and spate of cold weather we have seen an increase in the amount of recorded thefts of oil from properties in the Colchester area particularly the rural villages. Please review your security regarding this, if advice is needed please do not hesitate to contact PC Mel Wilson.

If you have any information which is not an emergency please contact PC Mel Wilson on 07966 197404.

PC Minutes 8th February 2011

WINSTRED HUNDRED PARISH COUNCIL

Peldon   Great Wigborough   Little Wigborough   Salcott   Virley

Draft minutes of the meeting of Winstred Hundred Parish Council held at Salcott Village Hall at 7.30pm on Tuesday 8th February 2011.

Present: Netty Knill Jones, John Walker, Lynne Simmons, Phil Gladwin, Jinny Gale, Jane Banks, Charles Dymond, Nicky Ellis, Kevin Bentley, Moira Groborz (RCCE), 3 Police Officers and 7 members of the public.

Apologies for absence: Les Lapwood, Terry Sutton, Andrew Ellis

Minutes of the last meeting were agreed by all and signed by the chairman

Police: Crime figures were given and though not huge numbers, oil theft is a serious problem and people need to be on their guard.  The Crime Reduction Officer can visit to give advice on preventative measures. Speed checks are taking place on our roads and some by unmarked motor bike officers.  NAP meeting reported on later Item 4.

The Police can be reached on 0300 333 4444 or 07966 197265 or 07966 197404.

Borough Councillors: CBC budget meeting will be held on 16th Feb 2011 and our Borough Councillors will be asking for a reduction of 25% over 3 years instead of 50% all in one go as is proposed. An alternative that has been mentioned is to disband with all Parish Councils and leave the Borough Council to take care of everything.

The County Council have to save £300 million pounds but are not proposing to close any libraries or fire stations. No firemen or teachers will lose their jobs but 450 people will be made redundant from County Council backrooms.  There will be no free school transport for secondary school children or special needs children.

The 2011 Census Day is Sunday 27th March 2011 and it is important for these forms, one per household, to be filled in as there is a fine for not returning a completed form and more money is forthcoming from the government for each form completed and returned.

Potholes are being dealt with reasonably quickly now after being reported. These can be sent to the parish or borough councillors to be emailed forward.

Public-Have Your Say: Large stones have been put on the roadside outside Hall Barn, which will be looked into with the planning department.

Due to a bad pothole a car was damaged and for a possible claim a letter may be sent to a Borough Councillor for this to be dealt with.

A resident’s emails had not been answered by the parish council but it would appear to be a misunderstanding rather than deliberate.

Declarations of Interest – None

  1. Affordable Housing – Moira Groborz, RCCE Rural Housing Enabler had come to the meeting to answer any questions we may have after receiving the very detailed report following the survey that was carried out in all our villages.  There were a number of people who had said that they thought some affordable housing was a good idea.  If a need is established only half of those would then be built. It was agreed that this is a huge undertaking and more thought, discussion and consideration is needed and that probably a working party group should be formed to sift through this document at length and be sure that all the parish councillors understand and are in agreement about any further decisions that are made.
  2. Individual roles for individual Parish Councillors is an on going topic and after receiving more ideas from parish councillors a paper of all the suggestions will be put together for a discussion at the next meeting.
  3. Localism Bill has been published with the finer details to be established.  The main point of it is for parish councils to take on more roles from CBC and ECC.  The general feeling was that this would create problems rather than solve them.  It was suggested that we might like to join with other parish councils for a meeting with John Jowers speaking on the subject as he is very knowledgeable on the matter.
  4. NAP meeting Wed 2nd Feb 2011 was attended by several of us and found it to be very informative and useful. Because there had been lots of salt/grit put on the roads of late the remaining residue is molasses which has made some areas very slippery.  The Police will be carrying out an accident reduction programme on the B1022 and it was requested for this to be carried out on the B1026 and on through Peldon as well. The number to ring to report fly tipping is 01206 282700.
  5. Salcott crossroads bus shelter alterations to make it more weatherproof are going ahead as we have obtained a grant for the labour and a promise of the timber from the manufacturers. Terry to liaise with Littlethorpe for receiving delivery of the wood.
  6. Flooding Issues – thanks where given to Phil for single handedly digging out the ditch at the top end of School Lane to alleviate the problem there. Flooding was particularly bad in Great Wigborough after the last heavy rainfall and Salcott still has some bad areas where more work is needed but many of the rural parts of Colchester had serious problems.  The Flood Summit Meeting is still to be arranged but has proved hard to get all the relevant bodies free at the same time, but it will take place eventually.
  7. Actions and Reminders List was updated.

Planning:

102275 Proposal: The retention of a barn/stable erected for use partly as an agricultural store (in association with the applicants use of the application site for agricultural purposes) and partly for the stabling of recreational horses at Pantiles Farm, Peldon Road, Abberton

PAWS – February Mythical Report

Teasel40 members and a number of visitors attended our meeting in January when June Crisfield Chapman came along to talk to us about “Wild Plants, Myths, Magic and Medicines.” June is actually an Artist/Painter, who through her love of nature which started at an early age in Scotland where she was bought up, has created an extensive range of wood engravings which she has exhibited at the National Theatre amongst other galleries. She also wrote for the Countryman magazine for 11 years. She showed us a slide show of numerous engravings of flowers and flora and explained where some of the myths had started. It was a most interesting evening.

Our next meeting is on March 22nd when we are having our AGM. We will also have a Shepherd’s Pie accompanied by a light hearted quiz.

PC Minutes 11th January 2011

WINSTRED HUNDRED PARISH COUNCIL

Peldon   Great Wigborough   Little Wigborough   Salcott   Virley

Draft minutes of the meeting of Winstred Hundred Parish Council held at Peldon Village Hall at 7.30pm on Tuesday 11th January 2011.

Present: Charles Dymond, Jinny Gale, Phil Gladwin, Jane Banks, Lynne Simmons, Nicky Ellis, Les Lapwood, John Walker, Andrew Ellis, Terry Sutton and 4 members of public.

Apologies for absence: Netty Knill Jones, Kevin Bentley

Minutes of the last meeting were agreed by all and signed by the chairman

Borough Councillors: The lighting at Hall Barn in Peldon has been causing problems to people in the neighbourhood. There are numerous lights, some that constantly change colour, a very bright halogen type light and many others on the house, back and front and in the grounds.  CBC Planning Committee will be holding a site meeting to comprehend the full scale of the lighting and the problem to neighbours.

After a recent heavy rainfall Salcott crossroads appeared to be less flooded since certain work has been carried out there.  Salcott Street though, was still flooded in places and pipe work in one particular area needs more attention. This will be followed up with the appropriate people for a positive result. As there are still problems the meeting of head people of the bodies that can help here will be chased up again.

Potholes and other complaints can be reported on the website and can also be backed up with photographs.

The bad pothole in Great Wigborough has been reported and added to the list for attention.

Public-Have Your Say: Some Peldon residents had come to the meeting to express their dissatisfaction of Hall Barn lighting likening it to Blackpool illuminations.  At one time the very bright halogen light was coming on at 4am and shining directly into someone’s bedroom. The lighting can be seen from quite a large surrounding area and is totally unsuitable for this rural village.

Little Wigborough salt bin has disappeared and we would be grateful for its return from whoever decided that they need it more. This, like many others, is a bad patch when the roads are icy.

There was yet another request for Barnhall Road to be added to the gritting list which will be passed on.

Declarations of Interest: Lynne Simmons for item 5.

  1. Precept/Grant was carefully considered during this last month and in order for the parish council to carry out the same duties without neglecting anything it was deemed necessary for our precept to be increased to compensate for the reduction of the grant from CBC, therefore Phil proposed, Nicky seconded and all agreed to increase the precept to £10,842 for the year 2011/12.
  2. Individual Roles for Parish Councillors was discussed and more thought and ideas on the matter will be given to this during the next month and will be on February’s agenda.  Who attends the various other meetings we are expected or invited to be present at will also come into this discussion.
  3. Planning changes – a letter to CBC to show our disapproval of the changes without our being consulted will be written.
  4. Our planning comments process – needs tightening up as sometimes certain councillors are slow to respond and with the return date fast approaching it becomes difficult to put together a satisfactory reply.
  5. Salcott crossroads bus shelter alterations – we have two quotations for this work and an offer of some free timber but unless a grant that has been applied for is forthcoming it is felt that this work is too expensive in these times of cutting back.  Phil proposed, Charles seconded and all agreed that if the grant is obtained soon we should accept the cheaper quote and give the go ahead immediately, for fear of losing the offer of free timber.  If not it will be discussed again at the next meeting.
  6. Rolling Actions and Reminders List – updated
  7. Footpath 4 – Notice of Order of the modification of this footpath in Virley has been received and will be displayed.

Planning:

102628 Proposal: Replacement dwelling house (resubmission of planning application 101612) at The Grove, Maldon Road, Great Wigborough

102624 Proposal: Change of use to B2 use to B1 use with restrictive condition 2 removed. The use of the building to be restricted to occupation by Swiftboats at Unit 2, St Ives Farm

102623 Proposal: Variation of Condition 1 granted under permission 0712151. To permit the use for sale and packaging tape, bubble wrap and stock boxes and the manufacture of bespoke cardboard boxes. The building to be occupied by 24/7 Boxes and Packaging at Hosplant Ltd. Building 4, Unit 1, St Ives Farm, St Ives Road, Peldon

102625 Proposal: Change of use to B2 use from B1 use with restrictive condition 2 removed. The use of the building to be restricted to occupation by Swiftboats at Hosplant Ltd. Building 2, Unit 1, St Ives Farm, St Ives Road, Peldon

Notice of Planning Decision:

100704 Proposal: Retrospective application for stable block/hay store at Bluebells, Drakes Corner, Great Wigborough – Permission Granted

101984 Proposal: Replacement of a derelict conservatory with a single storey extension at Haxells Farmhouse, Peldon Road, Peldon – Permission Refused

101986 Proposal: Listed building application for the above – Permission Refused

102282 Proposal: Internal and external alterations to roof, forming new bedroom (no.5) and new games room at John Jones House, Peldon Campus, Church Road, Peldon – Permission Granted

102322 Proposal: Application for prior notification of agricultural development for a proposed building to store crop to maintain good condition for resale at Beckton House Farm, Barnhall Road, Salcott – Refuse the details submitted.

Finances:

101585 – Barry Gooding – play insp x 2                                                                     £60.00

101586 – R S Pullen – clerk’s fee for January                                                            £353.53

101587 – St Mary the Virgin Peldon – magazine entry                                                £150.00
